RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) , to execute on behalf of the County, Contract #24-681-20 (3) with
Fred Williams (dba William' s Board and Care) , in the amount of $28,800, for
the period from July 1, 2000 through June 30, 2001, for provision of
augmented board and care services for County-referred mentally disordered
clients .
FISCAL IMPACT:
Funding for this Contract is included in the Department ' s Fiscal year 2000-
2001 Budget and is funded by Mental Health Realignment funding 10016 ,
BACKGROUND/REASON(S) FOR RECOMMENDATIONCSI-:
This Contract meets the social needs of the County' s population in that it
provides augmentation of room and board, and twenty-four hour emergency
residential care and supervision to eligible mentally disordered clients,
who are specifically referred by the Mental Health Program Staff and who
are served by County Mental Health Services . Fred Williams (dba William' s
Board and Care) is one of the few board and care facilities in the County
that is large enough to accommodate the number of beds and the level of
care necessary for this project .
In September 21, 1999, the Board of Supervisors approved Contract #24-681-
20 (2) with Fred Williams (dba William' s Board and Care) , for the period
from July 1, 1999 through June 30, 2000, for Augmented Board and Care
Services for mentally disordered adults, as part of the Department ' s
strategy to reduce the County' s patient census in Institutions for the
Mentally Diseased (IMD' s) and at Napa State Hospital .
Approval of Contract #24-681-20 (3) will allow the contractor to continue
providing services through June 30, 2001 .

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S)_:
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
#23-158-12 with Battered Women's Alternatives, for the period from
July 1, 2000 through June 30, 2001, in the amount of $174, 816, for
the provision of shelter services for battered women and their
children.
FISCAL IMPACT:
This Contract is included in the Health Services Department's budget
and is funded by County discretionary funds and a $25. 00 fee per
marriage license issued by Contra Costa County.
CHILDREN'S IMPACT STATEMENT:
This Contract supports the following Board of Supervisors' community
outcomes: "Families that are safe, stable, and nurturing" ; and
"Communities that are safe and provide a high quality of life for
children and families" . Expected program outcomes include a safe
environment where victims of domestic violence can receive
appropriate support and follow-up services.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it provides crisis support to women and children who are victims of
family and domestic violence and counseling to perpetrators of
domestic violence.
On July 27 , 1999, the Board of Supervisors approved Contract
#23-158-10 (as amended by Administrative Amendment Agreement
#23-158-11) with Battered Women' s Alternatives, for the provision
of shelter services for battered women and their children, for the
period from July 1, 1999 through June 30, 2000.
Approval of Contract #23- 158-12 will allow the Contractor to
continue providing services through June 30, 2001.

Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract Amendment Agreement
#24-728-67 with Rubicon Programs, Inc. , effective May 1, 2000, to amend
Contract #24-728-65, (as amended by Administrative Amendment Agreement
#24-728-66) to increase the Payment Limit by $47, 988, from $1, 015,010 to a
new total contract payment limit of $1, 062, 998.

On January 11, 2000, the Board of Supervisors approved Contract #24-728-65
(as amended by Administrative Amendment Agreement #24-Y728-66) with Rubicon
Programs, Inc. , for the period from July 1, 1999 through June 30, 2000,
(which included an automatic extension through December 31, 2000) for the
provision of mental health program services for mentally disturbed adults
in West County.
Approval of Contract Amendment Agreement #24-728-67 will allow the
Contractor to provide additional services through June 30, 2000.

STATE M- ENT QE NEED FOR REMOAMM CT:
Since July 1, 1999, Rubicon programs,Inc.,has continued to provide administrative
services for vocational programs,independent liviM money management and Medi-Cal
day rehabilitation services under the current contract,Fiscal Year 99-00. After careful
evaluation of the work plan for the contract,and in consultation with the Vocational
Services Coordinator for Mental Health,it was determined that the mental health clients
served by this contract would be best served by providing more mental health day
treatment services,which would include pre-vocational preparation of the client. These
added mental health day treatment services would prepare clients to move on to
vocational programs more effectively. Through an oral agreement with the Mental
Health Divudon,Contractor began to provide these added mental health day treatment
services to Contra Costa mental health clients.
Therefore,retroactive approval of this contract amendment to add funds for more mental
health day treatment services is required in order for Contractor to continue to provide
these services. Approval of this request for)retroactive contract will result in a total
payment limit of$1,062,998.
BENEE'T_T GE COCA COSTA CULT=:
Approval of this retroactive contract amendment will allow for provision of additional
mental health day treatment services for Contra Costa mental health clierns served by this
Contractor. Mental health day treatment is fully reimbursable to Contra Costa County
under State Medi-Cal provisions.

RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-913-6 with REACH Project, Inc. in
the amount of $47,778, to provide alcohol and drug abuse prevention services and outpatient
treatment services in Brentwood and Oakley, for the period from July 1, 2000 through June
30, 2001.
FISCAL IMPACT:
This Contract is Federally funded.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of
Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe
and Provide a High Quality of Life for Children and Families" community outcomes by
providing individual, group, and family counseling; substance abuse education;
rehabilitation support services; and substance abuse prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of
alcohol, tobacco and other drugs; increased use of community-based resources; and increased
school and community support for youth and parents in recovery.
BACKGROUNDZREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides specialized
substance abuse treatment and prevention programs so that addicted youth are provided an
opportunity to prevent or recover from the effects of alcohol or other drug use, become
self sufficient, and return to their families as productive individuals.
On January 25, 2000, the Board of Supervisors approved Contract #24-913-4 (as amended by
Administrative Amendment Agreement #24-913-5) with REACH Project, Inc. , for the period from
July 1, 1999 through June 30, 2000, which included a six-month automatic extension through
December 31, 2000, for the provision of outpatient substance abuse treatment services in
Brentwood and Oakley.
Approval of Novation Contract #24-913-6 replaces the six-month automatic extension under
the prior Contract, and allows the Contractor to continue providing services through June
30, 2001.

the provision of detoxification services at the Shennum Center.
This Contract includes a six-month automatic contract extension
through December 31, 2001, in the amount of $229, 220.
FISCAL IMPACT:
This Contract is 29.4% Federally funded, 6. 4% State funded, and
64.2% County funded.
BACKGROMIREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of the County' s population in
that addicted residents, 18 years of age and older, are provided the
opportunity to recover from the effects of alcohol and other drug
use, become self sufficient, and to contribute to their families and
communities as clean and sober individuals.
On September 21, 1999, the Board of Supervisors approved Novation
Contract #24-876-6 (as amended by Administrative Amendment Agreement
#24-876-7) with Bi-Rett Corporation for the period from July 1, 1999
through June 30, 2000 (which included provision for a six-month
automatic contract extension through December 31, 2000) for the
provision of alcohol and drug program services for County' s clients
at its Shennum Center.
Approval of Novation Contract #24-876-8 replaces the six-month
automatic contract extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2001.

$196, 207, to provide detoxification services at the East County
Community Detoxification Center, for the period from July 1, 2000
through June 30, 2001. This Contract includes a six-month automatic
extension through December 31, 2001, in the amount of $98, 104.
FISCAL IMPACT:
This Contract is 53 . 5% Federally funded, 8 . 8% State funded, and
37 . 7% County funded.
BACKGROUNDIREASON(S) FOR RECOMMENDATIONtS) :
This Contract meets the social needs of the County' s population in
that addicted individuals are provided the opportunity to recover
from the effects of alcohol and other drug use and become self
sufficient individuals who can contribute to their families and
communities as clean and sober individuals.
On October 5, 1999, the Board of Supervisors approved Novation
Contract #24-873-6 (as amended by Administrative Amendment Agreement
#24-873-7) with Bi-Beit Corporation, for the period from July 1,
1999 through June 30, 2000 (which included a six-month automatic
extension through December 31, 2000) for the provision of
detoxification services at its East County Community Detoxication
Center.
Approval of Novation Contract #24-873-8 replaces the six-month
automatic contract extension under the prior Contract, and allows
the Contractor to continue providing services through June 30, 2001.
