RAGnmmandad Amina: ACCEPT Grant Deed dated August 8, 2000, from Contra Costa County and AUTHORIZE the Redevelopment Director to arrange for a $289,396.00 journal transfer in payment thereof. DETERMINE that the activity, acquiring property, is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061 (b) (3) of the CEQA Guidelines. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Redevelopment Agency to arrange for payment of the $25.00 handling fee to the County Clerk for ding of the Notice of Exemption. If. E aging for�Rar-ommandations and Backe_��nd; Contra Costa County, the City of Pittsburg, and BART are working together on a Specific Plan for the Pittsburg/Bay Point BART Station area. The subject properties, which are remnant properties from the State Route 4/Bailey Road interchange project sponsored by the Contra Costa Transportation Authority, are in the specific plan area. Acquisition of the property by the Redevelopment Agency will help the Agency implement the Specific Plan in the Bay Point area. IV. Contra TO: REDEVELOPMENT AGENCY •' '� Y r Costa FROM: Phil Batchelor County Executive Director DATE: August 8, 2000 SUBJECT: North Richmond Industrial Incubator Business Plan and Implementation Strategy — North Richmond Redevelopment Project Area SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE AND AUTHORIZE the Deputy Director—Redevelopment to execute an extension to the Interagency Project Agreement for the Community Development Block Grant Program to provide partial funding of the preparation of the Industrial Business Incubator Business Plan and Implementation Strategy for the North Richmond Redevelopment Project Area. FISCAL IMPACT No impact on the General Fund. The total project cost is $176,760, of which $145,000 is provided by CDBG and$33,655 from the capital portion of the redevelopment bond proceeds. The project was included in the Fiscal Year 1999-00 budget and will be included in the 2000- 01 budget. Claggett Wolfe Associates prepared the initial Incubator Feasibility Study in September 1997,which provided preliminary evidence to support an industrial incubator in North Richmond. On May 25, 1999, the Agency authorized a new contract with Claggett Wolfe to confirm the initial market and financial feasibility and, if proven feasible, develop the business plan and implementation strategy to develop the project. Members of the North Richmond Municipal Advisory Council (NRMAC) were on the project steering committee and unanimously approved Claggett Wolfe for the incubator implementation program. The development of the North Richmond Industrial Business Incubator has progressed more slowly than anticipated. The primary issues have been the change in funding strategy and the associated need to have private support to ensure long-term success. It was originally anticipated that the EDA program would provide the basic financing structure. However, the Bioscience Incubator(to be located in the City of Richmond) recently received a large grant from EDA making it doubtful that the adjacent North Richmond community would be able to access these funds in subsequent years. The funding strategy shifted to the need and reliance on the private sector to both champion and help provide the foundation for the development of the North Richmond Industrial Business Incubator. Claggett Wolfe has spent most of this year working with the relevant unions and the NTMA, a private affiliation of local machining industries. Due to the economic boom, NTMA has been unable to devote much attention to helping us develop this program. The unions have expressed strong support and encouragement and recently NTMA has indicated their commitment to bringing this program to fruition.The North Richmond community is still a strong supporter of the program and looks forward to the economic development opportunities this incubator can provide. This coming year is crucial to develop the incubator program. Implementation will include development of a business plan, funding strategy, and completion of the program elements. Upon completion of the planning aspects, the focus will be on leveraging the identified funds, securing the property for the facility, hiring the necessary staff and, hopefully, launching the program. This may be an ambitious prospect for the next eleven months. The North Richmond community, among other vested and interested partners, will be actively involved with all phases of program implementation.To accomplish these tasks,the CDBG Interagency Project Agreement must be extended for another year to provide the funding for the implementation of the North Richmond Industrial incubator.
