William Walker, M.D. , Health Services Director 1 FROM* By: Ginger Marieiro, Contracts Administrator Control July 19, 200(} Costa DATE: County SUBJECT: Approval., of Submission of Funding Application #28-596-3 with the State Department of Health Services SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION; Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) , to submit funding application #26-596-3 to the State Department of Health Services, in the amount of $298, 938, for the period July 1, 2000 through June 30, 2002 for the Lead Poisoning Prevention Project . FISCAL IMPACT: Approval of this funding application will result in a maximum reimbursable amount of $298, 938 from the State Department of Health Services for the County' s Lead Poisoning Prevention Project. No additional County funding is required. REASONS FOR RECOMMENDATION/BACKGROUND: The Centers for Disease Control (CDC) identifies lead poisoning as the principal environmental health problem affecting children in the United States and emphasizes that this is a problem which is entirely preventable. In Contra Costa County, 755 of the housing units were built before 1978 , the year lead paint was banned by the Consumer Product Safety Commission. Lead paint is a recognized source of lead poisoning in children. Over 462 lead poisoned children have been identified in Contra Costa County, and more are likely to be poisoned but have not been tested. This Project is the sole source of funding for case management and follow-up to children identified as lead poisoned. In order to meet the deadline for submission, the application has been forwarded to the State, but subject to Board approval . Three certified copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit for submission to the State. CHILDREN'S IMPACT STATEMENT: This action will support three of the five community outcomes,#1 "Children Ready for and Succeeding in School",#3 "Families that are Economically Self-Sufficient",and#4"Families that Safe Stable and Nuturing", by developing jobs in the transportation field and providing a transportation mechanism for child and employment commuting needs, BACKGROUND: The Board authorized Employment and Human Services to accept the Governor's 15%Grant for Special Projects (Transportation) funding October 6, 1998. The term of the grant was September 30, 1998 through September 30, 2000. The extension of the term of the grant to September 30, 2001 will allow transportation programs for the hard to serve Welfare-to-'Work population to continue development and implementation of additional job and transportation services. Diablo Unified School District SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Donna Wigand, L.C.S.W. ) to execute, on behalf of the County, Interagency Agreement #29-510 with the Mt. Diablo Unified School District, for the period from May 1, 2000 through June 30, 2001, to pay the County $23, 332, for the provision of professional mental health intervention services for certain Special Education students. FISCAL IMPACT: Approval of this Agreement will result in a total payment to the County of $23, 332 . No County match is required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : Under the terms of this Agreement, the Mt. Diablo Unified School District will pay the County for the provision of professional mental health intervention services to Agency-designated severely emotionally disturbed Special Education students, and their families, who are participating in the Learning Intervention Center, at Shore Acres Elementary School through June 30, 2001.
