Said agreement will allow the Office of the Sheriff to provide security services management to the health Services Department. FISCAL IMPACT: NONE. The full cost of the services provided by the Sheriffs Office to the Health Services Department will be transferred frorn the Sheriffs Office budget to the Health Services Department budg t. BACKGROUND: The Health Services Department requires ssist nce in managing, analyzing and planning forth it security Asada. specifically for the Contra Costa County Regional Medical Center and Clinics. The Sheriffs Office has the ability to provide these services to the Health Services Department. Udder the proposed agreement, the Office of the Sheriff will perform ars analysis of Health Services' security staffing structure, planning, training, policies and recruitment. Contract with City of Oakley SPECIFIC REQUES'T($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: MMENDATION: APPROVE and AUTHORIZE the Sheriff or designee to execute a contract on behalf of the County with the Cid of Oakley, for the period of October 4, 1999 through June 30, 2000. Said contract will allow the County, through the Office of the Sheriff, to assign one Sheriffs Lieutenant to the City of Oakley, for the purpose of establishing and managing the City's Police FISCAL IMPACT: NONE. The full cost of the services provided to the City of Oakley under this contract will be reimbursed to the County by the City, BACKGROUND: The City of Oakley became incorporated on July 1, 1999, Under the laws governing city incorporations in California, the County must continue to provide the same lural of services to the newly'Incorporated City as during the period preceding incorporation. Although the Sheriffs Office continues u to provide public safety and law enforcement services to the City of Oaksey area in the sarne manner as when the area was unincorporated, these services did not and do not include the level of law enforcement management services that the new City requires. Officials with the City of Oaksey have expressed an intent to contract with the Sheriff s Office for law enforcement services beginning i July, 2000; however, much work must be done in the mean time to establish a Police Department for the City. BACKGROUND: Over the last thirteen years, the County has contracted with the Contra Costa Convention and Visitors Bureau to promote the use of hotel and convention facilities located in the unincorporated area of the County, Contra Costa County's financial contribution to CCCVB is based on a ratio of 3 t 1 with the City of Concord contributing 75% of the funding needed for VB's operating budget and the County contributing the remaining %. On September 13, 1999, the Finance Committee reviewed the financial benefits of the services provided by CCCVB and recommended renewing the annual contact with CCCVB. September 13, 1999 SUBJECT; Contra Corte Convention and Visifor's Visitor'sBureau RECOMMENDATIONS I, ACCEPT the report on the financial benefits of the contract with the Contra Costa Convention and Visitor' Bureau (C CVB), 2. CONSIDER renewing 12 month contract with CCCVB. BACKGROUND Contra Costa County has contracted with the CCCVB since 1931 to promote tourist and convention development activities on behalf of the Sheraton Concord Hotel. Contra Costa County's financial contribution to CCCVB is based on a ratio of 3 to 1 with the City of Concord contributing 75% of the funding needed for CCCVBs operating budget and the County contributing the remaining 25%, The contract amount for fiscal year 1998-99 was $91,621. On June 9, 1999, the Finance Committee approved a methodology to evaluate the financial benefits of the services provided by CCCVB in order to decide whether to continue contracting with the agency. Staff was directed to assess the impact of CCCVB's activities on the amount of Total Occupancy Tax (TOT) received from the Sheraton, the amount of rent received from the Sheraton, and to assess the "spin-off' effect of additional visitors at the Sheraton on other County revenues. C CVB is responsible for promoting weekend bookings at the Sheraton Concord hotel (otherwise known as the "soft" occupancy period) which account for approximately 30% of the total occupancies. During fiscal year 1998-99, the Sheraton reported 69,959 total _ A"` 1 roam nights Looked and it was determined that CCCVB was responsible for 5,371 of the room nights hocked (8% of the total) through their marketing activities. On August 9, Staff met with the representatives of the Sheraton, CCCVB and the City of Concord to review the € ethod, data, and the calculation of benefits. What follows is summary of the results. Study the impact of the Total Occupancy Tax (TOS') received by the County as a result of bookings t the Sheraton which are attributed to CCCV 8s activities. The Totai Occupancy `fax received from the Sheraton amounted to $575,238 from fiscal year 1998-99. $46,419 in TOT resulted from: the % occupancy generated by CCCVB. study the Impact that increased bookings have on the total rent received by the County Airport. The rent received from the Sheraton by the Buchanan Field Airport is based on a oornbination of both minimum and percentage rent. The minimum rent is the baso amount paid by the hotel each month and the percentage rent results from the sales of beverages, food and the rental of rooms and oars each months $148,733 of a total $315,593 was received as percentage rent from the Sheraton for fiscal year 1993-99. By using the same % calculation, it was determined that CCCVB brought in approximately $11,944 in rent received from the Sheraton. The "'spin-off,"effect of visitors at the Sheraton on other County revenues. The International Association of Convention and Visitors Bureaus (IA VB) has estimated an average daily delegate expenditure of $77.21 (outside hotel facilities). By using this figure, it was determined that €CCV activities resulted in a return of $4.927 from sales tax on County property. This figure was arrived at by taping the total 7,494 delegates referred by CCCVB to the Sheraton, multiplying by the average stay per delegate (three days) and estimating that approximately 30% of the expenditures would occur on County property (the Golf Course, Sam's Club and SportsMart premises are located next door and car rental services are located at the Sheraton). This amounted to ars estimated $492,477 spent on County property. The 1% sales tax return to the County would amount to $4,927. Reporflng. The BUREAU shall furnish COUNTY with a monthly report, which includes the financial condition of the BUREAU, and an annual audit on October 1, 2000 covering the Fiscal Fear 1999-2000. BACKGROUND: In 1994 the Board found that there was a "social Deed' for the Sheriff Coroner to contract with Alameda-Contra Costa Transit District to provide security service to the District in Contra Costa County and authorized hili to enter into a five-year contract to provide those services. That contract expires September 39, 1999, and both the Office of the Sheriff and Alameda-Contra Costa Transit District wish to continue the contractual relationship.
