Reasons for Recommendations and Background: The Bay Area Stormwater Management Agencies Association (BASMAA) is composed of six major stormwater programs in the Bay Area include Contra Costa, Alameda, Santa Clara, San Mateo, City and County of San Francisco and Marin Counties. Public education is one of the most effective tools in combating stormwater pollution. Bay Area Stormwater Management Agencies Association (BASMAA) members individually have National Pollutant Discharge Elimination System (NPDES) Permits for stormwater discharges which requires as a "Best Management Practice" (BMP) public education activities. Bay Area Stormwater Management Agencies Association decided a multi-media regional advertising campaign was the most cost effective means of reaching the public for each agency. The purpose is to collectively join together and pool resources for an effective public information campaign. This contract is for a multi-media campaign totaling approximately$365,000. All expenses shall be born by Bay Area Stormwater Management Agencies Association. IV Consequences of Negative Action: If the consulting services agreement with O'Rorke Public Relations &Advertising is not approved then the Bay Area Stormwater Management Agencies may have to individually finance a multi-media campaign which would be more costly to Contra Costa Clean Water Program's twenty-one (21) participating agencies. Project No. 0929-5X7070 Page -2- Ill. Reasons for Recommendations and Background: The Contra Costa Clean Water Program has been receiving funds from the California Integrated Waste Management Board's Used Oil Recycling Block Grant Program for the past several years. The purpose of the grant is to provide funds to the cities and County to implement used oil collection programs that encourages recycling or appropriate disposal of used oil. The three primary activities during the past several years has been the certification of used oil recycling centers, a school education program targeted to elementary and high school students and a public education program promoting used oil recycling activities to the general public. The response to the Program has been positive and the activities will be expanded in the 2000/20001 fiscal year. The grant will total approximately$101,485 during the 12-month period commencing July 1, 2000 and ending June 30, 2001. The consultant will be primarily responsible for the implementation of all grant program activities. The Management Committee of the Contra Costa Clean Water Program has unanimously recommended the Board of Supervisors continue its contract with Matthew Bolender due to his past exemplary performance. IV. Consequences of Negative Action: Should the Board of Supervisors fail to approve this consulting services agreement, funding for public educational programs will be lost.
