RECOMMENDATIONS
AUTHORIZE the Deputy Director,Redevelopment or his designee to(1)enter into HOME Investment
Partnership Act(HOME)Program Agreement HM 00-01 with Resources for Community Development
to provide $625,000 in HOME funds for the Pinecrest Apartment Project in Antioch and(2) execute
required legal documents with Pinecrest Affordable Housing, L.P. to acquire and develop the project.
The latter include but may not be limited to a loan and regulatory agreement and an intercreditor
agreement.
FISCAL IMPACT
No General Fund impact.Funds for this project will come from HOME funds provided to the County on
an annual allocation basis by the U.S. Department of Housing and Urban Development(HUD).
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 25,2000,the Board of Supervisors approved the allocation of$625,000 in FY 2000/01 HOME
funds to Resources for Community Development for the Pinecrest Apartment Pro'ec The purpose of

the Project is to increase the supply of rental housing affordable to very-low income households in East
County through the acquisition and rehabilitation of an existing apartment building located at 2131
Cavallo Road in Antioch. An additional objective is to assist the City of Antioch in revitalizing a
designated target area for the City's Neighborhood Improvement Services Program. The apartments
consist of 22 relatively small one-bedroom units and two two-bedroom units appropriate for single
adults and small households.As proposed,the project will have relatively deep affordability.In addition
to one manager's unit,the project will include:
• three apartments reserved for extremely low income households(incomes at or below 30 percent of
the area median income or AMI),
• five apartments for households with incomes at/below 40 percent AMI, and
• fifteen apartments for households with incomes at/below 50 percent AMI.
Eleven apartments including all units affordable to extremely-low and 40 percent households will be
designated as HOME-assisted and required to remain affordable to the target population for a minimum
of 55 years. All remaining units will remain affordable in accordance with the requirements of other
funding sources for a minimum of 30 to 55 years.
The total development cost of this project is$2,674,557 or$111,440 per unit.All funding sources have
been approved and include the following:
$ 625,000 Contra Costa HOME funds
$ 870,000 City of Antioch
$ 307,000 Bond funds
$ 872,557 Low-Income Housing Tax Credits
$2,674,557 TOTAL COST
County HOME funds will be used to assist in the acquisition and rehabilitation of the project and
provided in the form of residual receipts loan in co-equal lien position with the City loan.Loan terms
include three percent interest and a 55-year term. Occupancy and affordability restrictions will be
incorporated into the County loan documents.
The project will be owned and developed by Pinecrest Affordable Housing,L.P., a California limited
partnership.Resources for Community Development(RCD)will be the initial managing general partner
and 112 Alves Lane, Inc. (a subsidiary nonprofit of RCD) will be the initial limited partner. As
indicated, in addition to HOME funds, the project will be partially financed through an allocation of
Low-Income Housing Tax Credits. Upon syndication of the credits, 112 Alves Lane, Inc. will be
replaced as the limited partner by the tax credit investor.

RECOMMENDATIONS
AUTHORIZE the DEPUTY Director— Redevelopment, on behalf of the Contra Costa County
Redevelopment Agency, to execute a Technical Assistance contract with Contra Costa County
for Fiscal Year 2000-01.
AUTHORIZE the Director of Community Development or his designee, on behalf of Contra
Costa County, to execute a Technical Assistance contract with the Contra. Costa County
Redevelopment Agency for Fiscal Year 2000-01.
FISCAL IMPACT
The Redevelopment Agency would use tax increment funds to make reimbursements to the
County Community Development Department for transportation planning services rendered in
conjunction with Redevelopment implementation.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In implementing its four redevelopment programs, Agency staff from time to time requires the
services of the County's Community Development Department's Transportation Planning
Division to provide technical assistance and information. The work program is expected to be
primarily related to the Pleasant Hill BART Station Specific Plan implementation, Bay Point-
BART Specific Plan adoption as well as implementation activities in North Richmond and
Rodeo. In order to reimburse the County Community Development Department for costs
incurred, a contract not to exceed $25,000 is recommended for Fiscal Year 2 00-01.

