RESOLUTION 2000/412
WHEREAS, addiction is a chronic,relapsing illness that involves a number of brain chemistry
disorders. In the past 20 years medical science has made great strides in learning about substance
abuse and the nature of addiction.Treatment for addiction is as effective as treatments for other
chronic medical conditions,such as diabetes and high blood pressure; and
WHEREAS,substance abuse is a major public health problem that puts millions of adolescents
at risk for alcohol-related and drug-related traffic accidents,risky sexual practices,juvenile
delinquency,and developmental problems. This year,the national campaign focuses on
supporting adolescents in addiction treatment and recovery and embraces the theme"Recovering
Our Future: One Youth at a Time".
WHEREAS, adolescents who undergo substance abuse treatment report less use of marijuana and
hard drugs, less heavy drinking, and less criminal involvement. Other benefits include better
psychological adjustment and improved school performance after treatment, and
WHEREAS,acknowledging September 2000 as National Alcohol and Drug Addiction Recovery
Month offers advocates of substance abuse treatment an opportunity to educate the public and
policymakers about the effectiveness of treatment,and the contribution of people in recovery,
NOW THEREFORE,BE IT RESOLVED,that the County Board of Supervisors does hereby
proclaim that September 2000 is National Alcohol and Drug Addiction Recovery Month in
Contra Costa County. As members of the Contra Costa County's Board of Supervisors,we
celebrate the tremendous strides taken by individuals who have undergone successful treatment
and recognizes those in the treatment field who have dedicated their lives to helping people
recover from addiction. We encourage all citizens to support this year's theme"Recovering Our
Future: One Youth at a Time" by supporting adolescents who are in alcohol and drug addiction
treatment and recovery,and to promote the benefits of alcohol and drug addiction treatment and
recovery.

Welcome to R.I.R..A.1

have neglected to include the voices and opinions of
recovering individuals, thus, decisions are made that

How P.I.R..A. Began...
PIRA is a grant proposal funded by the Center for Substance Abuse
Treatment. The proposal was the result of over 80 Hours of planning by
members of several recovery organizations in partnership with the
Contra Costa County Substance Abuse Advisory hoard and the Health
Department Community Substance Abuse Services Administration.
PIRA's purpose is to create opportunities for recovering individuals and
their families in Contra Costa County to guide the development of
substance abuse services, policies and duality assurance activities at the
local,state and federal levels.
PIRA challenges recovering individuals and their families to unite with
a common voice, to earn the recognition they deserve for the
contributions they make to communities where they live and work.
PIRA, through a network of recovery systems already in place and
emerging recovery groups, seeks to unite and empower recovering
individuals and their families to became a community that makes a
difference.
To accomplish its purpose, PIRA recruits people in recovery and their
families to serve as volunteer peer models. PIRA offers opportunities for
the recovery community to increase its leadership capacity in artier to
Influence policy, advocate for their rights, and educate others about
addiction and recovery.

Who Can Participate in P.I.R.A..?
All Contra Costa residents who are in recovery and their families
are welcome to participatel
Recovering individuals and their families can participate in
meaningful ways to make Contra Costa County a healthier
community.
Individuals and groups who are on P.I.R.A.'s mailing list and
receive information about PIRA's meetings, training, events and
activities.

P.I.R.A. Management Team Participants
a The Team is selected by participants at the General Meeting to
represent different regions of the County.
u The `learn consists of 3 representatives, one from each region, 1
representative from the Substance Abuse Advisory Board and 1
representative from the Community Substance Abuse Services
Administration. Project staff(3),other CSAS staff(2) and evaluators
(2) attend meetings and provide technical support but do not vote
on non-consensus group decisions.
u 'rhe 'Team is responsible for making recommendations, planning
activities and evaluating P.I R A.'s progress in achieving its purpose.

P.I.R.A. INITIATIVES
Education Initiative is designed to reduce the stigma attached to
recovering individuals through the following strategies:
• l'-gtablish a Speakers Bureau
u Perform Media Outreach
a Produce Videos and Informational Materials
n Develop Training and Lclucation Opportunities in Topics
Recommended by RLR.A.'s General and Regional participatim
Advocacy and Policy Initiatives are designed to create a strong
unified voice for the recovery community to impact substance abuse
policy and decision making through the following strategics: .
o Identify and prioritize recovery community needs and resources
n Develop regional and county-wide action plans to address recovery
community needs and resources
• Promote recovery expertise through Pro-active participation of
recovering individuals in boards, commissions and organizations
involved in substance abuse Policy issues, substance abuse service
delivery and Prevention strategies that atm to change youth access
and availability of alcohol and other drugs in local communities.

Meeting Schedule
P.I.R.A.'s General Meeting is always open to the public and inclusive
of new participants, Meetings are field the second `I"liursday of the
month from 6:00 P.M, to 5:00 P.M. at the First Baptist Church of
Pacheco,333 Center Avenue in Pacheco.
P.I.R.A.'s Regional Group Meeting is always open to P.I,R.A.
participants and the general public. Meetings are convened by P.I,R,A,
participants that live in Fast, Central of West regions of Contra Costa
County to detertnine a plan of action or to conduct activities that
address recovery community local concerns. Meeting time and location
is announced at the General and Managetnent Team noectings.
P.I.R.A.'s Management 'Pearn Meeting is always open to P,I.R.A.
participants and the general public. Meetings are held the fourth
Thursday of the month from 5:00 P.M. to 7:00 P.M, at the First Baptist
Church of Pacheco,333 Center Avenue in Pacheco,
Project Information
P,I.R.A. staff provides administrative and technical support for
General, Management and itegional meetings, RI,R.A, encourage,%.
participation of families, thus, childcare: is provided to participants
that snake a request. The same applies for transportation to and from
meetings, activities and events. Participants should request services
beforehand by calling staff with sufficient time to coordinate child care
and transportation logistics.

What P.I.R.A. Is Not
P.M.& is not a 12 Step Meeting
P.I.R.A. is not an Alumni Association or a Recovery Support Group
P.I.R.A. is not a Counseling or After Care Program
Confidentiality
P.I.R.A. resl>ects the right of each individual for disclosure about their
recovery and experience with addiction.
P.I.R.A. values and equally respects people who want to be "up front"
about their recovery as well as those who don't.
Name and address of P.I.R.A.'s participants are not used without their
permission.
P.I.R.A. participants are asked to sign meeting attendance forms and
provide their name, address, telephone and recovery group Rffsliation.
The purpose is (1) to comply with grant requirements and (2) to ensure
that mailing list is accurate. The report information is aggregated to
show numbers rather than names. Participant information is not
disclosed without their consent.
