RECOMMENDATION(S)_:
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
#25-010-7 with Center Paint, Inc. , for the period from July 1, 2000
through September 30, 2000, in the amount of $196, 000, for the
provision of emergency shelter services for the County's Homeless
Services Program.
FISCAL IMPACT•
This Contract is 100% funded by County funds.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that
it provides emergency shelter services to homeless indigent
individuals in Central County (Concord) and West County (Richmond)
for County's Homeless Services Program.
On July 27, 1999, the Board of Supervisors approved Contract
#25-010-5 with Center Point, Inc. (as amended by Contract Amendment
Agreement #25-010-6) for the provision of emergency shelter services
for the period from July 1, 1999 through June 30, 2000
Approval of Contract #25-010-7 will allow the Contractor to continue
providing services through September 30, 2000.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Milt Camhi) , to execute on behalf of the County, Contract #27-433 with
Jaime Padilla, D.C. , for the period from August 1, 2000 through July
31, 2001, in an amount not to exceed $50, 000 , for the provision of
chiropractic services for Contra Costa Health Plan members .
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums .
Costas depend upon utilization. As appropriate, patients and/or third
party payors will be billed for services .
BACKGROUlUD REASONS) FOR RECOMMENDATIONS :
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of
their Individual and Group Health Plan membership contracts with the
County.
Under Contract #27-433 the Contractor will provide chiropractic
services to Health Plan members, through July 31, 2001 .

Pinole
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION
RECONMEMED ACTION
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) , to execute on behalf of the County, Contract #24-949-59 (2) with The
Family Institute of Pinole, for the period from July 1, 2000 through June
30, 2001, to provide Medi-Cal mental health specialty services, to be paid
as set forth below:
a. S .50 per minute for mental health services, as described in
the CCHMP Provider Manual, excluding group therapy sessions;
b. $_ .I.4 _ per minute per individual for group therapy sessions, not
to exceed 90 minutes per session, as described in the CCHMP
Provider Manual; and
C . S 1.00 per minute for medication support services, as described
in the CCHMP Provider Manual .

This Contract is funded by State and Federal FFP Medi-Cal Funds .
BACKGEMMIRFASON(SY FOR RECOATIONS:
On January 14, 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director to contract with the State
Department of Mental Health to assume responsibility for Medi-Cal mental
health specialty services . Responsibility for outpatient mental health
specialty services involves contracts with individual, group and
organizational providers to deliver these services .
On July 27, 1999, the Board of Supervisors approved Contract #24-949-59 (1)
with The Family Institute of Pinole, for the period from July 1, 1999
through June 30, 2000, for provision of Medi-Cal mental health specialty
services .
Approval of Contract #24-949-59 (2) will allow the Contractor to continue
providing Medi-Cal mental health specialty services, through June 30, 2001 .

Acknowledge receipt of notice from Stacy Prescott, M.D. , requesting
termination of Contract #26-332 (as amended by Administrative Amendment
Agreement #26-332--1) , effective July 31, 2000 .
FINANCIAL IMPACT:
None.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 9, 1998, the Board of Supervisors approved Contract #26-332 (as
amended by Administrative Amendment Agreement #26-332-1) with Stacy
Prescott, M.D. , for the period from May 1, 1998 through April 30, 2001,
for the provision of clinical coverage and professional administrative
services to the Department with regard to the Contra Costa Regional
Medical Center' s Emergency Department .
The purpose of this Board Order is to advise the Board that the
Department and the Contractor have mutually agreed to terminate Contract
#26-=332 (as amended by Administrative Amendment Agreement #26-332-1) , in
accordance with Paragraph 4 (termination) of the Contract, effective
July 31, 2000 .
