execute on behalf of the County, Contract Amendment Agreement #24-979-3 with Addiction
Research and Treatment, Inc. , dba Bay Area Addiction Research and Treatment (BAART)
effective July 1, 1999, to amend Contract #24-979-2, to be paid in accordance with the
following fee schedule:
a. $ 17.44 for each dosing unit of Service for LAAM clients,
b. $ 7.71 for each dosing unit of Service for perinatal clients,
C. $ 6,70 for each dosing unit of Service for all other clients,
d. $__ZQj4_ for each Individual Counseling unit of service for perinatal clients,
and
e. $ 12.37 for each Individual Counseling unit of service for all other clients.
KCAL IMPACT:
This Contract is 51.5` Federally funded and 48.5% State funded. Costs depend upon
utilization.
BACKGROUND REASONS) FOR RECOMMENDATION(S) :
On September 21, 1999, the Board of Supervisors approved Contract #24-979-2, with Addiction
Research and 'Treatment, Inc. , for the period from July 1, 1999 through June 30, 2000 (whish
included a six-month automatic extension through December 31, 2000+) to provide methadone
treatment services through its Methadone Maintenance Clinics Program (Medi-Cal Drug Abuse
Treatment Services) in East and West County. These methadone maintenance treatment
services are mandated under Sobsky v. Smoley.
Due to the mutual mistake of the parties, this Contract did not accurately reflect the
intent of the parties which was for the payment rates to be based on the actual rates
established by the State Department of Alcohol and Drug Programs, net of County
administrative fees.
Approval of Contract Amendment Agreement #24-979-3 will reform Contract #24-979-2 to remedy
the mutual mistake of the County and Contractor and to accurately reflect the intent of
the parties.

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-078 with

treatment services for women at Wollam House, for the period from July 1,
2000 through June 30, 2001.

This Contract is funded by State CalWORKs funds through the Department of
Employment and Human Services.
gRILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors'
"Families that are Safe, Stable, and Nurturing" community outcome by
providing parenting education, stability, and safety for mothers (and their
children) and pregnant women who are alcohol and drug dependent, while they
are in substance abuse treatment. Expected outcomes include delivery of
drug-free babies, decreased use of alcohol, tobacco and other drugs,
reduction in the number of relapses, and creation of a sober social network.
EACKGROUNDLREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it
provides family-centered alcohol and drug treatment services to pregnant and
parenting women, in order to prevent perinatal substance abuse and improve
birth outcomes.
For a number of years, Bi-Rett Corporation has provided perinatal
residential treatment services for women at its Wollam House facility.
Approval of Contract #74-078 will allow the Contractor to provide perinatal
residential treatment services for County's CalWORKs clients through June
30, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
EXTEND contract (#21-562-1) with Contra Costa Community College for domestic violence training by
extending the term from July 1, 2000 to June 30, 2001 with no change in payment limit.
FINANCIAL IMPACT:
County costs under the contract are $29,240 with the remainder paid through Federal and State funds. This
action does not change the contract payment limit.
CHILDREN'S IMPACT STATEMENT:
This contract supports four of Contra Costa County's five community outcomes: "Children and Youth
Healthy and Preparing for Productive Adulthood"; Families that are Economically Self-Sufficient"; "Families
that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families." By training CalWORKs and Children's Welfare Service workers how to identify
and address domestic violence issues, families throughout the County will benefit from increased safety and
concomitant increases in employment and employability.
BACKGROUND:
On October 26, 1999 (Item# C76), the Board authorized the Department to enter into this contract to seek
domestic violence training for CalWORKs and Children's Welfare Service employees. The EHSD goal has
been to ensure that CalWORKs recipients and Children's Welfare Services clients impacted by domestic
violence receive the assistance and support they need.
Los Medanos College provides two training programs and collaborates with Battered Women's Alternatives in
developing and presenting program curricula. Extension of this contract will enable Los Medanos College to
continue to provide domestic violence training to Department personnel who have direct contact with
CalWORKs and Children's Welfare Services clients.

