As I explained to you., the Board required the development rights to be granted to the County as part of the Subdivision Agreement until the developer installed required improvements. Now that the requirements have',beenn satisfied, the development rights can be quit claimed back to the developer. This action requires,Board approval. Furthermore, at the time that the Subdivision Agreement and the Grant Deed of Development Rights were approved by the Board, the Tithe Company failed to record said deed. Therefore, it is not necessary to record the quit claim for a deed that was never recorded, Board action should be sufficient.
