RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee
(Chuck Deutschman) to execute on behalf of the County, Novation
Contract #24-723-50 with Neighborhood House of North Richmond, Inc. ,
for the period from July 1, 2000 through June 30, 2001, in the
amount of $493, 844, for the provision of substance abuse
detoxification and residential treatment program services. This
Contract includes a six-month automatic extension through December
31, 2001, in the amount of $246, 922 .
FISCAL IMPACT:
This Contract is funded as follows:

BACRGROQNDIREASON(S) FOR RECOMMENDATION(S) :
Neighborhood House of North Richmond has been operating this same
program for the County continuously for many years. This Contract
meets the social needs of the County's population in that addicted
residents, 18 years of age and older, are provided the opportunity
to recover from the effects of alcohol and other drug use, become
self sufficient, and to contribute to their families and communities
as clean and sober individuals.
Novation Contract #24-723-50 replaces the six-month automatic
extension under the prior Contract and allows the Contractor to
continue providing services through June 30, 2001.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) to execute, on behalf of the County, Contract
Amendment Agreement #25-012-2 with Home Base - The Center for Common
Concerns, Effective May 1, 2000, to amend Contract #25-012-1, to
increase the Contract Payment Limit by $10, 000 from $20, 000 to a new
total payment limit of $30, 000 .

REASONS FOR RECOMMENDATIONSIBACKGROUND:
In March 2000, the County Administrator approved and the Purchasing
Services Manager executed Contract #25-012-1 with Home Base - The
Center for Common Concerns, for the period from February 1, 2000
through August 31, 2000, for the provision of consultation and
technical assistance to the Department with regard to the Continuum
of Care Narrative for the Federal HUD Notice of Funding
Availability.
Approval of Contract Amendment Agreement #25-012-2, will allow
Contractor to provide additional hours services for the HUD Mckinney
Grant through August 31, 2000 .

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Contract
#74-060-1, with Battered Women's Alternatives, in the amount of
$50,000, for the period from July 1, 2000 through October 31, 2000,
for the provision of program development, technical assistance, and
training to substance abuse/mental health (SAMHWorks) providers, and
domestic violence direct services to CalWORKs clients.
FISCAL IMPACT:
This Contract is 100% funded by the State CalWORKs.
BACKGROUNDJREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that
it provides intake, crisis intervention, and counseling services for
substance abusing and/or mentally ill participants in the CalWORKs
program who have also experienced domestic violence, to help
eliminate barriers to employment.
On April 15, 2000, the Board of Supervisors approved Contract
#74-060 with Battered Women's Alternatives for the period from April
1, 2000 through June 30, 2000 for the provision of program
development, technical assistance, and training to SAMHWorks
providers, and domestic violence services to CalWORKs clients.
Approval of Contract #74-060-1 will allow the Contractor to continue
providing services through October 31, 2000.

a. Approve and authorize the Health Services Director or his designee (Donna M. Wigand)
to execute on behalf of the County, Emergency Residential Care Placement Agreement
#24-086-119(2) with Shirley Hargrave (dba Viv's Board and Care) , for the period from
July 1, 2000 through June 30, 2001, to provide emergency residential care to mentally
disturbed adults who are potentially eligible for SSI/SSP,in an amount not to exceed
$847 per client per month through December 31, 2000, and in an amount not to exceed
$890 per client per month beginning January 1, 2001; and
b. Authorize the Auditor-Controller to pay an amount not to exceed $174 per month through
December 31, 2000, and an amount not to exceed $183 per month beginning January 1,
2001, to clients who are placed in the board and care facilities under said Emergency
Residential Care Placement Agreements for incidental expenses and personal needs.
FISCAL IMPACT:
Under this program, the County pays State-established rates for the residential care of
mental health clients who are not vet receiving SSI/SSP (but who are potentially eligible and
have made formal application to the Social Security Administration for SSI/SSP) , contingent
upon the client's signing an agreement with the County to reimburse the County from the
SSI/SSP money, once it is finally granted by the Federal government (usually 3 to 6 months
retroactively back to the month of application) .
For those mental health clients who are not granted SSIJSSP (i.e. , are found ineligible) , the
County's established Mental Health Program Funding covers the residential care payments to
the facility operators. Initially, ten to twenty percent of the clients are found ineligible
by the Federal Social Security Administration, and some of these are ultimately found
eligible through appeal processes.
BACKGROUND/RRASON(S) FOR RECODSKENDATION(S) :
On August 3, 1999, the Board of Supervisors approved Contract #24-086-119(1) with Shirley
Hargrave (dba Viv's Board and Care) , to provide emergency residential care to mentally
disturbed adults who are potentially eligible for SSI/SSP, for the period from June 1, 1995
through June 30, 2000.
Approval. of Contract #24-086-119(2) , will allow the Contractor to continue providing services
through June 30, 2001.
