SUBJECT: APPROVE and AUTHORIZE the Director,Employment& Human Services Department,or his

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Director, Employment & Human Services Department, or his designee, to
contract (#21-622) with Pittsburg Preschool & Community Council in the amount of $200,000 to provide job
training to Welfare-to-Work participants and non-custodial parents in clerical/computer skills for the period from
August 1,2000 through June 30,2001.
FINANCIAL IMPACT:
No County funds. 100%Federal TANF funds.
CHILDREN'S IMPACT STATEMENT:
This action directly supports two of Contra Costa County's community outcomes: "Families that are
Economically Self-Sufficient," and"Families that are Safe, Stable and Nurturing." Activities under this
contract PSCC will provide clerical and computer skills training to Welfare-to-Work eligible clients and non
custodial parents.
BACKGROUND:
The State of California Employment Development Department(EDD)has requested that the County and
Employment& Human Services Department(EHSD) fund jointly an agreement with Pittsburg Preschool&
Community Council to provide job and employment training in the clerical and child care fields. EHSD will
provide clerical/computer training using $200,000 in TANF funds and EDD will provide child care training at
the same level, using $200,000 funded by the Governor's 15%Welfare-to-Work grant for special projects.

$50,040 for Foster Pride/Adopt Pride training, for the period from July 1, 2000 through June
30, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
the Contra Costa Community College District (#21-261-9) in the amount of$50,000 for Foster Pride/Adopt
Pride training, for the period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
County cost of this contract will be $7500 (15 percent), with state (35 percent) and federal funds (50 percent)
covering remaining costs.
CHILDREN'S IMPACT STATEMENT:
Foster Pride/Adopt Pride training supports three of Contra Costa County's community outcomes: "Children
and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing";
and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Through
enhanced education and training, foster and adoptive parents can provide better care to children. The training
improves foster and adoptive parents skills and helps children cope with past abuse and neglect and
understand the reasons for out-of-home-placement.
BACKGROUND:
The Board last approved a contract for this training on June 22, 1999.
The training program provides pre-service training to provide foster caregivers with the skills and
understanding needed for sustaining productive and nurturing relationships with children. Potential foster
parents and relative caregivers learn parenting, behavior management and child education techniques to better
serve the needs of children under County care.

amount of$30,000 for the Heritage Project Foster Parent and Relative Caregiver Training

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Contra Costa Community College District (contract #21-114-06) in the amount of$30,000 for the Heritage
Project Foster Parent and Relative Caregiver Training from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
Funded 7.5% County and under the Options for Recovery Program, 75%Federal, 17.5% State.
CHILDREN'S IMPACT STATEMENT:
This contract supports three of the County community outcomes: "2) Children and Youth Healthy and Preparing
for Productive Adulthood"; "3) Families that are Safe, Stable and Nurturing", and, "5) Communities that are
Safe and Provide a High Quality of fife for Children and Families". Enhanced education and training allows
foster parents and relative caregivers to improve the quality of care provided, to assist children cope with past
abuse and/or neglect, and to assist children in understanding the reasons for out-of-home placement.
BACKGROUND:
The Employment and Human Services Department,under the State Options for Recovery grant,provides
ongoing recruitment and support for foster parents, addressing the issues of care for drug-exposed medically
fragile infants. Contra Costa College will continue to provide training on the care of drug-impacted children for
licensed foster parents and relative caregivers at the San Pablo campus.

BACKGROUND:
The State Department of Rehabilitation (DR) and the Employment & Human Services Department (EHSD)
conducted a pilot project last year in which DR staff provided intake and eligibility for services offered by
their Department. Through the pilot project, we learned that many very hard to serve Ca1WORKs clients had
learning disabilities that could be addressed by various rehabilitation services. This interagency agreement
will allow us to expand this service to all district offices and thereby assist more CaIWORKs eligibles to
access services needed to enter the workforce.

County Receiving Center services, for the period from August 1, 2000 through July 31, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Family Stress Center (#21-547-1), in the amount of$200,000 for Central County Receiving Center services,
for the period from August 1, 2000 through July 31, 2001,
FINANCIAL IMPACT:
The County cost is $60,000 (30%) with State funding (70%) covering remaining contract costs.
CHILDREN'S IMPACT STATEMENT:
Receiving centers support four of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families
that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families." Receiving centers provide a safe, child friendly place in the community for children
who have been removed from their homes. They help meet children's food, clothing, shelter, medical and
mental health care needs, while limiting disruption in school.
BACKGROUND:
Receiving Centers offer a continuum of short-term care to children removed from their homes, allowing
EHSD workers to immediately assess children's needs for out-of-home care upon entry into the Child
Welfare System. Early assessment reduces the number of disruptive placements to which a child is subjected
and increases the likelihood that children will remain with family members.
The Board last approved a contract with Family Stress Center for these services on September 21, 1999.
The Central County Receiving Center is part of the three-site countywide program that also includes facilities
in East County (Antioch) and West County (Richmond).
