I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to EXECUTE, on behalf of the County, a Lease
with the Federal Aviation Administration(FAA) for land at the Buchanan Field Airport for the location of
the Visual Approach Slope Indicator(VASI) at runway 32R.
II. Financiallmpact:
There shall be no financial impact from this action.

III. Reasons for Recommendations and Background:
The Federal Aviation Administration (FAA) has leased land at the Buchanan Field Airport since July 1,
1950 for the location of a Visual Approach Slope Indicator(VASI) at centerline of runway 32R. The Visual
Approach Slope Indicator is a navigational aid that assists pilots in determining the proper flight profile for
landing at the Buchanan Field Airport. The previous lease with the FAA provided for automatic renewal
on a year-to-year basis not to extend beyond September 30,2000. The new lease will be for one-year ending
September 30, 2001, and will be automatically renewed annually unless terminated by the FAA.
IV. Consequences of Negative Action:
The County will not execute the renewal of the lease with the FAA. This would result in the loss of a piece
of navigation equipment used by pilots to assist in the landing of aircraft. Additionally, this action would
conflict with the county's existing agreement with the federal government.

license agreements.

IIL Reasons for Recommendations and Background:
Those doing business at the Airport, which includes sublessees of Fixed Based Operators, are required to
have an agreement with the County permitting them to do so, e.g., a lease or license. The license agreements
between the County and a lessee's sublessee generally require the sublessee/licensee to pay a monthly
concession fee directly to the County, based on that sublessee/licensee's gross monthly income (receipts).
This lease amendment incorporates the requirement of a license agreement into the County's lease with
Fixed Based Operator HG Limited, L.P. It is also provides that, when the Lessee's sublessee/licensee is
paying a concession fee directly to the County,the sublessee/licensee's gross receipts will be excluded from
the Lessee's gross receipts for purposes of calculating the Lessee's payment of concession rent under the
lease.
IV. Consequences of legative Action:
County's consent to amendment of the Lease will not be executed.
