The Board of Supervisors of Contra Costa County RESOLVES that:
The County of Contra Costa on June 6, 2000 contracted with J.A. Gonsalves and Son Construction, Inc.,
for the reconstruction of portions of West Street with portland cement concrete, replacing curb, and
installing underdrains, with Fidelity and Deposit Company of Maryland as surety, for work to be
performed on the grounds of the County; and
The Public Works Director reports that said work has been inspected and complies with the approved
plans, special provisions and standard specifications and recommends its acceptance as complete as
of August 4, 2000.
Therefore, said work is ACCEPTED as completed on said date, and the Clerk shall file with the County
Recorder a copy of this Resolution and Notice as a Notice of Completion for said contract.

1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director to execute the Consulting Services
Agreement with Frame Surveying and Mapping (SBE) to provide geodetic surveying services for
a densification of the existing horizontal control network and to establish a new vertical control
network based on the North American Vertical Datum of 1988.

Horizontal and vertical control Network throughout Contra Costa County

111. FINANCIAL IMPACT:
The estimated contract cost is $46,000, funded by the Monument Preservation Fund (100%).
1111. REASONS FOR RECOMMENDATION/BACKGROUND:
The old horizontal and vertical control datums established in the 1920's are no longer supported
by the National Geodetic Survey. Caltrans requires that all mapping, planning, design, right of
way engineering and construction on Caltrans-involved transportation projects, including specially
funded State Highway projects shall be on the North American Datum of 1983 (NAD 83), which
is the horizontal position and on the North American Vertical Datum of 1988 (NAVD 88). This
project will provide the necessary control on an approximately 7 kilometer spacing throughout the
County. Federal agencies including F.E.M.A. and their Flood Plain Zone mapping program
require all mapping to be referenced to the new datums.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the Consulting Services agreement with Frame Surveying and Mapping is not approved the
County will not have sufficient horizontal and vertical control to support our capital improvement
projects and we will not be in compliance with federal and state regulations.

SUBJECT: Grant Permission to completely Close a portion of Pomona Street, for the Purpose
of"Crockett Festival on the Strait" parade, in the Crockett area.

IT IS BY THE BOARD ORDERED that permission is granted to Matias E. Sanchez to
completely close Pomona Street, except for emergency traffic, on October 7, 2000 for the period
of 11:00 AM through 12:30 PM subject to the following conditions:
1. Traffic will be detoured via neighboring streets.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. Matias E. Sanchez shall comply with the requirements of the Ordinance Code of Contra
Costa County.
4. Have on file with the County a Certificate of Insurance in the amount of$1,000,000 for
Comprehensive General Public Liability which names the County as an additional
insured.
5. Obtain approval for the closure from the Sheriff's Department, the California Highway
Patrol and the Fire District.
