FISCAL IMPACT No General Fund impact.Funds for this project will come from FY 2000/01 HOME funds provided to the Contra Costa Consortium through the U.S.Department of Housing and Urban Development. BACKGROUND/REASONS FOR RECOMMENDATIONS On April 25, 2000, the Board of Supervisors approved the allocation of$25,000 in FY 2000/01 Contra Costa Consortium HOME funds to provide operating support to CHDC. CHDC has been designated as a Community Housing Development Organization(CHDO) in accordance with federal regulations governing the HOME program and is, therefore, eligible to receive operating support through HOME. CHDC will utilize the $25,000 in HOME funds to pay for staff and other operating costs incurred in connection with implementation of currently approved Contra Costa HOME-assisted projects sponsored by CHDC including the following: • Parkway Estates-- new construction of 87 single-family homes, including a minimum of 36 units to be affordable to and occupied by low-income first-time homebuyers ($268,000 in HOME funds). • North Richmond Senior Housing Project---new construction of 50 units of multifamily rental housing affordable to and occupied by very-low and lower income senior households ($627,000 in HOME funds). Consortium funds are provided contingent on continued progress in implementing the Parkway and North Richmond Senior Housing projects, CHDC's continued eligibility as a CHDO, and confirmation of adequate resources to cover FY 2000/01 operating costs. HOME funds have previously been awarded to CHDC for CHDO operating support, including $32,000 in FY 1993, $30,000 in FY 1994, $50,000 in FY 1995, $35,000 in FY 1997 and FY 1998, and$25,000 in FY 1999. S .50 per minute for mental health services, as described in the CCHMP Provider Manual, excluding group therapy sessions; b. SS .14 per minute per individual for group therapy sessions, not to exceed 90 minutes per session, as described in the CCHMP Provider Manual; and C . S per minute for medication support services, as described in the CCHMP Provider Manual . FISCU IMPACT: This Contract is funded by State and Federal FFP Medi-Cal Funds . BACK RaLJN17/ n- ON(S) FQR RECON ATIONS: an January 14, 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services Director to contract with the State Department of Mental Health to assume responsibility for Medi-Cal mental health specialty services . Responsibility for outpatient mental health specialty services involves contracts with individual, group and organizational providers to deliver these services . On July 27, 1999, the Board of Supervisors approved Contract #24-939-50 (1) with Battered Women' s Alternatives, for the period from July 1, 1999 through June 30, 2000, for provision of Medi-Cal mental health specialty services . Approval of Contract #24-939-50 (2) will allow the Contractor to continue providing Medi-Cal mental health specialty services, through June 30, 2001 . FISCAL IMPACT• This Contract Amendment Agreement is funded by County Funds. BACRQROUNDIREASON(8) FOR RECOMMENDATION(8) On July 20, 1999, the Board of Supervisors approved Contract #25-009-5 with Contra Costa Crisis Center for the period from July 1, 1999 through June 30, 2000, to provide a 24-hour Homeless Hotline for the homeless shelter programs. During the term of the contract, services were requested as needed by County staff and provided by the Contractor in good faith. Because of an administrative oversight by both parties, the use of the services exceeded the contract payment limit. Approval of Contract Amendment Agreement #25-009-6 will allow Contractor to provide additional services through August 31, 2000.
