RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency Agreement #39-811-14 with the Contra Costa Community College District in the amount of $828,842 for expanded state preschool program services for the period from July 1, 2000 through June 30, 2001; and, APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency Agreement #39-850-6 with the Contra Costa Community College District in the amount of $138,933 for full-day expanded state preschool program services for the period from July 1, 2000 through June 30, 2001. II. FINANCL&L IMPACT: No County funding is required. The Contra Costa Community College District receives its funding for these services from the California Department of Education. III. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONSIBACKGROUND: The Contra Costa County Community Services Department is the largest child care provider in the County. Funding for the Child Development Division's programs is provided through a combination of direct funding from the California Department of Education and pass-through funding agreements with other agencies in Contra Costa County. Since 1994, the Community Services Department has contracted with the Contra Costa Community College District to administer and operate the District's State Preschool program. This "expanded state preschool program" provides both part day and full day preschool services as well as wholesome, nutritious meals to approximately 350 low-income children across Contra Costa County. Expanded state preschool services are provided by the Community Services Department and six community-based organizations who contract as delegate agencies. Approval of these contracts will allow the County to continue providing quality preschool services to approximately 350 low-income children in Contra Costa County. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: 1. ACCEPT the Family and Children's Trust Committee (FACT) recommendations for FY 2000/2001 funding for contracts from the Childcare Affordability Funds. IL APPROVE AND AUTHORIZE the Employment and Human Services Director, or designee to contract with Contra Costa Child Care Council (#21-535-01) in the amount of$153,135 and with Pittsburg Preschool Coordinating Council (#21-536-01) in the amount of$46,865, for the administration of childcare subsidies for low income, at risk families not eligible for Ca1WOR.Ks childcare for the period July 1, 2000 through June 30, 2001, AND to provide $50,000 for subsidized childcare to foster families who require it to maintain employment. FINANCIAL IMPACT: No additional county cost. The Childcare Affordability Fund revenue is from Transient Occupancy Tax. CHILDREN'S IMPACT STATEMENT: The contracts will support all five of the community outcomes: "Children heady for and Succeeding in School", "Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self Sufficient", "Families that are Safe, Stable and Nurturing", "Communities that are Safe and Provide a High Quality of Life for Children and Families"by availing families of safe affordable childcare and providing subsidies for the childcare. The outcome is a stabilization of the family unit and provision of opportunities for individuals to obtain and maintain unsubsidized employment. BACKGROUND: In February 1997, the Board approved a recommendation from the Family and Human Services Committee that the Family and Children's Trust Committee (FACT) be responsible for establishing yearly priorities for the use of Childcare Affordability Funds and recommend to the Board, the agencies and funding amounts to be supported by the funds. From the FACT analyses following discussions with community providers, agencies and a review of the information on the strategies related to childcare likely to be supported by the Prop 10 funds, is clear that one area of childcare is unlikely to be heavily supported in this County is subsidized childcare for low income, non-CalWORKs families including foster families. FACT believes that subsidized childcare for these families will both benefit the overall development of children and permit parents to continue employment, maintain family functioning and avoid the need of Ca1WOR.Ks and cash aid services. On May 22, 2000, staff to FACT met with the Family and Human Services Committee to-present and discuss these recommendations, which were subsequently approved by that committee. Final plans and specifications provided by Anshen and Allen architects were approved by the Board of Supervisors on May 16, 2000 and an invitation for competitive construction bids was issued May 31, 2000. The architect's estimate of probable construction cost at the time of this solicitation was $14,371,890. However, the approved budget incorporated with the architect's contract indicated an initial construction cost of $15,785,075. Three bids were received on June 29, 2000 with the lowest responsible and responsive bidder being Lathrop Construction, Inc. of Benicia, CA. at a price of $16,128,000. The next lowest bid of $17,828,000 was received from West Coast Contractors, Inc. of Fairfield, CA and the third highest bid from Allen Bender, Inc. of Sacramento came in at $18,328,000. Follow-up research indicates that the booming construction market prevented certain contractors from bidding and reduced competition. Furthermore, the strong economy has depleted the labor supply, with little or no relief in the near future. Therefore, subcontractors submitted higher prices anticipating inevitable wage and material price increases. The lowest price bid is only 2.2% over the construction budget. The Construction Manager and the Architect do not recommend re-bidding the project. The Sheetmetal Workers' International Association submitted a protest letter to the Construction Manager alleging three proposed subcontractors were not qualified to work on public projects. Subsequent review of this protest by County Counsel determined that two of the subcontractors are in good standing with the California Contractors State License Board. The third protested subcontractor met the standard for a responsible subcontractor. The Board authorized a design management contract with O'Brien Kreitzberg for the New Martinez Health Center on June 15, 1999 with provisions for follow-on construction management. This first amendment expands the scope to include comprehensive construction management, inspection, and testing services for the approximate two-year, multi-phase demolition and construction project. REASONS FOR RRCQAfl DATIONS/RACKQR_QM: The County Administrator's Office contracted with O'Brien Kreitzberg on March 3, 1998 to provide project management services for the new Clinical and Public Health Laboratory. At the request of the county O'Brien Kreitzberg's original fee proposal of $ 449,000 did not include the cost of an OSHPD inspector of record (IOR). O'Brien Kreitzberg is now providing IOR services at an additional cost of $611,000. The original contract agreement assumed a construction notice to proceed in August 1998 with substantial completion by October 1999. However, due to delays in state funding and permit approval, construction did not commence until September 1999. Furthermore, the construction schedule was extended from the originally anticipated thirteen months to eighteen months. Therefore, O'Brien Kreitzberg is providing extended project management services for approximately seventeen months at an additional cost of $150,000. On January 18, 2000 the Board of Supervisors approved and authorized the Director of General Services to execute the original consulting services agreement with the Consultant. The agreement provides for the design development phase, construction document phase, bidding phase and contract administration services for the Tenant Improvements at 2366-A Stanwell Circle, Concord for the Department of Agriculture. Effective D to and Parties: Effective August 15,2000, Daniel Rainey,Architect(herein called"Consultant"),a Sole Proprietor,and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows: 2. Purpose: On January 18,2000,the parties entered into a contract entitled"Consulting Services Agreement,"referred to as the"Agreement,"which covers architectural services for Tenant Improvements at 2366-A Stanwell Circle, Concord for Department of Agriculture. The Agreement has previously been amended as follows: First Amendment dated February 1,2000 and Second Amendment dated April 12,2000. The parties desire to further amend the Agreement to expand the scope of service and to increase the payment limit accordingly. 3. Amendments to Agreement: A. In the Agreement,Section I(e),change the Payment Limit,as modified by the First and Second Amendments,from$46,872.91 to$55,772.91, an increase of$8,900.00. This change shall apply to charges from and after May 15,2000. B. In accordance with Section 14 of the Agreement,provide the following extra services: Review requirements for design of water meter test bench equipment,coordinate design work,prepare proposal request,evaluate contractor quotation and perform additional construction administration services. 4.
