SUBJECT: Grant Public Works Director Authority to Advertise Projects, Issue Project Addenda and
Accept Projects as Complete
Specific Request(s) or Recommendation(s) & Background & Justification
1. RECOMMENDED ACTION:
AUTHORIZE the Public Works Director to ADVERTISE projects administered by the Public Works
Department at the Director's discretion following the Board of Supervisors' specific project
approval and the California Environmental Quality Act (CEQA) compliance, and
AUTHORIZE the Public Works Director to issue any Project Addenda, and

AUTHORIZE the Public Works Director to ACCEPT the project as complete, and
I. RECOMMENDED ACTION: (CON'T)
DIRECT the Clerk of the Board of Supervisors to coordinate with the Public Works Director to
publish the Notice to Contractors in accordance with the appropriate section of the Public Contract
Code, as designated by the Public Works Director.
II. FINANCIAL IMPACT:
There will be no impact to the County General Fund. There will be savings of staff and clerk time
with approximately 90 fewer board orders to process annually.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND:
The Public Works Department establishes project schedules at the beginning of the design
process. Unforeseen problems such as right of way and permit clearances often affect these
initial schedules for advertising. The nature of Public Works projects require construction to occur
in drier periods of the year for safety, lower costs and regulatory permit purposes. A slight delay
in project schedule combined with Boards limited calendar for considering consent items could
delay project construction by six or more weeks, or maybe a year because of regulatory permit
requirements.
Delegating project advertisement, addendum approval and contract acceptance to the Public
Works Director will expedite project contract administration.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the process is not approved, we will continue to submit multiple board orders for each project
to the Board causing delays in start of some project construction.
