SUBJECT: APPROVE and AUTHORIZE the Employment& Human Services Department Director, or his
designee, to AMEND contract (#19-1276-1) with Rehabilitation Services of Northern California
adjusting line item amounts between grant titles with no change in payment limit and no change

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or his designee, to
AMEND contract(#19-1276-1)with Rehabilitation Services of Northern California adjusting line item amounts
between grant titles with no change in payment limit and no change in contract term.
FINANCIAL IMPACT:
No County Costs. One hundred percent Federal Job Training Partnership Act funds.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the third outcome, "Families that are Economically Self-Sufficient".
Activities under this contract provided employment opportunities to Job Training Partnership Act
participants.
BACKCQROUND:
On September 21, 1999 the Board authorized execution of a contracts (Item 0.150) with various service
providers for Job Training Partnership Act clients through the One-Stop Career Centers. The JTPA contracts
included funding from more than one JTPA grant title. Allocations by grant title were made in the contracts
based on projected client intake. Rehabilitation Services of Northern California requests this amendment
because they provided services to more clients eligible for Title III than for Title IIA. This adjustment between
titles is consistent with Federal and State guidelines.
Approval to adjust between titles within the grant will allow the Contractor to complete close-out in compliance
with State and Federal directives for the termination of Job Training Partnership Act activities. The Job
Training Partnership Act was replaced by the Workforce Investment Act of 1 98 effective July 1, 2000.

from$20,000 to a new amount of$80,000, for graphic design and typesetting services to support
mandated outreach efforts for the period from September 1, 2000 through June 30, 260 1.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract#21-317-5 with Hurd&Associates, increasing the contract amount by $60,000 from $20,000 to a new
amount of$80,000, for graphic design and typesetting services to support mandated outreach efforts for the
period from September 1, 2000 through June 30, 2041.
FINANCIAL IMPACT:
Total County cost for this contract will be $16,000 (20%), with federal and state funds covering the remaining
contract costs.
BACKGROUND:
The County has used Hurd& Associates to provide ancillary graphic design and consultation support since
1996. Demand for their services has recently increased due to the following:
• Aging and Adult Services' has new programs and mandated outreach which requires increased support
with brochure design;
• Demand has increased for CALWORKS brochures to reach clients and provide information.
A public solicitation for additional service providers will be conducted during the term of this contract.

$50,000 to act as contracting and pay agent for training vendor services for the period July 1, 2000 through June
30, 2001.
FINANCIAL IMPACT:
No County costs. Activities under this contract come from State and Federal funds.

This action will directly support the third outcome, "Families that are Economically Self-Sufficient". The
Contractor will act as contracting and pay agent for training vendors who will provide job training and skills
upgrades to Employment and Human Services Department clients.
BACKGROUND:
The EASTBAY Works consortium elected Oakland Private Industry Council, Inc. (OPIC), a member
organization, to serve as procurement and pay agent for training vendors on behalf of all EASTBAY Works
partner agencies. This action will authorize the Department to contract with ODIC to serve as the County's
agent to enter into agreements with training vendors listed on the Statewide and the East Bay directories (I-
Train) once published.

FINANCIAL IMPACT:
There is no County cost. The Federal Family Preservation and Family Support Act funds the FPSP program.
State CaIWORKs funds offset the costs of domestic violence prevention services under Contract#21-303-9.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School";
2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3)°Families that are Economically
Self-Sufficient"; 4)"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families." FPSP offers a wide range of services that benefit
the community, including but not limited to enrichment activities for youth, mental health counseling, access
and referral to community resources, childcare, employment training, recreation, and transportation.
BACKGROUND:
Employment and Human Services (EHSD) issued a Request For Proposals (RFP #1054) in May 2000 and
selected the above community-based providers. Each contractor represents a collaboration of local groups
organized to develop and strengthen community resources. FPSP targets the communities of Coronado
(Richmond), North Richmond, Bay Point and Parkside (Pittsburg). Due to the success of the current
domestic violence prevention pilot program in Pittsburg, EHSD will issue another public bid process to
attract agencies that can implement similar domestic violence services countywide.

staffing after-hours emergency telephone hotlines for the period from July 1, 2000 through

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Contra Costa Crisis Center in the amount of$31,000, for staffing after-hours emergency telephone hotlines
for the period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
County cost is $6200 (20%), with federal and state revenue funding the remaining $24,900 (80%).
CHILDREN'S IMPACT STATEMENT:
This contract supports County outcomes four and five, "Families that are Safe, Stable and Nurturing" and
"Communities that are Safe and Provide a High Quality of Life for Children and Families." Contra Costa
Crisis Center provides after-hours emergency response and immediate intervention and counseling for
children and adults, addressing critical issues of suicide, homelessness, grief, abuse, neglect and other crises.
BACKGROUND:
Under the contract, Contra Costa Crisis Center will provide continued crisis line telephone support for the
Employment and Human Services Department. This includes backing up EHSD staff when they are in the field,
and providing first response during weekday evenings, weekends, and holidays, as part of the federally
mandated 24-hour Children's Protective Services Emergency Response Program.
Contra Costa Crisis Center provides 24-hour crisis lines, grief counseling, homeless services, community
education, information and referral, and disaster services training to community-based organizations. Each
year, the center handles up to 60,000 crisis calls; screens and refers about 1,000 people to county homeless
shelters;initiates about 800 rescue actions for people who are suicidal, and provides counseling to 750 children,
