Approve and authorize the Health Services Director or his designee (Donna M. Wigand) to execute on behalf of the County, Emergency Residential Care Placement Agreement #24-086-105 (7) with Vivencia & Cenon Aguirre (dba Sunshine Guest Home) , for the period from July 1, 2000 through June 30, 2001, to provide emergency residential care to mentally disturbed adults who are potentially eligible for SSI/SSP, in an amount not to exceed $847 per client per month through December 31, 2000, and in an amount not to exceed $890 per client per month beginning January 1, 2001; and b. Authorize the Auditor-Controller to pay an amount not to exceed $174 per month through December 31, 2000, and an amount not to exceed $183 per month beginning January 1, 2001, to clients who are placed in the board and care facilities under said Emergency Residential Care Placement Agreements for incidental expenses and personal needs. FISCAL IMPACT: Under this program, the County pays the State-established rates for the residential care of mental health clients who are not yet receiving SSI/SSP (but who are potentially eligible and have made formal application to the Social Security Administration for SSIJSSP) , contingent upon the client's signing an agreement with the County to reimburse the County from the SSI/SSP money, once it is finally granted by the federal government (usually 3 to 6 months retroactively back to the month of application) . For those mental health clients who are not granted SSI/SSP (i.e. , are found ineligible) , the County covers the residential care payments to the facility operators through the County's established Mental Health Program Funding. Initially, ten to twenty percent of the clients are found ineligible by the Federal Social Security Administration, depending on changes in Federal guidelines, and then some of these are ultimately found eligible through appeal processes. Approval of Contract #24-086-105(7) will allow the Contractor to continue providing services through June 30, 2001. Diablo Medica Pavilion SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECO>ldlidBNDATION(S) : Approve and authorize the Health Services Director or his designee, (Donna Wigand) to execute on behalf of the County, Contract #24794-8 with Mt. Diablo Medical Pavilion, for the period from May 1, 2000 through June 30, 2002, for Fee-for-Service (FFS) /Medi- Cal and non Medi-Cal acute psychiatric inpatient services, to be paid in accordance with the attached rate schedule. FISCAL IMPACT: This Contract is 100* funded by acute psychiatric inpatient consolidation funds and Federal Medi-Cal funds. BACX ROUND RgASON(S) FOR RZ NDATTON(S) Chapter 633, Statutes of 1994, AB 757, authorized the transfer of state funding for Fee- For-Service/Medi-Cal (FFS/MC) acute psychiatric inpatient hospital services from the Department of Health Services to the Department of Mental Health (DMH) . On January 1, 1995, the DMH transferred these funds and the responsibility for authorization and funding of Medi-Cal acute psychiatric inpatient hospital services to counties that chase to participate in this program. On February 29, 2000, Behavioral Healthcare Corporation closed its Walnut Creek Hospital, and within the required 60 day period, Contract #24-794-3 (5) between the County and Behavioral Healthcare Corporation (Walnut Creek Hospital) , for the provision of acute psychiatric inpatient hospital services, was mutually terminated. Under Contract #24-794-8, Mt. Diablo Medical Pavilion will provide the inpatient psychiatric hospital services to County-referred's children and adolescents. FINANCIAL IMPACT: None REASONS FOR RECOMMENDATIONS/BACKGROUND: Can June 24, 1997, the Board approved Unpaid Student Training Agreement #26--204-2 with Chabot - Las Positas Community College District. The purpose of this agreement is to provide medical records technology students with the opportunity to integrate academic knowledge with application skills and attitudes at progressively higher levels of performance requirements and responsibility. .Approval of Unpaid Student Training Agreement ##26-204--3 will allow Chabot College students to receive field instruction and experience in medical records technology, at Contra Costa Regional Medical Center and Contra Costa Health Centers, through April 30, 2003 . FISCAL IMPACT: This Contract is 100k Mental Health Realignment funded. CHILDREN'S IMPACT STATEMENT: This AB3632 Mental Health grogram supports the following Board of Supervisors ' community outcomes : Children Ready for and Succeeding in School; Families that are Safe, Stable, and. Nurturing; and Communities that are Safe and Provide a High Quality of Life for Children and Families . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) . BACICG'R{JLTND REA30N(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides therapy, medication support, case management, outreach, and crisis management to student in East County to reduce the need for out-of-home placements or hospitalization. On August 3 , 1999, the Board of Supervisors approved Contract #24-893-3 with LincolnChild Center for the period from July 1, 1999 through June 30, 2000, to provide day treatment services for a Seriously Emotionally Disturbed (SED) adolescent in the AE3632 program.
