SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTINCATION
1. RECOMMENDATION
APPROVE a Lease, commencing September 25, 2000, with Joseph Arrighi and Harris Wolfson
for the premises at 2523 EI Portal Drive, Suite 103, San Pablo, for occupancy by the Health
Services Department, under the terms and conditions more particularly set forth in said Lease,
and AUTHORIZE 'the Director of General Services to EXECUTE said Lease on behalf of the
County.
DETERMINE that the above project is a Class 1 Categorical Exemption under the
California Environmental Quality Act.
DIRECT the Community Development Department to FILE a Notice of Exemption with
the County Clerk.
11. FINANCIAL IMPACT
Payments required are to come from the budget of the Health Services Department.

1565 INTERNATIONAL MARKETPLACE, SAN PABLO
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION
Subject to City completion of structural improvements, APPROVE a Sublease, commencing
September 1, 2000, with the Redevelopment Agency of the City of San Pablo for the premises
at 1565 International Marketplace, for occupancy by the Community Services Department,
under the terms and conditions more particularly set forth in said Sublease, and AUTHORIZE
the Director of General Services to EXECUTE said Sublease on behalf of the County; and
DETERMINE that the above project is a California Environmental Quality Act (CEQA) Class 27
Categorical Exemption and DIRECT the Director of Community Development to file a Notice of
Exemption with the County Clerk; and
DIRECT the Director of General Services to arrange for payment of fling fees to the County
Clerk and administrative and processing costs to the Community Development Department.
11. FINANCIAL IMPACT
Payments required are to come from the budget of the Community Services Department.
III. REASONS FOR RECOMMENDATION C BACKGROUND
The San Pablo Redevelopment Agency is responsible for completion of certain of certain
seismic repairs prior to the County occupancy. After the repairs are completed, the site will be
used for child care by the Community Services Department. The Redevelopment Agency of the
City of San Pablo has the master lease for the International Marketplace complex which
includes approximately 7,700 sq. ft. for this child care center. The space has been remodeled to
meet the needs of child care. Other occupants of the complex include P.I.C. One Stop Center,
City Community Center, San Pablo Library and retail establishments. The CEQA Class 27
Categorical Exemption finding is based on leasing a previously unoccupied privately owned
facility in conformance with the City of San Pablo General Ian, Redevelopment Plans and EIR
for the Project area.

Department, under the terms and conditions more particularly set forth in said Lease, and
AUTHORIZE the Director of General Services to EXECUTE said Lease on behalf of the County;
and
DETERMINE that the above project is a California Environmental Quality Act (CEQA) Class 3
Categorical Exemption and DIRECT the Director of Community Development to file a Notice of
Exemption with the County Clerk; and
DIRECT the Director of General Services to arrange for payment of filing fees to the County
Clerk and administrative and processing costs to the Community Development Department.
111. FINANCIAL IMPACT

111. REASONS FOR RECOMME DATION / BACKGROUND
As requested by the Community Services Department; To renew the lease for continued use of
existing Head Start classrooms; and
To provide a ground lease adjacent to the existing classrooms for construction of one new
modular building with two classrooms and a playground. The structure is 1,920 sq. ft. The site
has all necessary public services and facilities, and is not an environmentally sensitive area. Off
street parking has been provided to meet the needs of the facility.
Class 3 Categorical Exemption provides for constructi and oca ' of limited numbers of new,
small facilities or structures.
