FISCAL IMPACT: This Contract is 100% Federally funded. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse prevention program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing substance abuse education and prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGROUND/REASON(S) FOR RECOMMENDATIONS) : This Contract meets the social needs of County's population in that it provides specialized substance abuse treatment and prevention programs so that addicted youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals. On February 15, 2000, the Board of Supervisors approved Contract #24-871-6 (as amended by Administrative Amendment Agreement #24-871-7) with Bi-Betz Corporation for the period from July 1, 1999 through June 30, 2000 (which included a six-month automatic extension through December 31, 2000) for the provision of substance abuse primary prevention services in East County. Approval of Novation Contract #24-871-8 replaces the six-month automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2001. Deutschman) to execute on behalf of the County, Novation Contract #24-872-11 with Bi-Betz Corporation, in the amount of $222,750, to provide perinatal and residential treatment services for women at Wollam House, for the period from July 1, 2000 through June 30, 2001. This Contract includes a six-month automatic extension through December 31, 2001, in the amount of $111,371. FISCAL IMPACT: This Contract is 19.6% Federally funded, 54.4% State funded, and 26% funded by a required County Match and additional County Funds. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides family- centered alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal substance abuse and improve birth outcomes. On January 25, 2000, the Board of Supervisors approved Novation Contract #24-872-7 (as amended by Amendment Agreements #24-872-8, #24-872-9 and #24-872-10) with Bi-Beta Corporation, for the period from July 1, 1999 through June 30, 2000 (which included a six- month automatic extension through December 31, 2000) for the provision of perinatal and residential treatment services for women at its Wollam House. Approval of Novation Contract #24-872-11 replaces the six-month automatic extension under the prior contract, and allows the Contractor to continue providing services through June 30, 2001. FISCAL IMPACT: Funding for this Contract is included in the Department ' s Fiscal Year 2000- 2001 Budget and is funded by Mental Health realignment funding 100% . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of the County' s population in that it provides augmentation of room and board, and twenty-four hour emergency residential care and supervision to eligible mentally disordered clients, who are specifically referred by the Mental Health Program Staff and who are served by County Mental Health Services. Portia Bell Hume Behavioral Health & Training Center is one of the few board and care facilities in the County that is large enough to accommodate the number of beds and the level of care necessary for this project . In October 1999, the County Administrator approved and the Purchasing Services Manager executed Contract #24-681-43 with Portia Bell Hume Behavioral Health & Training Center, for the period from September 1, 1999 through June 30, 2000, for Augmented Board and Care Services for mentally disordered adults, as part of the Department ' s strategy to reduce the County' s patient census in Institutions for the Mentally Diseased (IMD' s) and at Napa State Hospital. Approval of Contract #24-681-43 (1) will allow the contractor to continue providing services through June 30, 2001 . BACKGROUND: On June 20, 2000, the Board authorized the Employment and Human Services Department to execute contracts funded by the Older Americans Act. Among the contracts listed was Ombudsman Services of Centra Costa, Inc., in the amount of$119,942, funded from Title III. In addition, Title VII allows for funding for ombudsman services thereby increasing the Ombudsman Services of Contra Costa, Inc., contract amount from $119,942 to $146,389. Ombudsman Services of Contra Costa, Inc., has a long established history of providing services,to include but not limited to, mediation and conciliation, investigation of physical abuse, and family support services to dependent and elder residents of long term care facilities. BACKGROUND: Ms. Barnes has supplied staff support to the Contra Costa County Advisory Council on Aging since January 1999. She provides assistance to advocacy committees and working groups including, but not limited to, the Housing Committee, Legislative Review Committee, Health/Mental Health Committee, and Long Term Care Committee. The contractor assists committees in development of annual work plans, required reports and implementation of advocacy efforts. The increased contract payment limit reflects an increase in the number of hours Ms. Barnes will be available to the committees.
