RECOMMENDATION 1. Approve the use of City of Concord's bid for a modular classroom building for a "piggyback" contract for Community Services Headstart Programs to purchase a modular classroom building for location at Ambrose Community Center in Baypoint. 2. Authorize the Director of General Services to sign a contract for $183,820 to purchase one modular classroom building from Pacific Program Management,Inc. IL FINANCIAL AND PROGRAMMATIC IMPACT Purchase of a modular classroom through the use of City of Concord's bid reduces the length of time to implement additional programs for Headstart, which allows more children to be enrolled in Headstart classes for which Community Services receives federal funding. III. BACKGROUND Staff from Community Services, General Services, and the Administrator's Departments have been meeting to coordinate the best ways to add Headstart classrooms for which Community Services is currently receiving funding for sites at Davis Park and Ambrose Community. Previous projects ended up taking much longer than planned, and staff wants to expedite the process within appropriate guidelines. Being able to use another public agency's bid process for portable modular classrooms that can be built at the factory and delivered to the sites became the best option for these two sites. While site work and playground equipment also must be provided, the modular building takes the longest time to build. PROTECTION DISTRICT DISPATCH AND BATTALION CHIEF COVERAGE CONTRACT-WEST COUNTY SPECIFIC REOUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: , AUTHORIZE the Fire Chief, Contra Costa County Fire Protection District, to execute a contract with the City of Richmond at an annual cost of$84,108 for the provision of emergency dispatch services and Battalion Chief coverage by the City for the benefit of the Contra Costa County Fire Protection District during the period ending June 30, 2001, (Budgeted) REASONS FOR, REQQMMENDATIONJBACKQRQ ND The City of Richmond provided management services including training, emergency communications and dispatch) to the West County Fire District for over 10 years. Effective July 1, 1994 the West County Fire District was annexed to the Contra Costa County Fire District. Since Contra Costa County Fire became involved in the management of the former West County Fire District, the services provided by the City have been scaled down, however, because of the operational characteristics of the West County portion of the District, it is still necessary to continue to contract for certain services from the City of Richmond. In the meantime, Contra Costa County Fire District is working to transfer the dispatching responsibilities of its two West County Stations from the City of Richmond to its own dispatch center in Pleasant Hill. In addition, Contra Costa County Fire District is exploring alternate methods of providing full-time Chief Officer coverage in the West. Once the above is completed, dependence on the City of Richmond will diminish and the subject contract will terminate. BACKGROUND IEDA has had a long-standing relationship with the County and employee organizations that represent employees of the County. IEDA has represented the County in labor relations matters since 1973. Renewal of this contract would maintain the continuity of services and the long-term knowledge of the inter-workings of the County and it's departments. FISCAL IMPACT There is no significant increase in cost associated with the renewal of this contract through June 30, 2001. REASONS FOR:RECOMNIENDATIONS/BACKGROUND: Effective July 15, 1999, the County executed an amended Purchase Order #88382 with Guardian Security Agency in the amount of $60,000 for security guard services for the period from January 4, 1999 through December 31, 1999. On March 21, 2000, the Board of Supervisors approved an amendment to Purchase Order #88382 with Guardian Security Agency to add funds and extend the term to a new total payment limit of$100,000 for the period from March 31, 2000 through June 30, 2000. The Purchasing Division has recommended that the Community Services Department request Board authorization to increase the payment limit to $124,000 and extend its term through September 30, 2000. This will allow sufficient time to complete the competitive bid and award process required for selection of a new security service provider, so that a Standard Contract will be in place on October 1, 2000. Approval of this request will allow for the continued provision of security guard services at Community Services Department Child Care Centers in West Contra Costa County. FISCAL IMPACT: This would be a no-cost contract extension. This program is funded by AB3229 monies and other revenue budgeted in the Sheriffs 2000-01 budget. This contract requires no new County General Funds. BACKGROUND: On June 15, 1999 the Board of Supervisors authorized the Sheriff to contract with Helicopter Adventures Inc.to support the operations of the law enforcement helicopter program. This contract is for$150,000 for the period July 1, 1999 through June 30, 2000.
