Reappointment: The following members of the Managed Care Commission should be reappointed to three-year terms effective September 1, 2000, and expiring August 31,2003: Martha Basterash (member at large), Carl Doolittle (member at large), and Jeffrey Kalin (member at large). New Member Appointment The nominating committee interviewed two candidates for the vacant at-large position (posting requirement fulfilled March 2000). One candidate has served on the advisory board in the past. The other candidate, while very qualified, was interested in Mental Health/Substance Abuse issues and was encouraged to apply to serve on an advisory board in those areas. The commissioners approved the recommendations of the nominating committee to request Mr. Lloyd Briley's appointment to the commission beginning September 1, 2000, and expiring August 31, 2003. Mr. Briley's application is attached to this memo. Vacant Consumer Member Term Extension There is no required Board action needed(posting requirement previously met) to reappoint the term of vacant Medi-Cal consumer member of the Managed Care Commission effective September 1, 2000,and expiring August 31, 2003. However, the Managed Care Commission intends to fill this position in the near future and wishes to inform the Internal Operations Committee of its' intent. 61 Maddy Book Committee Appointments & Resignations-Clarification Noted in a communication from the Clerk of the Board dated June 23, 2000 was a typographical error in the Managed Care Commission composition. The committee- specific description stated that there were 16 members and one alternate. We have confirmed with Patty Molloy,Deputy Clerk, that this should be changed to 15 members. Affordable Housing Program Manager SUBJECT: Recommended Appointments to the Affordable Housing Finance Committee The purpose of this memorandum is to forward to you the following recommendations from the Affordable Housing Finance Committee (AHFC): • reappoint Elizabeth Seifel as the City Representative for West County on the AHFC • reappoint Paul Renno as a County Representative on the AHFC • appoint Alejandro Krell to a Community Representative seat on the AHFC Background The Affordable Housing Finance Committee advises the Board of Supervisors on the annual allocation of approximately $4 million in HOME Investment Partnership Act (HOME) and Community Development Block Grant(CDBG)funds for affordable housing development in Contra Costa County. These funds are allocated to the County on an annual basis by formula through the U.S. Department of Housing and Urban Development. The Committee consists of nine members, including: • three city representatives (one each from East, Central and West County) • three county representatives; and • three community representatives. The three city representatives are nominated by the cities in each subregion of the County. Nominations for county and community representatives are solicited by the Community Development Department. All committee appointments are reviewed by the Internal Operations Committee(IOC) and referred to the Board of Supervisors for approval. AHFC terms are for three years. A current AHFC roster is attached for your information(Attachment A). The terms of the following three members of the AHFC expired on June 30, 2000: Ralph Rosario, Community Representative; Paul Renno, County Representative; and Elizabeth Seifel, City Representative for West County. Mr. Renno and Ms. Seifel have indicated their interest in continuing to serve on the AHFC, while Mr. Rosario has stated that he will not seek reappointment. In accordance with current AHFC policy, the Committee Members will continue to serve until reappointed or replaced by the Board of Supervisors. City Representative for West County In June, Staff contacted the cities of El Cerrito, Hercules,Pinole and San Pablo to select an individual to represent West County cities on the AHFC. The Cities of El Cerrito,Pinole and San Pablo agreed to request that the Board of Supervisors reappoint Elizabeth Seifel to a new three-year term as the City Representative for West County. The City of Hercules expressed no viewpoint. Ms. Seifel has stated her willingness to continue to serve on the AHFC in this capacity(letter of interest and current resume included as Attachment B). During her tenure,Ms. Seifel has been an active participant on the AHFC and has attended the majority of Committee meetings. Based on her experience in housing program and policy development, financial analysis and affordable housing issues,Ms. Seifel is well qualified to continue to serve on the Committee. County Representative On June 8, 2000, the AHFC voted unanimously to recommend that the Board of Supervisors reappoint Paul Renno as a County Representative to the AHFC. Mr. Renno has stated his interest in continuing to serve on the AHFC in this capacity(letter of interest and current resume included as Attachment C), As General Counsel to TRI Financial, Mr. Renno has substantial experience in the financing of affordable housing development and has been very helpful in assessing the cost- effectiveness and financial feasibility of proposed housing projects.During his tenure,Mr.Renno has been an active participant on the Committee and has an excellent attendance record. Based on his contributions and experience, Mr. Renno is well qualified to continue to serve on the Committee. Community Representative A vacancy on the AHFC has been created by Mr. Rosario's decision not to seek.reappointment. In January of this year,the Community Development Department initiated a process to recruit applicants to fill an existing vacancy as well as potential vacancies resulting from expiration of three Committee member terms in June.A press release was distributed to major newspapers in the County and posted on the Contra Costa Television bulletin board. The Department received eight applications. A three- member subcommittee of the AHFC reviewed the applications and interviewed each applicant in mid- February. Following the interviews, the subcommittee assessed each applicant based on the following criteria: • familiarity with and understanding of the range of affordable housing issues and needs in Contra Costa County; • an appreciation and understanding of the complexity of the development process, including the planning process, need for multiple financing sources,the construction process,and management of projects following completion; • the potential for expansion of the AHFC's experience and capacity to evaluate applications and develop recommendations for the allocation of the County's affordable housing resources, • potential for conflicts of interest; and • diversity with respect to ethnic background, gender, and geographic representation. A memorandum from the subcommittee to the AHFC outlining these criteria and ranking the eight applicants is included as Attachment D. As recommended by the Committee in February, the top- ranked applicant(Irene Alonzo-Perez)was appointed to a vacant seat on the AHFC by the Board of Supervisors in March of this year. At that time,the Committee further directed that the list of ranked applicants be retained for use in the event that additional vacancies occurred in June. On June 8, 2000,the AHFC confirmed it's earlier decision and voted unanimously to recommend that Alejandro Krell be appointed as a Community Representative to fill the vacancy created by expiration of the existing representative's term on June 30, 2000. Mr. Krell has reconfirmed his interest in serving on the AHFC. (See letter of interest, application and current resume included as Attachment E. Applications from other individuals included as Attachment F.). Based on his background in architecture,financial analysis, and housing development,Mr.Krell appears well qualified and has the potential to contribute significantly to the Committee's ability to effectively assess proposed affordable housing projects and develop funding recommendations for consideration by the Board. During the interview process, Mr. Krell exhibited a commitment to the community, an interest in affordable housing issues, and a willingness and ability to provide the level of effort needed for effective AHFC participation. Recommendations • As requested by the Cities of El Cerrito, Pinole and San Pablo, reappoint Elizabeth Seifel as the City Representative for West County for a term beginning on July 1, 2000 and ending on June 30, 2003. • As recommended by the AHFC: reappoint Paul Renno as a County Representative for a term beginning on July 1, 2000 and ending on June 30, 2003; and appoint Alejandro Krell as a Community Representative for a term beginning on July 1, 2000 and ending on June 30,2003. Staff further recommends that the Board of Supervisors express their appreciation to Ralph Rosario for his five years of service to the County as a Community Representative on the AHFC.Mr.Rosario has been an active participant on the AHFC and his experience in managing and maintaining affordable housing has been helpful to the Committee in the development of funding recommendations and to staff in monitoring existing affordable housing projects.
