SUBJECT: Approval of Novation Contract #24-429-26 with
Ujima Family Recovery Services
SPECIFIC REGIUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-429-26 with Ujima Family Recovery
Services, in the amount of $768,805, to provide substance abuse residential program
services (Perinatal Set-Aside Federal Block Grant Project) for the period from July 1, 2000
through June 30, 2001. This contract includes a six-month automatic extension through
December 31, 2001, in the amount of $384,403.
FISCAL IMPACT:
This Contract is 82.4% Federally funded, 8.9% State funded, and 8.7% County funded.
CH_ILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are
Safe, Stable, and Nurturing„ community outcome by providing parenting education, stability,
and safety for mothers (and their children) and pregnant women who are alcohol and drug
dependent, while they are in substance abuse treatment. Expected outcomes include delivery
of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the
number of relapses, and creation of a sober social network.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides family-
centered alcohol and drug treatment services to pregnant and parenting women, in order to
prevent perinatal substance abuse and improve birth outcomes.
On December 14, 1999, the Board of Supervisors approved Contract #24-429-23 (as amended
by Amendment Agreements #24-429-24 and #24-429-25) with Ujima Family Recovery Services,
for the period from July 1, 1999 through June 30, 2000 (which included a six-month
automatic extension through December 31, 2000) for the provision of a Residential Recovery
Program and transition housing services for women.
Novation Contract #24-429-26 replaces the automatic extension under the prior Contract,
and allows the Contractor to continue providing services through June 30, 2001.

RECOMM MED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt Camhi) ,
to execute on behalf of the County, Contract #27-447-1 with Robert Mines, Jr. ,
M.D. , in an amount not to exceed $50, 000, for the period from September 1, 2000
through August 31, 2002, for provision professional primary care services for
Contra Costa Health Plan members.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums. Costs depend
upon utilization. As appropriate, patients and/or third party payers will be
billed for services.
BACKGROUNDOREASON(S) FOR RECOMMENDATION(S) :
On February 1, 1997 the Local Initiative for Medi-Cal managed care in Contra Costa
County was implemented. Local Initiatives are required to include traditional
Medi-Cal providers from the community in their provider networks. This Contract
is necessary to meet State mandates to expand the number of community providers
for the Local. Initiative, along with a Department of Corporations audit finding
that requires formal contracts with low volume providers .
On October 5, 1999, the Board of Supervisors approved Contract #27-447 with Robert
Mines, Jr. , M.D. , for the period from September 1, 1999 through August 31, 2000,
for professional primary care services for Contra Costa Health Plan members.
Approval of Contract #27-447-1 will allow the Contractor to continue to provide
professional primary care services to Health Plan members, through August 31,
2002 .

(Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract
#26-271-6 with Nurture Company, for the period from July 1, 2000 through
June 30, 2001, in the amount of $32, 837, to provide coordination services
of a Perinatal Unit Volunteer Program for Contra Costa Regional Medical
Center.
FISCAL IMPACT
Funding for this Contract is included in the Health Services Department
Enterprise I budget . As appropriate, patients and/or third-party payors
will be billed for services.
BACXgROU=/REASON(S) FOR REC0JW_ XNDATION(S)
During the term of the Contract, the Nurture Company shall train, and
supervise volunteer staff to provide support services for a Perinatal
Unit Volunteer Program for Contra Costa Regional Medical Center. This
volunteer program is a program of mothers helping mothers and is staffed
entirely by volunteers . It was designed to help pregnant women, who
could utilize the services of a volunteer before and after the delivery
of the baby.
On August 1, 1599, the Board of Supervisors approved Contract #26-271-5
with the Nurture Company, for the period from July 1, 1999 through June
30, 2000, for the provision of coordinating the Perinatal Unit Volunteer
Program at Contra Costa Regional Medical Center.
Approval of Contact #26-271-6, will allow the Contractor to continue to
provide coordination services through June 30, 2001.

Professional Assault Response Training (PART) team in the Psychiatric Units.
Approval of Contract #26--339-2, will allow the Contractor to continue
providing services, through August 31, 2001 .

On February 15, 2000, the Board of Supervisors approved Contract #23-278
with Robert Asher, for the period from February 8, 2000 through February 7,
2001, to provide consultation and technical assistance with regard to the
Call Center Communications Systems .
Approval of Contract Amendment Agreement #23-278-1 will allow the Contractor
to provide additional services including, but not limited to, attending
conferences as requested by County, through February 7, 2001 .