BACKGROUND:
On March 28,2000, the Board transferred the responsibility and funding for the Federal Weed& Seed Program
from the Housing Authority to the Employment and Human Services Department. The Department now
requests the authority to enter into two contracts and one interdepartmental agreement to honor commitments
made under the prior grantee and the current grantee, EHSD.
Prior to the County EHSD becoming the grantee, services were provided, but not completely paid for under
agreements made by the prior grantee. EHSD, as the new grantee,will receive carry over funds unexpended
under the prior grantee. These contracts will cover the periods of service which over lap the grantee
reassignment and will guarantee that service providers are paid in full for program services no matter who the
grantee was.

CHILDREN'S IMPACT STATEMENT:
These contracts will indirectly support the third community outcome established in the Children's Report Card:
"Families that are Economically Self-Sufficient". Activities under these contracts support coordination for
employment and training programs at the three One-Stop Centers in an efficient and consistent manner
throughout the County.
BACKGROUND:
The Employment and Human Services Department conducted a Request for Interest(RFI)to recruit three
individuals to serve as interim Coordinators on a contract basis for ten months. These contracts are the outcome
of the RFI and resultant interviews.
The contracts fill the need for coordination at the One-Stop Centers while the County Human Resources
Department completes their process to create permanent positions and recruit staff. Ten months is the estimated
time needed to complete the process without a gap in service. Should the process take less time,the contract
will be shortened accordingly.

1. APPROVE and AUTHORIZE the County Administrator or his designee to execute the FIRST
Amendment to the Consulting Services Agreement with Kleinfelder Inc., to increase the payment
limit by$6,000 to a new total of$30,906 for continued construction inspection and testing services
for the Clinical and Public Health Laboratory.
2. AUTHORIZE the County Administrator or his designee to issue written authorizations for extra
work, provided that the cumulative total extra cost for all such authorizations shall not exceed
$10,000.
FINANCIAL IMPACT:
This Amendment increases the payment limit for Construction and Inspection Services to $30,906.
Funds for this increase are budgeted.
BACKGROUND:
On July 22, 1999 Contra Costa County solicited proposals for Inspection and Testing Services for the
new Clinical and Public Health Laboratory. Eight firms were Contacted with three classified as either a
Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Small Business Enterprise
(SBE), or a Local Business Enterprise (LBE). On August 19, 1999 O'Brien Kreitzberg, acting as the
agent for Contra Costa County, received four proposals. The proposals were from Signet
Laboratories, Kleinfelder Laboratories Inc, Consolidated Laboratories, and Inspection Consultants,
which is a Minority Business Enterprise (MBE).

BACKGROUND (Continued);
The four proposals were reviewed for unit price quotes in relationship to an equal scope of estimated
services. Kleinfelder Laboratories Inc., as the lowest responsive bidder, received a contract on
August 25, 1999 to provide construction and inspection services for the new Laboratory. This
amendment reflects expanded services to include special inspections and tests of the roof and
mechanical equipment. These services, which include pull tests of structural anchors for mechanical
equipment and inspections of the waterproofing membrane were not part of the original scope of
service. The Construction Manager recommends these additional inspections and tests to ensure a
quality installation of these highly specialized components. Kleinfelder will provide these additional
services at the unit prices established by their competitive proposal.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Administrator, or designee to execute a renewal contract
with American Management Systems to provide software maintenance for the County Budget
System for the period of July 1, 2000 through June 30, 2002 in the amount of$48,000.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
American Management Systems provides the required software maintenance for the BRASS
system. In addition to maintenance fees, the contract provides for any future modifications of the
system as requested by the County.

SUBJECT: Approval of Service Contract with Barbara Rebecca
Byrnes
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND,JUSTIFICATION
1. RECOMMENDED ACTION
APPROVE and authorize County Counsel or designee to execute a temporary legal services
contract with Barbara Rebecca Byrnes for the period from October 1, 2000, through March 31,
2002, at the rate of$60 per hour as utilized.
II. FINANCIAL IMPACT
This contract will be funded from County Counsel revenue from its Retirement Association fee
charges and can be terminated upon three days' notice during its term should revenue fee
charges no longer be available.
III. BACKGROUND
The approval of this contract will allow the County Counsel's staff to provide continuity of legal
services for pending Retirement actions during its term.
