Construction of the soccer field will increase overall park use and allow for more structured activities for area youth. The soccer field meets the minimum one acre standard for turf play fields and is consistent with the use of park dedication fees for renovation and improvement pursuant to Division 920 Park Dedication of the County Zoning Ordinance, The soccer field is considered an important part of improving the quality of .if in the MonTaraBay area of West County. Testimony from community meetings indicates a preference for opportunities for more organized recreational activities for youth, and overwhelming support for the construction of the soccer field (Community Meeting minutes attached) . Eisenberg of Supervisor Ulema's Office Staff Present: S.Tandy, County Administrator's Office, J.Gregory, County Administrator's Office, P.Edmonds,Public Forks Department, I Edmunds,Public Works Department, CALL TO ORDER and DiTRODUCTIONS The meeting was called to order by Scott Tandy at 7:20 pm. Scott Tandy introduced Supervisor Gayle Ulkenut, who introduced her staff and-gave a brief history of her background and urged community members to contact her when they have concerns in their community. USE OF PARK DEDIC I FIEES Tandy explained bogy Park Dedication.Fees are generated and what type of activities are allowable uses. Currently there is $60,000 in Park Dedication Fees available for use in County Service Area m17. Various community members made the following suggestions for use of the Park Dedication Fees, 1) development of a soccer Feld atMontalvin Park, )installation of picnic tables and trees at ontaivin Park., 3) create a connection to the Bay Shoreline Trail for MonTaraBay area residents. Annette Rossi, a ontalvin Manor resident and member of the Momalvin Community Betterment Council, presented a petition signed by a number of Montalvin residents asking that a soccer practice field be constructed at ontalvin park. Other uses suggested were; hire personnel to be stationed at Montalvin.Park(this is not an allowable expenditure from this funding source), tether ball at Montalvin Park repair tennis court at Montalvin Park repair drainage at Mont vin park, repair picnic tables and drinking fountain at -Montalvin.park, provide street sweeping at ontalvin Park, toilet at Montalvin Park and weed abatement at ontal'%in Park. Std reported that the Work Alternative Program is scheduled to abate the weeds on the hillsides at Park within the next two weeks. Some residents expressed concern that the shrubs on the hillsides at Montalviri Park had grown too large and were now good hiding places for undesirables. tasked if the shrubs could either be cut down or pruned back - staff will check into this. Another community member noted that.there is not any fencing at the over crossing to Bayview Park and is concerned that children could easily,get i,tiured in this area m staff will check into this. Once al*of the speakers had been heard, 'bandy announced that due to the large turn-out of proponents for the soccer field improvements, the Park Dedication Fee dollars will be earmarked for development of a soccer practice field at Montalvin Park. UPDATE: REIAINIP STREET LIGHTS LN THE MONS BAY ARE Staff reported that the rela nping of the street lights throughout the MonTaraBay area had been completed. UPDATFLRALLFTELD FENCE REPAM Staff reported that the fence repairs had been coinpleted. UPDATE- PROPOSED SOCCER FIELD Staff reported that the County's,General Services Department(Architectural Division), Public Works Department(Special Districts Section and Maintenance Division), some community and representatives of the Montalvin Community Betterment Council collaborated to develop a preliminary plan for the soccer field. In addition, County Public Works staff had been awarded a grant for $15,000 from the Community Development Block rant Program( DBG)for development of soccer Feld at Montalvin School. used on the community's desire to have the soccer field developed at Montalvin Park, staff requested, and gained approval, to use these funds at Montalvin Park instead of at Montalvin School. At present there is approximately $75,000 available for the soccer field project($60,030 Park Dedication Fees and$15,000 CDBG). The current plan would cost approximately$127,000, leaving a funding gap of$52,000. It was agreed that staff would arrange a meeting to review the plan in an effort to address the funding shortfall. PUBLIC COMMENT A citizen expressed their concern regarding the need for the street dram to be cleaned out before winter begins. Another resident said they felt there should be a stop sign installed at the intersection of Linda and Lettia and speed bumps installed at Bonnie, Heather and Lettia. They I contacted Steve Kersevan, the County Traffic Engineer, but he hadn't returned the call. Tandy suggested that they develop a petition stating their concerns and present it to Afichael alford, the Public'works Director. Another citizen asked that the street sweepers publiciize the dates and ties of when the streets will be swept in the Montalvin Manor subdivision. Staff reported that the streets are being swept with funds from the Clean'mater Program. The low bidder was awarded the contract to sweep twice a month in Montalvin, insteadcif just once a month. However, the twice a month sweeping is available because of the low bid and to keep the 2 low cast, the contractor needs to be able to schedule the work when It is efficient for their company. Thus a stmt sweeping schedule will not be available, but the streets will be swept twice a month, DATE AND TEWE OF NEXTETPiG The next meeting will be bald on January 26, 1998.
