RECOMMENDATIONS
ADOPT the recommendation of the Pacheco Municipal Advisory Council (PMAC) and
SUPPORT the application to the State Department of Alcoholic Beverage Control (ABC)
for an Off-Sale liquor license at the 7-Eleven, Inc. business at 5844 Pacheco Boulevard
in the Pacheco/Martinez area and DETERMINE that public convenience or necessity
will be served.

BACKCROUND1REASONS FOR RECOMMENDATIONS
On September 19, 1995, the Board of Supervisors approved a process when
determining a finding of public convenience or necessity for liquor license applicants in
areas of undue concentration within unincorporated Contra Costa County. The
application form used by the Community Development Department in this process
requires consistency with the general plan and zoning on the parcel, as well as
signatures from the local Municipal Advisory Council and/or other advisory bodies.
On April 12, 2000, the Pacheco Municipal Advisory Council (PMAC) heard a proposal
by Southland Corporation to sell beer and wine at their 7-Eleven, Inc. store at 5844
Pacheco Boulevard in the Pacheco/Martinez area. This proposal was supported by the
PMAC. A copy of the form, approved by the PMAC, accompanies this Board Order
(See Attachment 1). The County Sheriff, Special Investigation Unit remained neutral
during the application process (See Attachment 2). The County Substance Abuse
Advisory Board has remained silent during the application process.
Staff recommends the Board make the finding of public convenience for Southland
Corporation, 7-Eleven, Inc. at 5844 Pacheco Boulevard in Pacheco, California.
