II. FINANCIAL IMPACT: The estimated project cost is $100,000, funded by Flood Control Zone 7 (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The purpose of the project is to remove the accumulated sediment from the Wildcat Creek Sedimentation Basin. The project consists of the removal of approximately 13,200 cubic yards of silt from the basin. The Wildcat Creek Basin was designed and constructed by the U.S. Army Corps of Engineers (USACE) specifically for the purpose of sediment collection and removal. Based on the amount of accumulated sediment,desilting of the basin is necessary since additional sediment will not be trapped,potentially leading to large quantities of sediment passing through the basin and being deposited on the downstream floodplain and Wildcat Creek Marsh this winter. In addition, the accumulated sediment is reducing the hydraulic capacity of Wildcat Creek at this location, and is threatening to cause flooding at a nearby school, homes, and local industries. The project has been determined to be in compliance with the General Plan and is exempt from CEQA. The project will consist of a minor alteration in the condition of land, water, and vegetation which does not involve the removal of any mature scenic trees. The project will not result in the removal of any scenic resource. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay construction and may jeopardize funding. The recommendation is based on the following: The project consists of desilting Wildcat Creek Sedimentation Basin in order to limit downstream sediment deposition and restore flood protection capabilities. Excavated material from the basin will be disposed of at an upland location. Location: The project is located upstream of Giaramita Street in the west county area of Richmond (Figures 1-3). 2. Project Description: The project consists"of the removal of approximately 13,200 cubic yards of silt from the Wildcat Creek Sedimentation Basin. The Wildcat Creek Basin was designed and constructed by the U.S. Army Corps of Engineers (USACE). specifically for the purpose of sediment collection and removal. Based on the amount of accumulated sediment,desilting of the basin is necessary since additional sediment will not be trapped, potentially leading to large quantities of sediment passing through the basin and beingdeposited on the downstream floodplain and Wildcat Creek Marsh this winter. In addition,the accumulated sediment is reducing the hydraulic capacity of Wildcat Creek at this location, and is threatening to cause flooding at a nearby school, homes, and local industries. In order to minimize impacts to surrounding environmentally sensitive areas,the project has been designed including several Best Management Practices (BMPs). These BMPs consist of fencing off several adjacent areas including the mature riparian corridor that defines the southern border of the project,the channel downstream of the basin weir that defines the western boundary of the project, and the riparian area north of the basin (with the exception of the established access _ ramps). Additional BMPs include installation of a straw bale sediment trap downstream of the worksite to ensure that no sediment is transported downstream as a result of the project, daily trash removal from the construction site to ensure the area is maintained in a clean condition,and fueling and maintenance of equipment at designated areas outside of the basin area. In order to minimize impact to adjacent riparian vegetation, access to the basin will be accomplished via the two existing access ramps and an additional temporary ramp from the eastern gate. Based on the requirements of the USACE Operations and Maintenance Manual prepared for the project,the basin has been desilted frequently(most recently in 1998)to maintain the design capacity. Therefore, a mature wetland/riparian system has not developed within the basin itself. Vegetation to be removed within the basin as a result of the desilt consists of immature riparian and wetland vegetation dominated by cattails and willow seedlings. The sediment removed from the channel will be disposed of either by off-haul to an acceptable upland disposal site chosen by the contractor or on the existing stockpile at the District property north of the basin. Following completion of the desilt, all disturbed slopes will be seeded with a mix including native grasses prior to winter rains. There is a known population of rainbow trout in Wildcat Creek; however, the population does not exhibit anadromous behavior (i.e., the population out-migrates but does not return to Wildcat Creek) and, therefore, cannot be classified as the listed species of steelhead (pers. comm. P. Alexander, East Bay Regional Parks District Fisheries Biologist, 6/18/01). In addition, according to Mr. Alexander, no other listed anadromous fish species occur within Wildcat Creek. 3.
