FISCAL IMPACT: This Contract is County funded. CHILDREN'S IMPACT STATEMENT: This Contract supports the following Board of Supervisors' community outcomes: "Families that are safe, stable, and nurturing"; and "Communities that are safe and provide a high quality of life for children and families" . Expected program outcomes include a safe environment where victims of rape can receive appropriate support and follow-up services. HACKGROUNDIREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides sexual assault counseling, support, and resources to victims of sexual assault and rape. On July 27, 1999, the Board of Supervisors approved Contract #23-159-10 (as amended by Administrative Amendment Agreement #23-159-11) with Rape Crisis Center for the provision of crisis intervention and in-person advocacy services, for the period from July 1, 1999 through June 30, 2000. Approval of Contract #23-159-12 will allow the Contractor to continue providing services through June 30, 2001. FINANCIAL IMPACT: This Contract is funded in the Health Services Department ' s Enterprise I Budget . Under the term of the agreement VANCHCS will continue to be paid a fee for each service in accordance with the attached fee schedule, which is incorporated in the Contract . The services provided for the County' s patients under this Contract are billable to patients and third party payors. REASONS FOR RECOMMENDATIONS/BACKGROUND}: For many years the County and U.S. Department of Veterans Affairs has maintained a mutual sharing agreement which has made available to the County specialized medical services not otherwise available due to lack of resources, equipment, and personnel . These services included specialized laboratory testing, radiology services, nuclear medicine studies, CT scans, MRI ' s, dermatology, gastroenterology, urology, audiology and speech, and ophthalmology services. The County provided Emergency Room treatment and inpatient care, including certain ancillary services, for VA-referred patients. On September 1, 1998, the Board of Supervisors approved Sharing Agreement #26- 346 (as amended by Contract #26-346-1) with VANCHCS (under the auspices of the VANCHCS Nuclear Regulatory Commission License) to provide a full range of Nuclear Medicine Services to County' s patients at the VA Outpatient Clinic in Martinez and/or the Contra Costa Regional Medical Center' s Nuclear Medicine Department, through June 31, 2000 . Approval of Modification #2 (County #26-346-2) will allow VANCHCS to continue providing nuclear medicine services through July 31, 2001 . The Contract documents have always been prepared by the Veterans Administration. -COt! Diablo Health System will allow the County to use the Contractor' s vehicle to conduct regularly scheduled clinics which will offer much needed health care services to low-income families and disadvantaged individuals in Central and East Contra Costa County, particularly along the Monument Corridor. Health care services will include, but may not be limited to, immunizations, routine physical assessments, basic treatment of primary health problems such as minor wounds and skin conditions, respiratory problems, TB, acute communicable disease, pregnancy testing, and pediatric well and sick care. John Muir/Mt Diablo Health System has requested to be held harmless and indemnified as part of their standard for approval of the Agreement with the County. In the view of County Risk Management this indemnification will create a minimal potential loss. The Health Services Department desires to expedite approval of the Agreement as written. The expected program outcomes which include all goals identified by Children' s Statewide System of Care guidelines are as follows : A) To increase and maintain school attendance as measured by school records; B) To increase positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) ; C) To increase family satisfaction - as measured by the Parent Satisfaction Survey; D) To decrease use of acute care systems; and E) To impact placement at discharge to a lower level of care.
