Meeh told us Section 1, known as Salver Belt to Disney is getting a complete maximum effort since this was the last place Sara was seen. The last words Sara told her friend Chris was "I'm going down that run, Silver Belt". Meeh suggests we hit the Silver Belt area 100% again since it had been searched before. Section 1 still' has the highest probability of detection although no clues have been looted. Meeh told us that it is "out of character" for Sara to .go out of bounds, although her family states "her favorite is powder" . She is suffers from law blood sugar. The highest probability is she is inbound, had an accident, and is just not found yet. Meeh advised that minimum effort should be focused on out of bounds since no tracks were located. "We believe she is inbound". Sgt. Granum will. be assigned to the investigation aspect in case of possible foul play or stalking. Meeh told us their or endless possibilities since we have no clues what so ever. COM'MUNICATIONS '(BOB) Bob told us that the search continued non stop) throughout the evening. Bob told us that one of the snowcats brake last night and was left in the Cedars area. They will try and remove it or fix it later today. All volunteers have been deployed with the exception of two that or on standby. Black Diamond is densely forested per Nordic Team reports and will need to be searched well. Deputy Dennis Meeh will be handing incident command to Sgt. Besana who is currently enroute from Auburn. Current needs are upgrading communications. I arrived at Tahoe Forest Hospital to interview MP SARA NORVILL regarding the SAR incident. I met with MP Sara Norvill in emergency room #8 and re he about the incident. Sara told me the following: On 3-4-00 at around 11:00 am, Sara and her Friend Chris were at the top of Mt. Lincoln at the Sugar Bawl Ski Resort. Sara told Chris she would meet her for lunch at the bottom of the run. Sara and Chris split up with Sara skiing towards Mt. Disney to find fresh powder to ski down the mountain in. Sara' believes she went to far and realized it was to late when she ended up on the back side of Mt. Disney. Sara was unsure where she was and looked at her ski', map provided to her by Sugar Bowl. She did not see any markings similar to the map and believed at that time she was lost. She skied the rest of the way down the mountain to a creek area, later determined to be the Onion Creek Drainage. Sara took her skis off and followed the drainage believing it would take her around Mt. Disney and back to Sugar Bowl.' When nightfall came, Sara, found a tree well along the drainage and made a bed .in it with pine needles. she placed skis outside in the form of a cross so aircraft and searchers may find her. She believes this was around 6:00 pm. 3-5-00 Sara awoke to heavy snow this morning and discovered her shelter was not sufficient. She was having thoughts of death and believed she may not be found alive. Sara used her mascara pen to writs her thoughts down. she wrote the following on her Cal Neva Resort Reservation form: It 3/5 JOHN, TODAY IS MY DAD'S B-DAY & TOMORROW I5 THE ANNIVERSARY OF MOMS DEATH. I' THINK THAT MUST MEAN IT'S TIME. I'M SO SO SORRY I GOT LOST AND IM TRYING TO RESIST THE COLD. I LOVE YOU. BE SAFE, I WILL BE YOUR GUARDIAN ANGEL. TELL YOUR FAMILY TOO. DELIVER TO JOHN`` AMOS" She took -off on foot and followed, the drainage in hopes of finding a way out and more shelter if needed. She walked most of the day in heavy drifts of snow eating snow along the way to replenish her body fluids. When nightfall came again, she searched and located what she called "the perfect tree". The tree had branches that met the snow and made a cave. The tree was about 10 feet from the creek. She told me the nearby creek was playing tricks with her mind. she never slept the entire evening. she told me the creek made sounds like helicopters and people yelling. When she would go out to investigate the sounds, she heard nothing and realized it was lust the creek.' Sara woke at daybreak and believes it was around 5:00 am. The weather was "not good" and she was very weak. Sara used other side of her Cal Veva Reservation to write anther note to her f Sara wrote the following: 113/6! JOHN, MADE IT THRU THE KITE. I MADE SHELTER BUT WEAL. I CANT STOP THINKING ABOUT YOU. WHY DIDN'T ANYONE LOOK FOR ME ! I COULD HAVE BEEN SAVED. I ,LOVE YOU ! rr (Copy of note attached) Sara told me she spent the day near the tree well, yelling and screaming for help. She fell asleep several times from weakness. After about two hours, Sara heard snowmobiles nearby. she came out of the tree well, but the snowmobiles had passed. She tried to climb the area where she heard the snowmobiles, but was too weak.. about an hour later she heard the snowmobiles go by again. She got out of the tree