SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to contract with Net Team, Inc. (# 21-552-2), in the amount of$150,000 for programmer
analyst support for the period from September 1, 2000 through August 31, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Net Team, Inc. (# 21-552-2), in the amount of$150,000 for programmer analyst support for the period from
September 1, 2000 through August 31, 2001
FINANCIAL. IMPACT:
Total County cost will be $22,500 (15%), with Federal and State funds covering the remaining contract
costs.
CHILDREN'S IMPACT STATEMENT
This contract supports all five of Contra Costa County's community outcomes: 1) Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." EHSD depends
on automation for payment of benefits and service delivery, and insufficient programmer analyst support
could negatively impact all of the community outcomes.
BACKGROUND:
The Board approved Employment and Human Services to contract with Net Team, Inc. on November 2,
1999. This contract will allow Net Team, Inc. to continue providing programmer analyst support to the
Information Technology Division of the Employment and Human Services Department.

to contract with Family Stress Center (#21-574-1) in the amount of$35,000 for Family
Preservation and Support Program (FPSP) post-adoption support groups and childcare, for the
period from October 1, 2000 through September 30, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Family Stress Center (#21-574-1) in the amount of$35,000 for Family Preservation and Support Program
(FPSP) post-adoption support groups and childcare, for the period from October 1, 2400 through September
30, 2001.
FINANCIAL IMPACT:
No County cost. The contract is funded entirely by the Federal Family Preservation and Support Program.
CHILDREN'S IMPACT STATEMENT:
This contract directly supports two of Contra Costa County's community outcomes: "Families that are Safe,
Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and
Families." FPSP provides a comprehensive continuum of services to children and families. As part of the
FPSP program, the contractor will provide post-adoptions support groups and childcare in East, West, and
Central County to parents who have adopted children.
BACKGROUND:
The Board approved the three-year Family Preservation and Support Program(FPSP)plan on June 15, 1999, as
approved by the Executive Committee of the Policy Forum. This contract continues expanded FPSP services,
which include countywide post-adoption groups and childcare for parents with adopted children.
The Board most recently authorized Employment and Human Services to contract with Family Stress Center for
these services on November 16, 1999.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with

the period from September 1, 2000 through August 31, 2001.
FINANCIAL IMPACT:
County cost is $45,000 (30 percent), with State funds covering remaining contract costs (70 percent).
CHILDREN'S IMPACT STATEMENT:
Receiving centers support four of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families
that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families." Receiving centers provide a safe, child friendly place in the community for children
who have been removed from their homes. They help meet children's food, clothing, shelter, medical and
mental health care needs, while limiting disruption in school
BACKGROUND:
The Board most recently approved Employment and Human Services to contract with Imani Facilities, Inc.
on July 20, 1999. Imam Facilities has operated the Richmond Receiving Center since 1998, one of three
centers maintained by Employment and Human Services. The centers provide shelter, food, toys, clothing,
public health nurses and medical referrals as part of a continuum of care for children who have been removed
from their homes.
This contract will help Employment and Human Services increase the number of children who can safely
return to their families or relatives without going to emergency foster care. By providing time for family
assessment, receiving centers reduce the number of disruptive placements to which a child is subjected, while
providing a safe, child-friendly environment for EHSD to assess children and their placement options.

developing jobs and adding services to facilitate the commute to and from employment, providing child
transportation between school, home and childcare, and assisting CalWORKs participants in obtaining and
sustaining non-subsidized employment.
BACKGROUND:
In October 1999,the Board granted Employment and Human Services the authority to contract with Laidlaw
Transit, Inc,, for services in the amount $4.30,192 for transportation focused training and employment services
to hard-to-serve CaIWORKs participants. The contract was funded from the Governor's 15% Grant for Special
Projects, The grant has been extended to continue services.
The request is for the authority to extend the contract period to be consistent with that of the grant extension(to
March 31, 2001, and, thereby, to continue valuable services. No additional funding is requested.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
the University of California, Davis in the amount of$181,540 for staff development training, for the period
from July 1, 2000 through June 30, 2001.
FINANCIAL, IMPACT:
No County cost. State and Federal sources will fund the contract, with the University of California making in-
kind contributions of$38,860 to the training program.
CHILDREN'S IMPACT STATEMENT:
Staff development training supports three Contra Costa County community outcomes: "Families that are
Economically Self-Sufficient", "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe
and Provide a High Quality of:Life for Children and Families." Through this training,case managers will be
better able to connect CalWORKs participants with job training and opportunities; child welfare can improve
supportive intervention and prevention services for families at risk of child abuse; and the County's adult
population will benefit from enhanced responsiveness of adult services workers.
BACKGROUND:
UC Davis Extension has provided training to the Contra Costa County Employment and Human Services
Department for the past eight years. This training meets state regulations that allow public institutions of higher
education to provide in-kind match funding equal to the California Welfare Department's share of costs,
resulting in no expense to the County.
This year, EHSD plans to continue training with UC Davis extension through three related agreements totaling
$181,540. The training will address needs in Eligibility/Employment Services ($88,740), Child Welfare
($43,500), and Adult Services ($49,300).