1. RECOMMENDED ACTION:
Approve and authorize the Sheriff-Coroner, or his designee, to execute on behalf of the County, a
contract with Johan A. Montagh, in an amount not to exceed $53,200 for Rangemaster/Armorer!
Instructor services for the period of September 1, 2000 through August 31, 2001.
11. F#NANCIALIMPACT:
NONE. No additional funds are requested; funding for this service is included in the Office of the
Sheriffs budget.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND
The Sheriffs Office contracts with Los Medanos College, Martinez Adult School and other Police
Agencies for use of the Sheriff s flange. These contracts depend on an on-site coordinator for the
realization of their goals. The safety of persons and property is the responsibility of the
Rangemaster.
The Sheriffs Safety personnel must train and qualify with firearms on a semi-annual basis. Each
year, the Professional Standards and Resources division schedules over 150,000 hours of
firearms training. This training occurs at the Sheriffs Range using four separate shooting ranges.
When firearms are being used simultaneously on more than one range, the services of a
Rangemaster are necessary. Mr. Montagh has been instructing firearms for the Sheriff for more
than ten years and served as Rangemaster for over three years.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this request would lessen the Sheriffs ability to meet mandated legal
requirements for Peace Officers (in regards to Firearms Training) and would increase the
County's liability for daily activities at the Sheriffs Range. Funds provided by `Outside Agency'
contracts would be reduced or lost.

Short Form Service Contract Amendment County

RECOMMENDATION:
APPROVE and AUTHORIZE the County Risk Manager to amend the Short Form Service
Contract with Essential Staffing, Inc. to increase the payment amount by $45,000 for additional
consulting services and workers' compensation staffing services with no change in contract
termination date.
FINANCIAL IMPACT.
Costs for workers' compensation claims administration services are funded through the
Workers' Compensation Self-insurance Trust Fund.
BACKGROUNDIREASONS FOR RECOMMENDATION:
Essential Staffing, Inc. is a firm with special skills involving workers' compensation claims
services and has provided temporary replacement of staff to the County since January 5, 1995.
During 1999, we had three major health emergencies. One claims adjuster had a serious
medical condition that necessitated two surgeries. Another adjuster fell at home and sustained
three broken bones in her wrist. A third adjuster required surgery to remove hardware from a
severely injured leg that will require a minimum of three months' disability.

RECOMMENDATION:
1. APPROVE and AUTHORIZE the County Probation Officer to sign individual
contracts, amendments and/or extensions with REACH Project,Inc. (Antioch),Rape
Crisis Center(San Pablo), and STARS,Inc. (Piedmont),to provide therapeutic day
treatment services as components of the Juvenile Crime Enforcement and
Accountability Challenge Grant II project for the period July 1, 2000 through June 30,
2.001, in an amount not to exceed$760,056 for the total of the three contracts.
2. APPROVE and AUTHORIZE the County Probation Officer to execute contract
amendments affecting scope and/or payment limit amongst the three contracts, as long
as the total payment limit for the three contracts does not exceed$760,056.
BACKGROUND:
The State of California, under Senate Bill 2108 (Chapter 502, Statutes of 1998),provided$50
million for a second round of Challenge Grants and the 1998-99 Budget Act provided an
additional $10 million for implementation of these grants.
On February 23, 1999 the Board of Supervisors approved the Board Order and Resolution
authorizing the County Probation Officer to contract with the State Board of Corrections for
these grant fonds. The contract has been signed and returned to the Board of Corrections.
An integral part of this project is to open three day treatment centers for high risk female
juveniles in three locations throughout the county. This is a partnership with Probation,
Children's Mental Health and the County School's Department and this proposal has been

approved by the Board of Corrections. Services will be provided to 20 to 30 girls per site with
services ranging from education, vocational services, substance abuse counseling, health
education and mental health services. Following an extensive request for proposals and
screening process,the three organizations selected to provide these services are REACH
Project, Inc. (East County), Rape Crisis Center(Central County), and STARS, Inc. (West
County).
