In the Matter of Honoring Pam Aguilar,
As the 2000 Labor-2-Labor Dinner
Labor Leader of the Year
On September 12`h, 2000
RESOLUTION NO. 2000/428
RWEREAS Pam Aguffar of the American Federation of State, County, and Municipal
Employees is recognized as a Labor Leader of the Year, and
wHEREA,S Pam has provided proven leadership both within the labor movement, and her
community, as an advocate for social and economic justice; and
UWEREAS, the number of working women in the labor force has grown from 5.3 million in
1990 to 65 million in 1999 and now make up 46.2 of the labor force; and
VVHERL4S, working women earn only 73 cents for the dollar men earned, yet 12.8 million
families depend on a woman to provide financial support for those families; and
WWEREAS, union women in 1997 earned 40 percent more than nonunion women, according to
union wage data based on median weekly earnings and are more likely to provide health benefits for
their families; and
WHEREAS, women make up a growing percentage of union membership with 39 percent of
union members being women in 1997 yet unions still have not fully broken the "glass ceiling" that
prevents many union women from being leaders within the labor movement
NOW, THEREFORE; BE IT RESOLVED that the Board of Supervisors of Contra Costa
County does hereby recognize Pam Agudar as the 2000 Labor-2-Labor Dinner Labor Leader of
the Year for her relentless commitment to improving the lives of working families and for her
advocacy for working women.

President of Contra Costa County's
United Food & Commercial Workers' Retail Clerks Union
On September 12", 2000
RESOLUTION NO. 2000/429
WHERE46; Barbara Cwpenter is completing her fifth year as President of Contra Costa
County's member United Food & Commercial Workers' Retail Clerks Union and has provided
leadership for her 5,500 member union and has exemplified the commitment of the labor
movements to fight for social and economic justice; and
4WEREAS Barbara has dramatically changed the role of Local 1179 in our local labor
community through expanded participation in political action and educational activities sponsored
by our Labor Council- and
RWERE,4S, Barbara Carpenter has brought about major changes in union operations through
her open-door policy, improved communications through the Internet and the union newsletter, her
strict contract enforcement policies improved member services in her stores and innovative programs,
like the Shop Stewards Seminars have activated Local 1179's rank-and-file democracy and member
participation in her local union; and
VMEREAS, Barbara gained national attention for Local 1179 in 1998 when her labor dispute
with Safeway Stores over aspects of the company's superior customer service program, were
publicized on the national television news magazine, 2020
NOW, THEREFORE; BE IT RESOLVED that the Board of Supervisors of Contra Costa
County does hereby congratulate Barbara Carpenter for her outstanding contributions to her
membership and to our County's labor community.
PASSED AAD ADOPTED ON September 12, 2000 by a unanimous vote of the Board
members present.
