1. Recommended Action:
APPROVE Project Contingency Fund increase of$45,000.00 and Contract Change Order No. 2
in the approximate amount of$70,000.00 and AUTHORIZE the Public Works Director to execute
it in order to compensate the contractor, Ghilotti Construction Company, Inc., for increases in
existing contract items.
IL Financial Impact:
The Project Contingency Funds are currently insufficient to cover the cost of a tra work. The

111. Reasons for Recommendations and Background:
Additional funding is needed to pay the contractor for extra work performed. The additional work
included pavement failure repair and installing rubberized asphalt concrete. Changes made
exceed the limits specified in Public Contract Code Section 20395 and exceeded the project
contingency fund. APPROVAL of the Change Carder and project contingency fund increase is
REQUIRED.
IV. Conseguences of Negative Action:
The lack of APPROVAL would prevent successful completion of this contract and preclude
payment to the contractor for required work.

I. Recommended Action:
APPROVE Contract Change Order No. 3 in the approximate amount of $250,000.00 and
AUTHORIZE the Public Works Director to execute it in order to compensate the contractor, Ghilotti
Construction Company, Inc. for an increase in the length of the project.
IL Financial Impact:
The project contingency funds are sufficient to cover the change order costs. The source of funds
is Transportation Equity Act 21 (9010) and Measure C (10%). .>

111. Reasons for Recommendations and Background:
The total of Contract Change Order No. 3 is greater than 10% of the original contract, thereby
requiring Board approval.
IV. Consequences of Negative Action:
Without approval, the contractor will not receive payment for work done under Contract Change
Order No. 3.

The Board of Supervisors of Contra Costa County RESOLVES that:
The County of Contra Costa on April 14, 2000 contracted with Vanguard Construction, for creation of
new traffic median islands, with First National Insurance Company of America as surety, for work to be
performed on the grounds of the County; and
The Public Works Director reports that said work has been inspected and complies with the approved
plans. special provisions and standard specifications and recommends its acceptance as complete as
of June 5, 2000.
Therefore, said work is ACCEPTED as completed on said date, and the Clerk shall file with the County
Recorder a Copy of this Resolution and Notice as a Notice of Completion for said contract.

SUBJECT: Ratify permission to State of California Department of Transportation(Caltrans)to
partially close a portion of Wanda Street, for the purpose of soil borings to obtain
data for the Carquinez Bridge replacement project, in the Crockett area.
IT IS ORDERED BY THE BOARD that ratification of permission is granted to State of
California Department of Transportation (Caltrans) to partially close Wanda Street, except for
emergency traffic, on July 24, 2000 through August 4,2000 for the period of 8:00 AM through 4:30
PM, subject to the following conditions:
1. Traffic will be detoured via neighboring streets and/or adjacent lanes.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. The State of California Department of Transportation (Caltrans) shall comply with the
requirements of the Ordinance Code of Contra Costa County.
4. Have on file with the County a Certificate of Insurance in the amount of$1,000,000 for
Comprehensive General Public Liability,which names the County as an additional insured.
5. Obtain approval for the closure from the Sheriff s Department,the California Highway Patrol
and the Fire District.
