Approval of Novation Contract #24-722--57 with Bi-Sett Corporation
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Novation
Contract #24-722--57 with Bi-Rett Corporation, in the amount of
$471, 214 to provide substance abuse program services, for the period
from July 1, 2000 through June 30, 2001. This Contract includes a
six-month automatic contract extension through December 31, 2001,
in the amount of $235, 507 .
FISCAL IMPACT
This Contract is 71. 1% Federally funded and 28. 9% County funded.
BACRGROUNDIREASON(S) FOR RECOMMENDATION(S) :
On August 17, 1999, the Board of Supervisors approved Novation
Contract 124-722-55 (as amended by Administrative Amendment
#24-722-56) with Bi-Kett Corporation, for the period from July 1,
1999 through June 30, 2000 (which included a six-month automatic
extension through December 31, 2000) to provide residential
substance abuse program services at its Diablo Valley Ranch
facility.
Approval of Novation Contract #24-722-57 replaces the six-month
automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2001.

RECON413NDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt
Camhi) , to execute on behalf of the County, Contract #27-289-3 with Wen-
Hsiung 'Tsai, M.D. , for the period from September 1, 2000 through August 31,
2001, in an amount not to exceed $50, 000, for the provision of professional
OB/GYN services for the Contra Costa Health Plan.
FISCAL IMPACT•
This Contract is funded by Contra Costa_ Health Plan (Health Plan) member
premiums. Costs depend upon utilization. As appropriate, patients and/or
third party payors will be billed for services .
BACKGROUND/REASON(S) FOR RECONHWIDATION(S)
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of their
Individual and Group Health Plan membership contracts with the County.
On September 28, 1999, the Board of Supervisors approved Contract #27-289-2
with Wen-Hsiung Tsai., M.D. , for the period from September 1, 1999 through
August 31, 2000 .
Approval of Contract #27-289-3 will allow the Contractor to continue to
provide professional OB/GYN services to Contra Costa Health Plan members,
through August 31, 2001 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
('Frank Puglisi, Jr. ) , to execute, on behalf of the County, Contract
#26-379-1 with Fernando Garcia (dba Life Saver Education) for the
period from August 1, 2000 through July 31, 2001, in the amount of
$30, 000, for instruction of Cardiopulmonary Resuscitation (CPR) courses
for selected Contra Costa Regional Medical Center staff .
FINANCIAL IMPACT:
Funding for this Contract is included in the Health Services
Department ' s Enterprise I budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On September 28, 1999, the Board of Supervisors approved Contract #26-
379 with Fernando Garcia dba Life Saver Education for the provision of
instruction of American Heart Association-approved CPR courses
including, but not limited to, Basic Life Support, Advanced Cardiac
Life Support and Advanced Pediatric Cardiac Life Support Courses for
Contra Costa Regional Medical Center staff, through July 31, 2000 .
Approval of Contract #26-379-1 will allow the Contractor to continue
to provide services through July 31, 2001.

services .
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Ulan member premiums . Costs

BACKGRO TEM/REASON(S) FOR RECOMMENDATION S) :
The Contra Costa Health Plan (Health Plan) has an obligation to provide
professional psychiatric services for Health Plan members with mental
health therapy services as a covered benefit . This population includes
Medi-Cal, Medicare, and Commercial members enrolled in the Health Plan.
Approval of Contract #27-=270--5 will allow this Contractor to provide
professional outpatient psychotherapy services, through June 30, 2001 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director to execute on
behalf of the County, Contract #23-277-1 with Martha McGhee, in
the amount of $50, 000, for the period from August 1, 2000 through
July 31, 2001, for provision of consultation and technical
assistance to the Department' s Patient Accounting Director.
FINANCIAL IMPACT:
Funding for this Contract is included in the Department' s
Enterprise I budget .
REASONS FOR RECOMMENDATIONSIBACKGROUND:
In February, 2000, the County Administrator approved and the
Purchasing Services Manager executed Contract #23-277 with Martha
McGhee, for the period from February 1, 2000 through July 31,
2000, to provide consultation and technical assistance to the
Department' s Patient Accounting Director.
Approval of Contract #23-277-1 will allow the Contractor to
continue providing assistance to the Patient Accounting Director
including, but not limited to, ensuring compliance with Federal
billing regulations, reviewing accounts receivable processes, and
training staff with regard to proper billing procedures, through
July 31, 2001 .
