SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
to execute, on behalf of the County, Contract #23-290 with
PricewaterhouseCoopers LLP, in the amount of $100, 000, to provide
physician education and training assistance, for the period from
August 1, 2000 through July 31, 2001 .
FINANCIAL IMPACT:
Funding for this Contract is included in the Department ' s
Enterprise I budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Under Contract #23-290 PricewaterhouseCoopers LLP will provide
education and training to physicians with regard to compliance
with billing/coding and documentation regulations established by
the American Medical Association (AMA) and the Health Care
Financing Administration' s (HCFA) Documentation Guidelines for
Evaluation and Management Services .

SUBJECT: Approval of Contract #24-948-5 with New Connections
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDAT ION(S)__:
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #24-948-5, with New
Connections, in the amount of $525, 000, for the period from July 1, 2000
through June 30, 2001, for the provision of substance abuse treatment and
recovery services, outpatient perinatal intensive day treatment services and
substance abuse and mental health assessment services for participants in the
CalWORKs Program.
FISCAL IMPACT:
This Contract is funded 1001 by State CalWORKs funds through the Employment
and Human Services Department . No County funds are required.
BACKGROtMD/REASON(S) FOR RECOMMENDATION(S) :
In August, 1997, the State of California Legislature passed Assembly Bill 1542
which brought major changes to the welfare programs previously operated by the
State. Among the changes was a provision which required treatment of
substance abuse and mental illnesses of Welfare--to-Work participants, when
these conditions interfere with participation in Welfare-to-Work activities .
Subsequently, the County' s Employment and Human Services Department and Health
Services Department signed an Interdepartmental Services Agreement (#21-427)
which allowed the Health Services Department to provide substance abuse and
mental health services to Welfare-to-Work participants referred by the
Employment and Human Services Department .
This Contract meets the social needs of County' s population in that it
provides assessments and pre-treatment and pre-sobriety services for substance
abusing and mentally ill participants in the CalWORKs program to help
eliminate barriers to employment . On February 15, 2000, the Board of
Supervisors approved Contract ##24-948-4 with New Connections, for the period
from February 1, 2000 through June 30, 2000 to provide substance abuse
treatment and recovery services, outpatient perinatal intensive day treatment
services and substance abuse and mental health assessment services for
participants in the CalWORKs Program.
Approval of Contract #24-948-5, will allow Contractor to continue providing
services through June 30, 2001 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
#25-017-1 with James Andrew Wicker, in the amount of $52 , 400, to
provide consultation and technical assistance to the Department with
regard to coordination of County' s Shelter Plus Care Program, for
the period from September 1, 2000 through August 31, 2001.
FISCAL IMPACT:
This Contract is 100% County Funded.
BACKGROUND/REASON(S FOR RECOMMENDATION(S) :
The Shelter Plus Care Program provides housing and support services
to homeless individuals with mental health, substance abuse, or
HIV/AIDS disabilities. This Contract meets the social needs of
County's population in that it provides coordination of housing and
support services to County's homeless population.
on September 21, 1999, the Board of Supervisors approved Contract
#25-017 with Andrew Wicker, for coordination of County's Shelter
Plus Care Program for the period from August 23 , 1999 through August
31, 2000.
Approval of Contract #25--017-1 will allow the Contractor to continue
providing services through August 31, 2001.

FISCAL ImPACT-
This Contract is funded by Contra Costa Health Plan (Health Plan) member
premiums . Costs depend upon utilization. As appropriate, patients and/or
third party payors will be billed for services .
BACKGROUND/REASON(S) FOR R.ECONCODATION(S),
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of their
Individual and Group Health Plan membership contracts with the County.
On September 28, 1999, the Board of Supervisors approved Contract #27-232-2
with Lawrence Teplin, DPM, for the period from September 1, 1999 through
August 31, 2000 .
Approval of Contract #27-232-3 will allow the Contractor to continue to
provide professional Podiatry services to Contra Costa Health Plan members,
through August 31, 2001.

Approval of Contract #24-960-2 with Touchstone Counseling
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Donna Wigand) , to execute on behalf of the County, Contract #24-960-2
with Touchstone Counseling, for the period from July 1, 2000 through June
30, 2001, to provide mental health services for recipients of the
California Welfare-to-Work Program (CalWORKs Program) , at the rates set
forth below:
(1) .50 per minute for mental health services, as described in the Cal-Works
Provider Manual, excluding group therapy sessions;
(2) .14 per minute per individual for group therapy sessions, not to exceed
180 minutes per session as described in the Cal-WORKS Provider Manual; and
(3) 1.00 per minute for medication support services, as described in the Cal-
Works Provider Manual.
FISCAL IMPACT:
This Contract is funded by the Social Services Department from State AB
1542 Funds .