well,., used all of her strength to climb the snow hill and saw the snowmobiles heading down the hill away from her. , She yelled and screamed but told me they probably did not hear her due to the noise of the engines and that they were wearing helmets. She went back to her snow cave and fell back Asleep. Sara believed that the snowmobiles were her only hope and believed she was going to die by tomorrow. About two hours later she heard the snowmobiles again. She climbed the hill and saw them going up the mountain. Sara believed they had to come back just like the others did and. waited. When they returned, she was found. Sara was transported to Tahoe Forest Hospital where she had a medical check out and was later released. FORWARD TO INVESTIGATIONS. I wanted to write this letter in addition to filling out your form for a clearer explanation of the injury I sustained on your courthouse property. I was there with a friend who was attending a custody hearing in the family courts on Tuesday,Feb. 29, 2000. Around 11:30 am, I went outside to wait for my friend who was in the restroom, when I opened the door and proceeded out. Looking down, I did not distinguish the step from the cement walk most likely due to wearing bi-focal eyeglasses. I slipped and fell and twisted my ankle with further damage as the result of breaking my fall with my hand and hip and right knee. Lying in seven pain, two officers inside the courthouse came to nay attention. I asked an officer to seek my friend, describing what he was wearing. Another officer went to get me a cold pack for my swelling hand and wrist, that was in severe pain, at my request. What bothered me most was while waiting for an ambulance,a female officer walked up with a partner, and laughingly remarked..."You're the second person that happened to this week so far". I thought to myself as I lay on the walk crying in pairs, but its only Tuesday morning. I asked,"So,dans this happen often?" Her partner turned to her and in a low voice said something and hustled her into the building without an answer to my question. When my friend found nae, he ran to McDonalds and got me a big hag of ice, and since it was now 20 minutes and no ambulance had shown up, I asked him to take nae to the hospital himself With his assistance, I gat to the car and we drove straight to Doctors Hospital in San Pablo, where he was familiar with the staff. There I was ushered right in and packed in ice. X-rays were taken to rule out any fiwtures, I was splinted and given prescriptions and released to my own doctor once I gat back home. In conversation with your Risk Mgt team, I would prefer not seeking an attorney in regards to this matter, but I would like to see two things happen. 1. Please paint the step, as I have noticed several buildings with steps have done for those of us who wear bifocals or have problems with our vision, which looking down is a blur and there fare making it impassible at times to distinguish cement steps on cement walks. 2. To be reasonably reimbursed for my expenses, loss of wages, and compensated for the pain and suffering I stilt endure as of 4 months later. I am told I will suffer with this torn Achilles tendon for several months. My complications include: I have a manual transmission car, and I have been unable to use the clutch when driving, (or use my left hand for 5 weeks),therefore unable to get to the store, doctors, errands and work. I private tutor in homes and businesses, computer software. I earn$25 per hour, $15 for elderly-disabled people. I am not able to drive making it impossible to sustain my income necessary to support myself. It has been very difficult to survive. I have had to rely on friends to help me, or go without. I am enclosing copies of the pictures taken of my injuries the day following the accident on March, 1, 2000. 1 had to get crutches/cane, which still were almost useless because my left hand was badly injured. I had to get 4 prescriptions for pain and inflammatory medicines. I had co- pays with insurance covering most of the costs of the hospital and doctor follow-up expenses. I am seeping $3,600.00 in damages. I think this is reasonable, and in hopes that by not asking more or seeking the assistance of an attorney, Contra Costa will be willing to make those steps safer for the nerd time I have to come up there, and for those who are also afflicted with poor vision or handicap's. As I remarked, I have since noticed several places, which paint white stripes or the word"S'T'EP" on their steps for safety. Placing a handrail at the exit doors with steps is a goad idea too. I would appreciate a response as soon as possible. Sincerely yours, Cherie L. Whitaker (559)683-2454 home/message 28195 Limestone Circle, Coarsegold, C.A.93614-9541 Enclosures 2 > , i:. : .
