ENTITLED "THE SHERIFF'S MARINE PATROL" ` '
SPECIFIC REQUEST{S}OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT the attached report prepared by the Sheriff-Coroner, Warren E. Rupf, as the Board of
Supervisors' response to Report No. 0005 of the 1999-2000 Grand Jury entitled, "The Sheriff s
Marine Patrol".
BACKGROUND:
The 1999-2000 Grand Jury filed the above report, which was reviewed by the Board of
Supervisors and subsequently referred to the County Administrator and Sheriff-Coroner. After
reviewing the report, the Sheriff-Coroner prepared the attached response, revised by the County
Administrator, that clearly specifies:
A. Whether the finding and recommendation is accepted or adopted;
B. If the finding and recommendation is accepted, a statement as to who will be responsible
for implementation and a definite target date;
C. A delineation of the constraints if a recommendation is accepted by cannot be
implemented within a calendar year; and
D. The reason for not adopting a finding and/or recommendation.

RESPONSE TO THE 1999-2000 GRAND JURY REPORT NO. 0005
THE SHERIFF'S MARINE PATROL
Findings
The County agrees with all findings contained in the report.
Recommendations
1. The Sheriff s Office should increase the available manpower of the patrol to a level
which will permit all available units to be deployed in an emergency.
This recommendation is accepted. Efforts are underway to accomplish this within
existing staffing constraints by July 1, 2001.
2. The Emergency Services [division should consider and plan for the use of the
patrol and other waterborne assets that can be made available or acquired in the
event of a catastrophic failure of the roads and bridges or acts of terrorism.
This recommendation is accepted. The Emergency Services Division currently
both considers and uses the Marine Patrol as well as the Marine Posse and
citizens of the marine community in addressing all manner of emergencies on or
near the water.
