Approval of Novation Contract #24-578-15 with Sunrise House, Inc. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to execute on behalf of the County, Novation Contract #24-578-15 with Sunrise House, Inc. , in the amount of $369,708, to provide drug and alcohol programs and residential treatment services, for the period from July 1, 2000 through June 30, 2001. This Contract includes a six-month automatic contract extension through December 31, 2001, in the amount of $184,854. FISCAL IMPACT` This Contract is 64.9% Federally funded and 35. 1% County funded. BACR{ROUNDIREASONtS) FOR RECOMMENDATION(S) : This Contract meets the social needs of the County's population in that addicted individuals are provided the opportunity to recover from the effects of alcohol and other drug use and become self sufficient individuals who can contribute to their families and communities as clean and sober individuals. On October 5, 1999, the Board of Supervisors approved Novation Contract #24-578-13 (as amended by Administrative Amendment Agreement #24-578-14) for the period from July 1, 1999 through June 30, 2000 (which included provisions for a six-month automatic extension through December 31, 2000) for the provision of drug and alcohol programs and residential treatment services. Approval of Novation Contract #24-578-15 replaces the six-month automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2001. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Chuck. Deutschman) to execute on behalf of the County, Novation Contract #24-243-32 with REACH Project, Inc. , in the amount of $155,787, to provide drug abuse prevention and treatment services, for the period from July 1, 2000 through June 30, 2001. FISCAL IMPACT: This Contract is 82% Federally funded and 18% County funded. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse prevention and treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGROUNDZREASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides specialized substance abuse treatment and prevention programs so that addicted youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals. On January 25, 2000, the Board of Supervisors approved Novation Contract #24-243-30 (as amended by Administrative Amendment Agreement #24-243-31) with REACH Project, Inc. for the period from July 1, 1999 through June 30, 2000 (which included a six-month automatic extension through December 31, 2000) for the provision of substance abuse services. Approval of Novation Contract #24-243-32 replaces the six-month automatic extension under the prior Contract, and allows the Contractor to continue providing services through June 30, 2001. Approve and authorize the Health Services Director, or his designee (Frank Puglisi) , to execute on behalf of the County, Contract Amendment Agreement #26-358-2 , effective June 1, 2000, to amend Contract #26-368-1 with Zisan Fu (dba Passenger Transportation Services) , to remedy the mutual mistake of the County and Contractor and to accurately reflect the intent of the parties . FISCAL IMPACT: This Amendment will increase the Contract Payment Limit by $63,391 from $30, 000 to a new Contract Total Payment Limit of $93,391 . Funding for this contract is included in the Department ' s Enterprise I Budget . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : Can June 6, 2000, the Board of Supervisors approved Contract #26-368-1 with Zisan Fu (dba Passenger Transportation Services) , for the period from June 1, 2000 through May 31, 2001, to provide fixed route van transportation services between the Contra Costa Regional Medical Center and Alhambra High School parking lot . Due to the mutual mistake of the parties, the Contract did not accurately reflect the oral agreement between parties, of which Contractor agreed to provide additional transportation services on Tuesday and Thursday for the County' s Orthopedic Clinic, in addition to its regularly scheduled three (3) hour transportation services from 9 : 30 p.m. through 12 :30 a.m. , Monday through Friday, effective June 1, 2000 . Approval of this Contract Amendment Agreement #26-368-2 will reform the Contract, to make the formal Contract consistent with the oral agreement, and allow the Contractor to continue providing services through May 31, 2001 . BACKGROUND/REASON(S)-FOR RECOMMENDATION(S) : This Contract meets the social needs of the County' s population in that it provides augmentation of room and board, and twenty-four hour emergency residential care and supervision to eligible mentally disordered clients, who are specifically referred by the Mental Health Program Staff and who are served by County Mental Health Services . In October 1999, the County Administrator approved and the Purchasing Services Manager executed Contract #24-681-28 (6) , with Lynda Walton (dba St . John' s Board and Care Home) , for the period from December 1, 1999 through June 30, 2000, for the provision of augmented board and care services for County-referred mentally disordered clients. Approval of Contract #24-681-28 (7) will allow the Contractor to continue providing services through June 20, 2001 . This Contract includes a six- month automatic extension through December 31, 2001, in the amount of $8, 720. FISCAL IMPACT: This Contract is County funded. Approval of this agreement, in the amount of $17, 440, includes a six-month automatic extension in the amount of $8, 720, will result in a cumulative total in excess of $25, 000, and therefore, Board of supervisors approval is required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On August 17, 1999, the Board of supervisors approved Novation Contract #24-814-5 (as amended by Administrative Amendment Agreement #24-814-6) for the period from July 1, 1999 through June 30, 2000 with Bi-Bett Corporation (which included a six-month automatic extension through December 31, 2000) to provide a vocational training program at its Diablo Valley Manch facility.
