SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: AUTHORIZE the Director, Employment & Human Services Department, or his designee, to EXTEND contracts with Contractors listed in Attachment 1 from June 30, 2000 to August 31, 2000 for close-out of Job Training Partnership Act (DTPA)activities with no change in payment limits. FINANCIAL IMPACT: No County Costs. One hundred percent Federal Job Training Partnership Act funds. CHILDREN'S IMPACT STATEMENT: This action will directly support the third outcome, "Families that are Economically Self-Sufficient". Activities under these contracts provided employment opportunities to Job Training Partnership Act participants. Close-out activities will result in the accounting of all DTPA funds in accordance with Federal guidelines. BACKGROUND: On July 27, 1999 (Items C. 92 and C. 93), on August 17, 1999 (Item C. 154), and on September 21, 1999 (Items C. 150 and C. 151) the Board authorized execution of contracts with various service providers to provide services to Job Training Partnership Act (JTPA) clients in Contra Costa County through the One-Stop Career Centers. Congress passed the Workforce Investment Act of 1998 to replace JTPA as the federal workforce development legislation. Extension of the JTPA contracts will enable contractors to conduct close-out activities in accordance with administrative bulletins issued by the Employment & Human Services Department and thus enable the County to submit required grant and program termination reports to the State. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment& Human Services Director, or designee,to Contract (#21-523-01) with Family Wellness Center in the amount of$75,000 for the implementation of a neighborhood community based multi-service family resource center in North Richmond for the period from July 1, 2000 through June 30, 2001. FINANCIAL IMPACT: No County cost. Funded 100%Family and Children's Trust Fund donations and(AB 2994)Birth Certificate funds. CHILDREN'S IMPACT STATEMENT: The contract supports four of the five community outcomes, "Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self Sufficient", "Families that are Safe, Stable and Nurturing", and, "Communities that are Safe and Provide a High Quality of Life for Children and Families" by establishing a community based family resource center providing varied services at one location. BACKGROUND: The Board authorized the issuance of the Request for Proposal (RFP #1052) in February 1999. Funded contracts provided child abuse/neglect prevention and family support services including case management, crisis intervention, parent education, information and referral and services to pregnant and parenting teens and multilingual services to immigrants and limited English speaking families. Based upon the FACT recommendation(s), Family Wellness Center was among those agencies funded by the Board, June 1999. The FACT committee evaluated the performance of the agency's service delivery in meeting proposed outcomes to meet service strategies and priorities in the first year of funding. Based upon program review and site visits, the committee recommends funding the contract for a second year to continue the development of the community based multi-service family resource center. REASONS FOR RECOMMENDATIONS/BACKGROUND: Approval of this contract with Concord Child Care Center will allow the County Head Start program to serve a total of 26 program eligible Head Start children ages 0-5 in a full-day, full year environment at a significantly reduced cost. REASONS FOR RECOMMENDATIONS/BACKGROUND: The CCCCD receives funding from the State to provide state preschool services. Since 1944 the CCCCD has contracted with the County to provide direct preschool services as well as administrative oversight and support to community-based organizations (CBOs) who also provide said services. The above-listed CBOs contract with the County as Expanded State Preschool Delegate Agencies. Approval of these contracts will allow the Community Services Department to continue to provide preschool services for approximately 250 program-eligible children in the communities of Pittsburg, Antioch, Martinez, Richmond, Concord, and Bay Point. ro. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Executive Branch of the Federal government and the National Head Start Program have promised the American public to serve one million children by the year 2001. Traditionally, most Head Start children have been served in part-day, part year programs. With the implementation of Welfare-to-Work measures, these services are no longer fit the needs of low-income populations. In response to the need of Head Start parents and Ca1WORKs participants in the County, the Head Start program has made a commitment in its 1999 - 2001 three year plan to provide Head Start services to enrolled children for twelve hours per day, fifty-two weeks per year. The goal is to provide a total of 3,690,960 hours, an increase of 370 percent using the same budget originally provided for a part-day program. This goal can be achieved through childcare partnerships. The Community Services Department has already initiated a collaborative effort between its Head Start and Child Development Divisions, and currently serves over 200 children. In a further effort to reach underserved and high need areas, Contra Costa County Head Start has initiated contracts with the Greater Richmond Social Services Child Care Program in North Richmond and with the Concord Child Care Center and Cambridge Community Center Child Care programs in Concord. As part of these agreements, a total of 44 children currently enrolled in full-day, year round Child Development programs will be co-enrolled as Head Start children. Effectively, this measure to "unstack classrooms" has freed up slots in County Head Start classrooms in other high need areas such as Bay Point, Pittsburg and Antioch to operate full day, year round services for an additional sixty-four children. With every "unstacking" measure, full day services are available for double the amount of children, who will be served through contracts and existing Head start classrooms. Approval of these contracts with Antioch Partnership for Quality Child Care, Inc. and the YWCA of Contra Costa will allow for contractors' existing part-day State Preschool programs to be extended to full-day services. RECOMMENDER ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency Agreement Amendment #39-811-13 with the Contra Costa Community College District to increase the payment limit by $8,354 to a new contract payment limit of $837,196 for instructional materials and supplies for the expanded state preschool program for the period from July 1, 1999 through June 30, 2000. II. FINANCIAL IMPACT: No County funding is required. The Contra Costa Community College District receives its funding for this Agreement from the California Department of Education. Funding from this Agreement will be added to the Community Services Department's budget via an appropriation adjustment. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On July 20, 1999, the Board approved Interagency Agreement #39-811-11 with the Contra Costa Community College District (College District) for expanded state preschool services. Since then, the California Department of Education (State) has approved supplemental funding for instructional'materials and supplies from Child Care and Development General Fund encumbered but unexpended monies. Approval of this contract will allow the Community Services Department's Child Development Division to purchase developmentally appropriate and curriculum related instructional materials and supplies for approximately 320 children served by the expanded state preschool program.
