Endorse the efforts of a coalition of Bay Area Chinese-and Taiwanese-Americans to send cash donations for the relief amort to the Taiwan Earthquake Relief Fund ( "ERF). BACKGROUND: On Tuesday, September 21, 1999 at 1.45 a.m., a 7.6 magnitude earthquake devastated at least two counties of the island of Taiwan, followed by two aftershocks measuring . and 6.1 in magnitude. More than 60 hours after the earthquake struck, at least 2,1people were known dead', 7,800 injured and 1,844 still unaccounted for—the vast majority whowere ere believed burled under rubble and landslides.. Local rescue tears, assisted by more than 500 specialists from 1 countries, the United dations and the International Died Cross, raced with time to save nearly 2,000 trapped and missing victims. There is fear of possible epidemics from lacy of water and improper care of corpses. Water shortages were predicted for the island's third4 r est city; Taichung, after the quake ruptured a section of the Shlhkanq Reservoir. Since 1983, Taichung ount in central Taiwan and Contra Costa County have been -sister counties. When the 1989 Loma Prieta earthquake struck California, the County of Taichung Taiwan was supportive of Contra Costs residents. Last week, the Board of Supervisors, former County Supervisor Robert Schroder, and the County Administrator sent a letter of concern and support to the magistrate of Taichung my (copy attached). The Taiwanese government has allocated 90 million for immediate disaster relief, 32 of which will be used to build 2,000 temporary hoes to shelter homeless Asti s. More relief is needed.
