psychiatric services.

professional psychiatric services for Health Plan members with mental
health therapy services as a covered benefit . This population includes
Medi-Cal, Medicare, and Commercial members enrolled in the Health Plan.
Under Contract #27-479, the Contractor will provide professional outpatient
psychotherapy services through July 31, 2001 .

SUBJECT: Retroactive Payment to Alameda County
(for its Health Care Services Agency/Mental Health Services)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
RECOMMENDATXON(S) :
Ratify purchase of services from Alameda County (for its Health Care
Services Agency/Mental Health Services) for the period from July 1, 1999
through June 30, 2000, and authorize the County Auditor-Controller to pay
the $5,460 outstanding balance for the provision of psychiatric treatment
services for seriously emotionally disturbed and behaviorally disordered
adolescents.
FISCAL IMPACT:
This Contract is funded 100% by Mental Health Realignment.
BACKGROUND(REASON(S) FOR RECOMMENDATION(S) :
On September 21, 1999, the Board of Supervisors approved Intercounty
Services Contract #24-589-3 for the period from July 1, 1999 through June
30, 2000 (which included an Automatic Extension through December 31, 2000)
with Alameda County for the provision of up to four beds for the Subacute
Treatment for Adolescents with Rehabilitation Services (STARS) Program for
County-referred adolescents who would otherwise be hospitalized at Napa
State Hospital. These STARS Program clients receive residential care,
intensive day treatment, non-public school education, and acute psychiatric
health facility services, as required.
Services were requested and provided beyond the payment limit and by the end
of June 30, 2000, charges of $312, 060 had been incurred, of which $306, 600
had been paid and $5, 460 remains outstanding. Services were both requested
by County staff and provided by the Contractor in good faith. During the
term of the Contract, two uninsured adolescents were admitted into
Contractor's program. Total charges for FY 1999-2000 were not computed by
Alameda County and submitted to Contra Costa County until after June 30,
2000. Because of an administrative oversight by both the County and
Contractor, use of the Contractor's services exceeded the authorized limits.
The Department is requesting that the amount due to the Contractor be paid.
This can be accomplished by the Board of Supervisors ratifying the actions
of the County employees in obtaining provisions of a value in excess of the
contract payment limit. This will create a valid obligation on the part of
the County, retroactively authorizing all payments made by the Auditor
Controller up to now, and authorizing payment of the balance.

For a number of years the County has contracted with medical and dental
specialists to provide for patients, specialized professional services which
are not otherwise available in its hospital and health centers. The Contra
Costa Health Plan has been obligated to provide professional optician
services, including eyewear, for Health Plan patients with optician services
as a covered benefit .
Approval of Non-Physician Services Contract ##27-431-1 will allow the
Contractor to provide optical services to Contra Costa Health Plan, through
August 31, 2001 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-617-17 with Ujima Family Recovery
Services in the amount of $460,728, to provide perinatal program services for the period
from July 1, 2000 through June 30, 2001. This contract includes a six-month automatic
extension through December 31, 2001 in the amount of $230,364.
FISCAL IMPACT:
This Contract is 78.6% Federally funded, 3.7% State funded, and 17.7% County funded.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are
Safe, Stable, and Nurturing" community outcome by providing parenting education, stability,
and safety for mothers (and their children) and pregnant women who are alcohol and drug
dependent, while they are in substance abuse treatment. Expected outcomes include delivery
of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the
number of relapses, and creation of a sober social network.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides family_
centered alcohol and drug treatment services to pregnant and parenting women, in order to
prevent perinatal substance abuse and improve birth outcomes.
On December 14, 1999, the Board of Supervisors approved Contract #24-617-12 (as amended
by Amendment Agreements #24-617-13, #24-617-14, #24-617-15, and #24-617-16) with Ujima
Family Recovery Services, for the period from July 1, 1999 through June 30, 2000 (which
included a six-month automatic extension through December 31, 2000) for the provision of
residential and outpatient intensive day alcohol and drug abuse treatment services for
women.
Approval of Novation Contract #24-617-17 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2001.
