SUBJECT: Approval of Agreement #28-670 with Regional Center of the East Bay
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Agreement #28-
670 with the Regional Center of the East Bay (RCEB) , to pay the County at
the rate of $14 . 75 per direct service hour, for the period from March 1,
2001 through February 28, 2002, for After School Childcare with Behavior
Intervention services at George Miller Center West .
FINANCIAL IMPACT:
The total funded amount under this Agreement will be determined by the
number of direct service hours provided by the County. The projected
amount is $88, 680 . No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The George Miller Afterschool Programs, as well as other after school
programs in the East Bay, have been negotiating with the Regional Center
of the East Bay (RCSB) to address the issue of serving clients with
significant challenges . All of the programs had enrolled a number of
children whose needs exceeded the programs ' ability to safely serve them.
These children came from educational programs where they were being
served with 1 : 1, 2 : 1 and 3 : 1 staffing ratios, vs the 5 : 1 child: staff
ratio funded by the after school programs .
RCEB allowed the after school programs to implement a sub-component that
would enable them to provide supervision at a 3 : 1 level, and RCEB agreed
to provide a higher rate of reimbursement for those children subject to
the sub-code which would enable the programs to pay for the additional
staffing costs .
Approval of Agreement #28-670 with the Regional Center of the East Bay
will allow the Department ' s George Miller Centers to improve the staff to
child ratio in the Afterschool Programs .

The Grantor has requested to be held harmless and indemnified as part of
their standard for approval of this Agreement with the County. Except
for funding this Project, RCEB will have no direct involvement in the
implementation of this Project . Therefore, in the view of County Risk
Management this indemnification will create a minimal potential loss .
The Health Services Department desires to expedite approval of the
Agreement as written.
Two certified copies of the Board Order should be returned to the
Contracts and Grants Unit .
