RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute Standard Agreement #OOF-2108 Amendment No. 1 (County Contract #39-813-9) with the California Department of Community Services and Development in the amount of $31,352 to a new contract total of $543,756 to continue Community Services Block Grant program services for the period from January 1, 2000 through December 31, 2000. 11. FINANCIAL IMPACT: This Contract is Federally funded through the California Department of Community Services and Development. No County funding is required. III. REASONS FOR RECOMMENDATIONSIBACKGROUND: Can October 26, 1999, the Board approved Standard Agreement #OOF-2108 (County #39-813-8) with the California Department of Community Services and Development for 2000 Community Services Block Grant (CSBG) program services. The 2000 CSBG contracts were issued early to facilitate the issuance of advances prior to January 1, 2000 in the event of Y2K problems that may have impacted service delivery. Therefore, the original contracts were issued based on the 1999 CSBG federal funding level. However, the final 2000 appropriation for CSBG resulted in an increase from the 1999 level, This amendment represents the balance of the County's 2000 CSBG federal funding allocation. This contract amendment will be reviewed and approved as to form by County Counsel prior to submission to the State. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee, to execute and submit Local Agreement #FCTR-9017, Amendment No 1 (County #39-801-11) for full-day child care and development program services with the California Department of Education for an Inflation Adjustment in the amount of $4,370 for a new maximum reimbursable amount of$314,280 for the period from July 1, 1999 through June 30, 2000. II. FINANCIAL IMPACT: This contract is funded through the California Department of Education. No County funding is required. III. CTrM DREYS IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. IV. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 22, 1999, the Board of Supervisors approved Local Agreement#F'CTR-9017 (County #39-801-10) with the California Department of Education for $309,910 in reimbursable funds to continue to provide valuable full- day child care and development services to program eligible children residing in the County from July 1, 1999 through June 30, 2000. The State Legislature has budgeted additional funds for Child Care and Development programs to compensate for costs associated with the higher State minimum wage law. This contract amendment will be reviewed and approved as to form by County Counsel prior to submission to the State. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 22, 1999, the Board of Supervisors approved Local Agreement#GCTR-9037 (County#39-809-11) with the California Department of Education for $3,731,573 in reimbursable funds to continue to provide valuable general child care services to program eligible children residing in the County from July 1, 1999 through June 30, 2000. Since that time, the Department has been unable to achieve its Minimum Child Days of Enrollment requirement due to the delay in availability of new facilities. This amendment reduces the required minimum days of enrollment. This contract amendment will be reviewed and approved as to form by County Counsel prior to submission to the State. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 22, 1999, the Board approved State Agreement #GCTR-9037, #FCTR-9017, #GPRE- 9021, and #GWAP-9006 with the California Department of Education (State) to provide valuable child care and preschool services. Contracts are renewed annually until either the County or the State decides to terminate funding. The above-listed contracts provide a total of $5,042,916 in reimbursable funds to the County, enabling it to continue to provide general child care and state preschool services to approximately 900 program eligible children residing in the County from July 1, 2000 through June 30, 2001. Funds may be used for purchase of equipment and materials, expanding recruitment and outreach, staff training, and minor renovations or repairs. Approval of this contract will allow the Child Development Division of the Community Services Department to enhance services provided to infants and toddlers, ages birth to three years.
