Richter } h Costa Contra Costa County Fire Protection District `, DATE: July 13, 2000 s County SUBJECT: EAST BAY REGIONAL PARK DISTRICT GRAZING POLICY SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT a position of support of the existing grazing portion of the East Bay Regional Park District's vegetation management program as it pertains to grazing of livestock on park lands as recommended by the Contra Costa County Fire Protection District Fire Advisory Commission. (See Attachment A - "Purpose of the Grazing Program.) REASONS FOR RECOMMENDATION/BACKGROUND: The East Bay Regional Park District has begun a comprehensive public review process of the grazing portion of their vegetation management program. The review process is being conducted by the Grazing Review Task Force composed of members of the Natural Resources Committee and the Park Advisory Committee. Input and discussion will be accepted through several public meetings. Grazing, as it relates to fire hazard mitigation, will be discussed at the July 25, 2000 meeting of the Grazing Review Task Force. The Park District currently grazes 51,000 of the total 91,000 acres of park land. As a vegetation management tool, grazing is used for 57% of park land areas. At the March 13, 2000 meeting of the Contra Costa County Fire Protection District Fire Advisory Commission, the Commission endorsed the existing East Bay Regional Park District grazing policy at its current level and a letter dated March 20, 2000 was sent to the Contra Costa County Board of Supervisors stating such (copy attached). At the June 12, 2000 meeting of the Contra Costa County Fire Protection District Fire Advisory Commission, the Commission requested that a Board order be sent to the Contra Costa County Board of Supervisors stating the Commission's endorsement of E.B.R.P.D.'s existing grazing policy and request that the Board of Supervisors also support the policy. Localized riparian and wetland habitats occur around natural water sources. The vegetation is a mixture of mostly native trees and shrubs and native and non-native annual and perennial herbaceous plants. The ground cover of the open grassland and woodland grass environments is dominated by non-native annual grasses and herbs, which were introduced to California by early settlers and became naturalized. Native, perennial grasses occur in isolated stands or are sparsely scattered among the non-native vegetation. While the non-native grasses and herbs comprise a disproportionate amount of the herbaceous plant cover, they generally account for less than half the total number of herbaceous plant species in the flora, with native plants representing the remaining plant composition. Non-native annual grasses and herbs occur extensively on park lands. The annual grassland, if allowed to lie fallow, is prone to invasion by undesirable, weedy species, which can displace native plants and diminish overall biodiversity. Grazing benefits native plants and wildflowers. Fire prevention is also a major concern in the region, given the proximity of populated areas. Unmanaged grassland and woodland grass vegetation presents a potential fire hazard in or adjacent to urban areas because its annual grass component does not survive from one year to the next. The annual plant life cycle is completed by late spring or early summer and the remnant, dried plant material left standing during the summer and early fall months represents a high fuel load if left un-managed. This fuel load can amount to as much as two or more tons of biomass per acre each year. Park lands are subject to accidental and deliberate arson fires because of their accessibility to the public. Livestock grazing is intended to minimize the potential for uncontrolled wildfire inherent in the dried, annual grassland vegetation by reducing the fuel load to manageable levels. Local Fire Districts require weed abatement to prevent wildland fires and recognize grazing as an effective in that regard. Livestock grazing as managed by the District is believed to be the most practical and cost-effective way to control the dominating influence of the non-native plants and to minimize their potential fire danger. The purpose of grazing management is to impair the development of the more aggressive and competitive non-native grasses and herbs, and to allow smaller and slower-growing native plants to regenerate and coexist with them. This creates a discontinuous plant cover where areas of low vegetation are re-colonized annually by a variety of plant species. Grazing also prevents or slows down the conyersior of many coastal grassland areas to shrublands. Under these conditions, the la6dis in compliance with county fire abatement standards. As it is widely known, grazing has proven to be a natural form of fire hazard abatement. The members of the Fire Advisory Commission wish to express our strong opinion that the E.B.R.P.D. maintain grazing practices on park land at their current level. The site is currently vacant and is currently designated at Commercial Recreation (CR) under the General Pian land use designation. Mr. Gozanno desires to develop the site as a twelve unit live-work project. The residential component of the proposed project is not consistent with the current General Plan designation. In addition, the commercial uses at the site would be limited to those uses associated with Recreation. The General Plan designations adjacent to the site include Mixed Use, Multiple-Family, Public-Semi-Public and Park and Recreation. The proposed project was presented to the Rodeo Municipal Advisory Council on March 15, 2000. They were in support of the preliminary proposal. The final proposal (specific commercial uses, final design, conditions of approval) will be brought back to the Rodeo Municipal Advisory Council for their recommendation. Staff believes the request for a study is reasonable and recommends that it be authorized.
