Approve and authorize the Health Services Director to execute on
behalf of the County, Contract #22-539-7 with William H. Alton, for
the period from July 1, 2000 through June 30, 2001, in the amount
of $44, 200, for consultation and technical assistance with regard
to risk management and prevention programs for facilities handling
acutely hazardous materials.
FISCAL IMPACT:
This Contract is 100% funded by the Accidental Release Prevention
(ARP) Program Fees and is included in the Health Services
Department ' s Budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On June 22, 1999, the Board of Supervisors approved Contract
#22-539-6 with William H. Alton, for the period from July 1, 1999
through June 30, 2000, to provide consultation and technical
assistance to the Department with regard to risk management and
prevention programs for petroleum refining and chemical
manufacturing facilities handling acutely hazardous materials .
Approval of Contract #22-539-7 will allow the Contractor to continue
providing services through June 30, 2001 .

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S)_:
Approve and authorize the Health Services Director or his designee (Milt
Camhi) to execute on behalf of the County, Contract #27-358-2 with River
Counseling Center, for the period from May 1, 2000 through April 30, 2001,
for the provision of professional outpatient psychotherapy services, to be
paid as follows:
a. $50.00 per individual, couples, or family therapy session;
b. $45.00 per individual, couples, or family therapy session,
after ten (10) sessions;
c. $25.00 per individual in a group therapy session; and
d. $90.00 per month for case management which shall include a
minimum of two (2) client contacts per month.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums. Costs
depend upon utilization. As appropriate, patients and/or third party payors
will be billed for services.
BACKGROUNDLREASON(S) FOR RECOMMENDATION(S) :
The Contra Costa Health Plan (Health Plan) has an obligation to provide
professional outpatient psychotherapy services for Health Plan members with
mental health therapy services as a covered benefit. This population
includes Medi-Cal, Medicare, and Commercial members enrolled in the Health
Plan.
On June 22 , 1999, the Board of Supervisors approved Contract #27-358-1 with
River Counseling Center for the provision of professional outpatient
psychotherapy services for the period from May 1, 1999 through April 30,
2000.
Approval of Contract #27-368-2 will allow the Contractor to continue
providing professional outpatient psychotherapy services through April 30,
2001.

SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to contract with Moss Beach Homes, Inc. (21-364-3) in the amount of$190,000, for East
County receiving center services, for the period from July 1, 2000 through June 30, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Moss Beach Homes, Inc. (21-364-3) in the amount of$190,000, for East County receiving center services,
for the period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
County Cost will be $57,000 (30 percent), with State funding (70 percent) covering remaining contract costs.
CHILDREN'S IMPACT STATEMENT:
Receiving centers support four of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families
that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families." Receiving centers provide a safe, child friendly place in the community for children
who have been removed from their homes. They help meet children's food, clothing, shelter, medical and
mental health care needs, while limiting disruption in school.
BACKGROUND:
The Board last approved a contract with Moss Beach for receiving center services on July 20, 1999. This
contract will extend these services through fiscal year 2000-2001.
Moss Beach has operated the Antioch Receiving Center since 1997, one of three centers maintained by the
Employment and Human Services Department. The receiving centers provide shelter, food, toys, clothing,
public health nurses, medical referrals as part of a continuum of care for children. Receiving centers serve
children who have been removed from their homes and allow Employment and Human Services to increase
the number of children who can safely return to their families or relatives without going to emergency foster
care. By providing time for family assessment, the centers reduce the number of disruptive placements to
which a child is subjected.
Last year, the Antioch Receiving Center received in-kind donations totaling nearly $27,000 from The Disney
Store, Pottery Barn, The Williams Sonoma Company and Restoration Hardware.
