REASONS FOR RECOMMENDATIONfBACKGROUND: The County has qualified for two incentive programs administered by Las Angeles County on behalf of the State of California to promote the use of crumb rubber from scrap tires in roadway paving. The funds are to be used to offset the costs of pavement deflection testing and quality assurance and control inspections. IV. CONSEQUENCES OF NEGATIVE ACTION: Ey not approving the agreement the County would not receive the $15,000 grant.
