Agency shall pay County $40.00 per call received by the County from a Plan Member, with a minimum payment to County of $1, 500 for the month of May, 2000; and 2 . Agency shall pay County 40.00 per call received by the County from a Plan Member, with a minimum payment to County of $1,200 for the month of June, 2000 . FISCAL IMPACT: For a fee the Contra Costa Health Plan will provide Advice Nurse Services to Family Doctor Medical Group Health Plan. The revenue generated by this Contract will be used to offset the cost of Contra Costa Health Plan' s Advice Nurse services . BACKGROUND/REASON(S) FOR RECOMMENDATION(g) : Under Contract #29-779, the Contra Costa Health Plan (Health Plan) will provide Family Doctor Medical Group Health Plan members with telephone advice nurse services including: information about how to access urgent care services; authorization for emergency care; and clinical advice. Approval of this Contract will allow Contra Costa Health Plan to provide services, through June 1, 2000 . FISCAL IMPACT: Approval of this agreement will result in an allocation of $7,065 from the State for County's AIDS Drug Assistance Program (ADAP) , for the period from July 1, 2000 through June 30, 2001. The allocation will be used to cover the cost of certain drugs, plus dispensing fees, for eligible low income persons with AIDS and/or AIDS related complexes. These funds may not be used to cover patient monitoring, laboratory testing, or other medical services for persons receiving any of the drugs. The County may make provisions for co-payment by patients, commensurate with the patient's ability to pay. RAC REASON(S) FOR RSCOI NMTION(S) On January 14, 1997, the Board of Supervisors approved Standard Agreement #29-395-14 (as amended by Contract Amendment Agreement #29-395-15) with the State Office of AIDS, to cover the cost of certain drugs which have been included in the AIDS Drug Program by the State and determined by the U.S. Food and Drug Administration to prolong the life of a person with AIDS, for eligible low income persons who are infected with HIv and/or persons with AIDS and related complexes who meet certain criteria. Approval of this Standard Agreement #29-395-16 provides funding for County's AIDS Drug Program, based upon actual and projected drug expenditures by the Department, through June 30, 2001. Four certified and sealed copies of the Hoard Order should be returned to the Contracts and Grants Unit for distribution to the State Department of Health Services. FINANCIAL jXPACT: The County incurs no financial obligation to the Agency under this Agreement . The County will bill Medi-Cal or other third-party payors for inpatient obstetrical services provided to Planned Parenthood clients. Planned Parenthood will pay the County $55 . 00 per hour, for outpatient consultation and evaluation services provided to their clients by a County Staff Physician and $25 . 00 per hour, for services provided to their clients by a County Resident Physician. REASONS FOR RECOMMENDATIONS/BACKGRQ�: The purpose of this agreement is to increase access to early and consistent prenatal care for low-income women in Contra Costa. County. This agreement describes the areas of cooperation between Planned Parenthood and the County and specifies the responsibilities of each party in providing coordinated prenatal, delivery, and post-partum services . Planned Parenthood will provide routine prenatal care to clients through the 35th week of pregnancy under the supervision of a Board certified California-licensed obstetrician/gynecologist . High-risk clients will be immediately transferred to County for prenatal care and will become participants in the County' s Healthy Start Program. Contra Costa Regional Medical Center will provide prenatal care beginning with the 36th week of pregnancy and will provide labor and delivery obstetrical services. During the term of the Contract, services were requested as needed by County staff and provided by the Contractor in good faith. However, due to an administrative oversight by both the County and Contractor, the Department neglected to process a formal Contract Agreement . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Director, Employment & Human Services Department, or his designee, to APPLY FOR and ACCEPT on behalf of the Interim Workforce Investment Board, the U.S. Department of Labor H-1B Skills Training Grant in the amount of $2,295,526 for allied health training and entry-level job placement. FINANCIAL IMPACT: No County Costs. All activities provided as a result of a successful grant award will be paid with 100% 11-113 Grant funds. CHILDREN'S IMPACT STATEMENT: This action will directly support the third outcome, "Families that are Economically Self-Sufficient". Activities upon award of the grant will provide allied health training and entry-level job placement. BACKGROUND: Kaiser Permanente of Northern California and SEIU Local 250 asked the Workforce Investment Board of Contra Costa County to act as the fiscal agent of the grant and to provide job