FISCAL IMPACT: Approval of this Amendment will result in additional $9, 712 of federal funding through the State for the WIC grogram. No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATIONS) For over eighteen years the County has participated in the WIC Program with the State. This is a mandated program under the Community Health Services Division of the State Department of Health Services. WIC is a nutrition education, counseling and food supplement program for low- income, pregnant, postpartum and breast-feeding women, infants and children at nutritional risk. Approximately 16, 550 clients are served by this program. Approval of Standard Agreement (Amendment) #29--203-76 will provide additional funding for the WIC Program, through September 30 , 2002 . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On January 14, 1997, the Board adopted Resolution No 97/17, authorizing the Health Services Department' s Mental Health Division to assume responsibility for Fee-for Service Medi-Cal specialty mental health services as of April 1, 1998 . On April 21, 1998, the Board of Supervisors approved Standard Agreement #29-500 (as amended by #29-500-1 and #29-500-2) with the State Department of Mental Health to transfer funding and responsibility for Fee-for Service Medi-Cal specialty mental health services from the State Department of Mental Health to the Health Services Department' s Mental Health Division. Approval of Standard Agreement (Amendment) #29-500-4 will allow the County to provide additional professional services to Medi-Cal beneficiaries, through June 30, 2000 . This Standard Agreement provides a maximum amount of $69, 100 during the term of the Agreement . FISCAL IMPACT: Under this Agreement the State will pay the County on a fixed price of $95 per HIV viral load test . The maximum amount payable to the County will not exceed a total of $69, 100 . No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On September 21, 1999, the Board of Supervisors approved Standard Agreement #28-609--2 (#99-85494) with the State Department of Health Services, for the period from July 1, 2000 through June 30, 2001, for $198, 930 in State funding, to provide virus load testing. Under Standard Agreement #28-609-3 (State #00-90582) , this project will provide viral load testing services to the County' s AIDS Program, as well as to other county health department AIDS programs . The testing is funded by the State Office of AIDS which is providing this service to HIV infected persons who are not Medi-Cal eligible, do not have private insurance, and who otherwise could not afford this service. Viral Load Testing is important in prognosis and management of antiviral therapy. Three certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit . RECOMMENDATIONS A. APPROVE the Director of the Health Services Department or his designee to execute and submit an application along with the necessary certifications and assurances to the US Department of Health and Human Services Administration for Children and Families (ACF), Family and Youth Services Bureau for funding from Runaway and Homeless Youth programs for development and operation of a Basic Center for youth ages 14-21 in West Contra Costa County. B. AUTHORIZE the Director of the Health Services Department or his designee to accept up to $200,000 in Runaway and Homeless Youth grant funding and enter into a contract with US Department of Health and Human Services to perform all responsibilities in relationship to receipt of the funding and contracted provisions for the operation of the program. 11. FISCAL. IMPACT The funds requested from Runaway and Homeless Youth Basic Center grant is necessary for the operation of a multi-service center for homeless teenage youth. Funds already allocated for the Emergency Shelter for Single Adults will be used to satisfy the ten percent(10%) applicant match required by the Runaway and Homeless Youth grant. in addition, in-kind resources have been leveraged from other public entities to support the project. No additional County funds are required. Ill. BACKGROUND The County Homeless program Is seeking funding through the Basic Center Program for Runaway and Homeless Youth to support a multi-service youth center in West Contra Costa County's area of North Richmond. The goal of this program is to provide outreach, short-term shelter, goal-oriented counseling, educational and vocational opportunities to homeless and street youth in West County ages 14-21 that will enable them to become self-sufficient, productive adults. We aim to provide temporary shelter and an array of supportive services through the multi-service center, all designed to help them exit the streets permanently. The County Homeless Program plays an instrumental role in the planning and coordination of homeless services for Contra Costa County. With the support of the community, homeless service providers and the Continuum of Care Board, the Homeless Program has developed a continuum of care for homeless single adults and families that includes supportive services, emergency shelter, transitional and permanent housing. The inclusion of runaway and homeless youth In this continuum is timely and necessary and in March 2000, the Homeless Continuum of Care Advisory Board finally recognized homeless youth as a the distinct population with different issues and needs from adults and families. Subsequently, through meetings with the Homeless Task Force at Supervisor John Gloia's office, the growing need for services for homeless and street youth In West County became apparent, particularly in North Richmond. North Richmond has consistently been identified as one of the areas most affected by poverty, unemployment, and public assistance. While no hard numbers are available to describe the extent of youth homelessness in this area, other incidence of teen pregnancy, dropout rates, and violence are indicative of the lack of guidance and support that youth are receiving. It Is estimated that over 200 middle and high school students are homeless and/or marginally housed in West County. CONTRA COM " COUNTY From: William B.Walker,M.D. Health Services Director Date: September 19, 2000 Subject: Application for Emergency Housing Assistance Program(EHAP) 2000 Cold Weather Funding for the FY 2000/01 to Provide Emergency Housing'touchers for Families SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Recommendation: ADOPT a resolution allowing the Health Services Director, or his designee, to apply for, and if approved receive, a second round Special Cold Weather Funding grant in the amount of $11,770 according to Chapter 793, Statutes of 1999 Standard Agreement. Background: During this winter two non-profit agencies, Greater Richmond Interfaith (GRIP) and St. Vincent de Paul Society (FERST), will be providing 90 emergency shelter beds to families in west, central, and east Contra Costa County. The GRIP program will be providing 30 beds in west county, and the FEERST program will be providing 30 bends each in central and east county. These two programs are unique in that they use church facilities to house the families in a congregate situation. Every few weeks, the shelter moves to another church facility. These are known locally as the rotating shelter programs. Currently, these two programs provide between 15 and 20 weeks of emergency shelter continuously between November and April. Despite these efforts to house homeless families during harsh, cold and inclement weather, there is greater need than what is provided. The Homeless Hotline receives on average 43 calls per week from families requesting shelter. There is need for additional beds to be provided by these facilities. The families Special Cold Weather Funding will be used to provide additional beds in the three regions of the county. Fiscal Impact• The funds requested of the State of California's Emergency Housing Assistance Program(EHAP) 2000 special Cold Weather Program is essential to provide adequate emergency housing in the form of hotel vouchers to families in need during the winter months. No additional funds are required. Approval of Non-Physician Services Contract ##27-483 will allow the Contractor to provide optometry services to Contra Costa Health Plan, through July 31, 2001.
