a. Approve and authorize the Health Services Director or his designee (Donna M. Wigand)
to execute on behalf of the County, Emergency Residential Care Placement Agreement
#24-086-122 with Lynda Walton (dba St. John's Hoard & Care) , for the period from
June 7, 2000 through June 30, 2001, to provide emergency residential care to
mentally disturbed adults who are potentially eligible for SSI/SSP, in an amount not
to exceed $847 per client per month through December 31, 2000, and in an amount not
to exceed $890 per client per month beginning January 1, 2001; and
b. Authorize the Auditor-Controller to pay an amount not to exceed $174 per month
through December 31, 2000, and an amount not to exceed $189 per month beginning
January 1, 2001, to clients who are placed in the board and care facilities under
said Emergency Residential Care Placement Agreements for incidental expenses and
personal needs.
FISCAL IMPACT:
Under this program, the County pays the State-established rates for the residential care
of mental health clients who are not vet receiving SSI/SSP (but who are potentially
eligible and have made formal application to the Social Security Administration for
SSI/SSP) , contingent upon the client's signing an agreement with the County to reimburse
the County from the SSI/SSP money, once it is finally granted by the federal government
(usually 3 to 6 months retroactively back to the month of application) .
For those mental health clients who are not granted SSI/SSP (i.e. , are found ineligible) ,
the County covers the residential care payments to the facility operators through the
County's established Mental Health Program Funding. Initially, ten to twenty percent of
the clients are found ineligible by the Federal Social Security Administration, depending
on changes in Federal guidelines, and then some of these are ultimately found eligible
through appeal processes.
BACKGROUND/RRASON(S) FOR RZCObQ1SNAATION_(8) :
For several years, the County's Mental Health Adult Services Program has used these
Agreements as an interim financing mechanism to facilitate the residential care of mentally
disabled clients and movement of clients, who are deemed eligible for SSI/SSP, from State
or local inpatient facilities to community-based facilities. This Program provides
residential care for 40 to 50 clients per year.
Under Emergency Residential Care Placement Agreement #24-086-122 Contractor will provide
emergency residential care to mentally disturbed adults who are potentially eligible for
SSI/SSP, through June 30, 2001.

Approve and authorize the Health Services Director, or his designee (Donna
Wigand), to execute on behalf of the County, Contract #24-939-47 (3) with
Family Stress Center, for the period from July 1, 2000 through June 30,
2001, to provide Medi-Cal mental health specialty services, to be paid as
set forth below:
a. $ .50 -- per minute for mental health services, as described in
the CCHMP Provider Manual, excluding group therapy sessions;
b. $ .14 per minute per individual for group therapy sessions, not
to exceed 90 minutes per session, as described in the CCHMP
Provider Manual ; and
C. $_ 1.Oa per minute for medication support services, as described
in the CCHMP Provider Manual .
FISCAL TM :
This Contract is funded by State and Federal FFP Medi-Cal Funds .
A&CKQRQ=/RHMQN(S) FOR RRIONS:
On January 14, 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director to contract with the State
Department of Mental Health to assume responsibility for Medi-Cal mental
health specialty services . Responsibility for outpatient mental health
specialty services involves contracts with individual, group and
organizational providers to deliver these services .
On June 22, 1999, the Board of Supervisors approved Contract #24-939-47 (2)
with Family Stress Center, for the period from July 1, 1999 through June 30,
2000, for provision of Medi-Cal mental health specialty services.
Approval of Contract #24-939-47 (3) will allow the Contractor to continue
providing Medi-Cal mental health specialty services, through June 30, 2001.

Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-754-36 with Alcohol and Drug Abuse
Council of Contra Costa, Inc. , in the amount of $95,002, to provide primary prevention
services, including "Friday Night Live" and "Club Live" , for the period from July 1, 2000
through June 30, 2001.
FISCAL IMPACT:
This Contract is 70% Federally funded and 30% State and SB920/921 funded.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention program supports the Board of Supervisors' "Families
that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High
Quality of Life for Children and Families" community outcomes by providing substance abuse
education and prevention services. Expected outcomes include increased knowledge about
the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use
of community-based resources; and increased school and community support for youth and
parents in recovery.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides drug-free
and alcohol-free alternative youth activities.
On January 25, 2000, the Board of Supervisors approved Novation Contract #24-754-34 (as
amended by Administrative Amendment Agreement 24-754-35) for the period from July 1, 1999
through June 30, 2000 (which included a six-month automatic extension through December 31,
2000) for the provision of primary prevention services, including "Friday Night Live" and
„Club Live" .
Approval of Novation Contract #24-754-36 replaces the six-month automatic extension under
the prior Contract and allows the Contractor to continue providing services through June
30, 2001.

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-806-10 with New Connections, Inc. ,
in the amount of $169,042, to provide alcohol and drug abuse prevention, intervention, and
treatment services in East County, for the period from July 1, 2000 through June 30, 2001.
FISCAL IMPACT:
This Contract is 66% by Federally funded, 16% State funded, and 18% County funded.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of
Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe
and Provide a High Quality of Life for Children and Families" community outcomes by
providing individual, group, and family counseling; substance abuse education;
rehabilitation support services; and substance abuse prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of
alcohol, tobacco and other drugs; increased use of community-based resources; and increased
school and community support for youth and parents in recovery.
BACKGROUNDZREASONtS) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides specialized
substance abuse treatment and prevention programs so that addicted youth are provided an
opportunity to prevent or recover from the effects of alcohol or other drug use, become
self sufficient, and return to their families as productive individuals.
On January 25, 2000, the Board of Supervisors approved Novation Contract #24. 806-8 (as
amended by Administrative Amendment Agreement #24-806-9) with New Connections, Inc. , for
the period from July 1, 1999 through June 30, 2000 (which included a six-month automatic
extension through December 31, 2001) for the provision of substance abuse prevention,

Approval of Novation Contract #24-806-10 replaces the six-month automatic extension under
the prior Contract, and allows the Contractor to continue providing services through June

RECOMMENDED ACTION:
Approve and authorize the Health Services Director to execute on
behalf of the County, Contract Amendment Agreement #23-267--1 with
Epstein Becker & Green, effective May 1, 2000, to amend Contract
#23-267, to increase the Contract payment limit by $50, 000, from
$50, 000 to a new total of $100, 000 .
FINANCIAL IMPACT:
Funding for this Contract is included in the Department' s Enterprise
I budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On November 16, 1999, the Board of Supervisors approved Contract
#23-267 with Epstein Becker & Green, for the period from December 1,
1999 through November 30, 2000, to provide the Department with
temporary specialized legal services regarding Managed Care issues,
including the Medi-Cal Local Initiative Health Plan contract .
Approval of Contract Amendment Agreement #23-267--1 will allow the
Contractor to provide additional hours of service through November
30, 2000 .

$240, 612 to provide substance abuse treatment services for women at
Ozanam Center in Concord, for the period from July 1, 2000 through
June 30, 2001. This Contract includes a six-month automatic
extension through December 31, 2001, in the amount of $120,306.

This Contract is 73 . 6% Federally funded and 26 . 4% County funded.
BACKGROMMTREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that
it provides alcohol and drug treatment services to women in order
to prevent substance abuse and improve birth outcomes.
On January 18, 2000, the Board of Supervisors approved Novation
Contract #24-582-13 (as amended by Administrative Amendment
Agreement #24-582--14) with Bi-Rett Corporation for the period from
July 1, 1999 through June. 30, 2000 (which included a six-month
automatic extension through December 31, 2000) for the provision of
substance abuse treatment services for women at the Ozanam Center.
Approval of Novation Contract #24-582-15 replaces the six-month
automatic extension under the prior Contract, and allows the
Contractor to continue providing services through June 30, 2001.
