SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. CONSIDER report on the potential use of Community Development Block Grant funds to provide transitional housing for homeless families in East County. 2. CONSIDER approving and authorizing the Health Services Director, or designee to; a. Submit a funding application together with the necessary certifications and assurances to the City of Concord Community Development Block Grant (CDBG) in the amount of$31,540 to provide transitional housing Services for East County families and to execute a contract with the City of Concord to perform responsibilities related to the receipt of funding for FY 2000-2041. (No additional County funds required). b. Submit a funding application together with the necessary certifications and assurances to the City of Antioch Community Development Block Grant (CDBG) in the amount of$50,000 for the construction of the East County Transitional Family Center and to execute a contract with the City of Antioch to perform responsibilities related to the receipt of funding for FY 2000-2001. (No additional County funds required). C. Submit a funding application together with the necessary certifications and assurances to the City of Antioch Community Development Block Grant (CDBG) in the amount of$31,500 to provide transitional housing services for East County families and to execute a contract with the City of Concord to perform responsibilities related to the receipt of funding for FY 2404-2041. SPECIFIC REQUEST(5)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDATIONS: A. Approve and Authorize the Director of Health Services or his designee to develop and transmit an application along with the necessary certifications and assurances to the City of Concord Community Development Block Grant (CDBG) funding for the operation of the East County Transitional Housing Program for families. B. Authorize the Director of the Health Services Department or his designee to accept up to $31,500 in City of Concord CDBG funding and enter into a contract with the City of Concord to perform all responsibilities in relationship to receipt of the funding and contracted provisions for FY 2000-2001. 11. FISCAL IMPACT The $31,500 requested in City of Concord CDBG funding is necessary for the operation of the East County Transitional Family Center. Various other funding including federal and city government funding has been secured for the operation of the transitional housing program for the FY 2000-2001. No additional County funds are required. III. BACKGROUND The Health Services Department seeks funding to operate the East County Transitional Family Center at full capacity on a year-round basis. The Center is a new construction project scheduled to open Spring, 2001. It is designed to house 20 homeless Contra Costa families, and assist in securing permanent, safe, and affordable housing following a 0 to 24 months stay. The project from its onset has been possible through the partnership and cooperation of County, City and community-based agencies. One effort of the project is to target families seeking shelter from the rotating shelter programs in Central and East County. As families move out of the Center, appropriate housing will be located in communities of the family's choosing. Follow up services will be provided to insure that the family is connected with services and other means of support that will sustain the family in independent housing. We believe that this approach is critical to ending the devastating effect that homelessness has on our families with children.