candidate referrals to Kaiser Permanente facilities through the County One-Stop Career Center system. Allied health training and skills upgrades offered through the SEIU Local 250 and Kaiser Permanente Career Training Partnership will provide possible avenues for their employees to move to Registered Nurse and other allied professions. In turn, entry-level positions in Kaiser facilities will be made available to the County One-Stop Career Center system for client referral. BACKGROUND/REASON(S) FOR RECOMMENPATION(3): Contra Costa County has continued to provide animal control services for the City of Oakley since incorporation. Pursuant to the attached agreement, the County will continue to provide these services and the City will reimburse the County on a per capita basis, as provided for in the attached agreement. Parties. Effective on July 1, 2000 the County of Contra Costa, a political subdivision of the State of California, hereinafter referred to as "County", and the City of Oakley, a municipal corporation in this County, hereinafter referred to as "City", mutually agree to promise as follows. 2. Authority. Pursuant to California Food and Agricultural Code Sections 30501 and 30801, the City has adopted by reference Division 416 of the Contra Costa County Code (hereafter "Ordinance Code") establishing Animal Services Centers and staff, and establishing requirements and procedures for animal control substantially equivalent to those in Food and Agricultural Code Sections 30801, 30802, 30803, 30804, 30805, 30952, 31105, 31107, 31108, 31251, 31252, and 31254. Pursuant to Section 30501, the provisions of these sections of the Food and Agricultural Code and of Division 416 of the Contra Costa County Code apply inside any city in this County wherever the governing body of the city requests, by ordinance, such application. The city has adopted, or will adopt on or before the effective date hereof, such an ordinance. This agreement effectuates said City and County ordinances and State statutes. 3. Enforcement Duties and Personnel. The County shall enforce said Ordinance Code and Agricultural Code provisions and Health and Safety Code Section 1920, and any amendments thereto, within the City. Pursuant to Food and Agricultural Code §7, the City hereby designates and appoints the County's Animal Services Director and his or her staff as public officers of the City for the purposes of this agreement and while enforcing and carrying out its provisions. 4. Service Level. The County will endeavor to provide the same service level to the city as was provided in Fiscal Year 1998-99. 5. Disposition of Fees and Fines. Pursuant to Food and Agricultural Code Section 30652, all fees and fines collected under the County or City's Animal Services Ordinance shall be paid into the County Treasury and shall be used to meet the cost of the services provided by the County's animal services program. 6. Payment. In consideration for Services provided by the County, and in addition to the aforesaid fees and fines, the City agrees to pay to the County $1.94 for each person residing within the city limits in January of each year of this agreement as determined and reported by the California State Department of Finance. For fiscal year 2000-2001, City population of 26,000 results in a fee of$50,440. Payments shall be made in four equal installments due and payable to the County Treasury on August 1, October 1, January 1, and April 1, of each year of 1 this agreement. Note: The City repays the County for all services during 1999- 2000 in accordance with the LAFCO resolution. The 20002001 per capita payment of$1.94 shall be increased as to each subsequent fiscal year in which this contract is in effect based on the following formula: Current per capita payment multiplied by the increase in the Consumer Price Index (all urban consumers — San Francisco — Oakland, California all items 1967 equals 100) December to December, (hereinafter referred to as "the Index") rounded to the nearest whole penny. For example: If the current per capita payment is $1.94 and the increase in the Index from December to December is 1.8% ($1.94 multiplied by 1.8% equals .03492 rounded to $.03), the new rate for the next fiscal year would be $1.94 plus $.03 equals $1.97 per capita. A payment increase based on the Index shall be contingent upon the continued availability of the official Bureau of Labor Statistic's Consumer Price Index in its present form and calculated on the same basis as the foregoing Index (1967 = 100) unless otherwise agreed by the City and the County. 7. Notice. The County shall notify the City by March I't of each year what the rate and total payment for the next fiscal year will be. 8. Term. This agreement is effective for the 20002001 fiscal year and for each fiscal year thereafter until the County repeals its ordinance, or until the City repeals its ordinance or amends it to delete the request for the application of these laws, or until either party gives the other 90 days advance written notice of termination.
