RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to EXECUTE the
State of California, Department of Aging, Standard Agreement and to ACCEPT FY 2000/2001 Title V Senior
Employment Program funding in the amount of$95,602. (#29-009-39)
FINANCIAL IMPACT:
Per California Department of Aging Standard Agreement(TV-0001-07)county to receive Title V Senior
Employment Program Federal funds in the amount of$95,602. 10% ($9,560 non-federal revenue) County
match required.
BACKGROUND:
Since 1976 the Area Agency on Aging has been providing services for older residents of the County under the
Older Americans Act. The State Department of Aging Standard Agreement, Title V, Senior Community
Services Employment Program funds will provide for the temporary part-time employment of thirteen(13) low
income individuals age 55 years and over.

SUBJECT: Forensic Services Agreement with the City of Orinda.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner to execute on behalf of the County
an agreement with the City of Orinda in the amount not to exceed $44,52 ' to
provide forensic services for the period of July 1, 2000 through June 30, 2001,
11. FINANCIAL IMPACT:
NONE. The revenue from this agreement is budgeted in the Sheriffs fiscal year
2000/2001.
III. BACI+C R D/REA N(S)FOR REC MMENDATI N :
The Forensic Services Division of the Office of the Sheriff provides forensic services
to law enforcement agencies on a fee-for-service basis. The Office of the Sheriff
and the City of Orinda have agreed to an estimated fee for services provided to the
City during the term of the contract. The estimated amount of the agreement is
based upon previous years' services provided by the Forensic Services Division to
the City and may be adjusted (with Board Approval) for extraordinary
circumstances. Execution of this agreement allows both the Office of the Sheriff
and the City to properly budget the next fiscal year and simplify the intensive
process of preparing monthly invoices.

SUBJECT: Request for Authorization to Apply for and Accept Funding from the
California State Library, FY 00-01 Matching Funds Grant
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND
JUSTIFICATION-
RECOMMENDATION:
Authorize the Contra Costa County Librarian to apply for and accept California State Library funding in
the amount of$50,156, for the period of July 1, 2400, through June 30, 2001,to:
Fund two (1.75 FTE) Library Literacy Specialist-Project positions; fund mileage reimbursement;
and purchase of miscellaneous supplies.
FINANCIAL IMPACT:
Funds committed to Project Second Chance, the Contra Costa County Library Literacy Program, by the
Contra Costa County Library, a Federal grant and private donations are matched by the California
Library Literacy Service. The ratio of State to local funds is estimated to be $1 of State funds to $5.32 of
local funds. The total amount being certified is $266,722. Contra Costa County Library funds total
$166,188; $34,000 is from U.S. Department of Housing and Urban Development funds; $16,534 in
private funds from PSC, Inc.; and $50,000 in private funds from The Silver Lining Foundation.
BACKGROUND:
Funds were made available to fifth year and beyond library literacy programs during FY 1990-1991, via a
bill known as AS 3381 (Baker). The amount available is based upon funds provided by the Contra
Costa County Library's local funds and funds raised through community support and/or grants. Each
year's request is based on a minimum match estimated by the State Library. County funding is available
for a full-time Library Literacy Director and one full-time Senior Clerk. Additional funding is sought
through State matching funds to fund one full-time and one part-time Library Literacy Specialist-Project,
to serve as tutor/learner coordinators in CentralANest and East Contra Costa County. They will recruit
and train volunteer tutors, maintain tutor/learner relationships, interview adult learners for placement with
tutors, evaluate tutoring processes and recommend tutoring materials. Funds will also be directed for
mileage reimbursement and purchase of miscellaneous supplies.

the Department ' s Chief Financial Officer.
FINANCIAL IMPACT:
Funding for this Contract is included in the Health Services

REASONS FOR RECOMMENDATIONSIBACKGROUND:
On October 5, 1999, the Board of Supervisors approved Contract
#23-1.67-8 with Robert DeCesare, for the period from October 1,
1999 through September 30, 2000, for the provision of consultation
and technical assistance with regard to Departmental fiscal
matters including, but not limited to, financial projections,
budget development, report generation, management information, and
special studies .
Approval of Contract #23-167-9 will allow the Contractor to
provide consultation and technical assistance to the Department ' s
Chief Financial Officer through September 30, 2001 .

Approve and authorize the Health Services Director, or his designee (Donna
Wigand, LCSW) to execute on behalf of the County, Contract Amendment
Agreement #24-928-4, with Fred Finch Youth Center, effective September 1,
2000, to amend Novation Contract #24-928-3 , to increase the Contract Payment
Limit by $390,269 from $100, 000 to a new total Contract Payment Limit of
$490, 269.
FISCAL IMPACT:
This Contract funded 30. 1% by Federal funds, 28 . 6% by State funds, and 41. 3%
by Mt. Diablo Unified School District funds.
HACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
On June 20, 2000, the Board of Supervisors approved Novation Contract
#24-928-3 with Fred Finch Youth Center for the period from July 1, 2000
through June 30, 2001 (which included a six-month automatic extension
through December 31, 2001) for the provision of school based mental health
services for Medi-Cal eligible children and families enrolled in the Early
and Periodic Screening, Diagnosis, and Treatment (EPSDT) Program.
Approval of Contract Amendment Agreement #24- 928-4 will allow the Contractor
to provide an additional level of school-based mental health and day
treatment services for children in the Mt. Diablo Unified School District
and their families, through June 30, 2001.
