RECOMMENDATIONCS) :
Approve and authorize the Health Services Director or his designee (Donna Wigand) to
execute on behalf of the County, Novation Contract #74-038-1 with FamiliesFirst, Inc. , for
the period from July 1, 2000 through June 30, 2001, in the amount of $350,400, for the
provision of a Shelter Program for emergency placement of Seriously Emotionally Disturbed
(SED) children at County's Rose Manning Youth Center.
FISCAL IMPACT:
This Contract is funded as follows:
$162,410 Federal Medi-Cal Revenue (FFP)
152,950 State EPSDT
35.040 Employment and Human Services Department
$350,400 Total Contract: Payment Limit
CHILDREN'S IMPACT STATEMENT:
This Mental Health Program will support the following Board of Supervisors' community
outcomes: "Children Ready For and Succeeding in School,' , "Families that are Safe, Stable,
and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families". Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment
Scale (CAFAS) and placement at discharge at a lower level of care.
BACKGROUND/REASON(S) FOR RECOMMENDATIONCS)_:
This Contract meets the social needs of County's population in that it provides an
emergency placement facility for SED children with emotional and behavioral problems to
keep these children in the community and out of State hospitals. Rose Manning Youth
Center, operated by FamiliesFirst, Inc. , is the only facility equipped to handle children
with this level of mental health and behavioral problems.
On May 16, 2000, the Board of Supervisors approved Contract #74-038 with FamiliesFirst,
Inc. for the period from March 1, 2000 through June 30, 2000 (which included a six-month
automatic extension through December 31, 2000) for the provision of an emergency placement
shelter program, including intensive day treatment, medication support, and mental health
services at the Rose Manning Youth Center.
Approval of Novation Contract #74-038-1 replaces the automatic extension under the prior
Contract and will allow the Contractor to continue providing services through June 30,
2001.

CHILDREN'S IMPACT STATEMENT:
This Mental Health Day Treatment Program supports the following Board of

that are Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and

On September 21, 1999, the Board of Supervisors approved Contract #24-778-7
with FamiliesFirst, Inc. , for the period from July 1, 1999 through June 30,
2000 for the provision of Intensive Day Treatment and Mental Health Services
for Seriously Emotionally Disturbed (SED) Children at Mt. Diablo High
School.
Approval of Contract #24-778-8 will allow the Contractor to continue
providing services through June 30, 2001.

FINANCIAL IMPACT:
Funding for this contract is included in the Health Services

REASONS FOR RECOMMENDATIONS/BACKGROUND:
For several years the County has contracted with registries to
provide temporary licensed medical personnel to assist the Hospital
and Health Centers during peak loads, temporary absences and
emergency situations .
On August 18, 1995, the Board of Supervisors approved Contract #26-
337-1 with Social Work Temps, Inc . , for the provision of temporary
social workers, to ensure appropriate care for patients at Contra
Costa Regional Medical Center and Contra Costa Health Centers .
Approval of Contract #26-337-2 will allow the Contractor to continue
providing services through July 31, 2001.

$491,438, for the provision of Substance Abuse Primary Prevention Program services.
FISCAL IMPACT:
This Contract is Federally funded.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of
Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe
and Provide a High Quality of Life for Children and Families" community outcomes by
providing individual, group, and family counseling; substance abuse education;
rehabilitation support services; and substance abuse prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of
alcohol, tobacco and other drugs; increased use of community-based resources; and increased
school and community support for youth and parents in recovery.
BACKGROUND/REASON(S) FOR--RECOMMENDATION(S)_:
This Contract meets the social needs of County's population in that it provides specialized
substance abuse treatment and prevention programs so that addicted youth are provided an
opportunity to prevent or recover from the effects of alcohol or other drug use, become
self sufficient, and return to their families as productive individuals.
On January 18, 2000, the Board of Supervisors approved Novation Contract #24-259-35 (as
amended by Administrative Amendment Agreement #24- 259-36) for the period from July 1, 1999
through June 30, 2000 (which included a six-month automatic extension through December 31,
2000) for the provision of substance abuse primary prevention services.
Approval of Novation Contract #24-259-37 replaces the six-month automatic extension under
the prior Contract, and allows the Contractor to continue providing services through June
30, 2001.
